About this file
This is a Determination & Findings (D&F) document authorizing a single-source procurement by the Air Force Technical Center (AFTC), Plant 42 Fire Department. The procurement is valued at $59,051.46 and covers two ZOLL Propaq MD Monitor/Defibrillators (Model 8011-0131-01) plus essential operational accessories including rechargeable lithium-ion batteries, single-bay chargers, and clinical cables/cuffs. The requirement is to upgrade two front-line fire engines from basic Automated External Defibrillators (AEDs) to advanced Basic Life Support (BLS) diagnostic capabilities.
The contracting officer justifies the sole-source action under RFO 8.401, GSAR 538.7104-3(a) (FSS Orders), RFO 11.204(a)(2)(ii) (Brand Name), RFO 12.102(a) (Commercial Products), and RFO 13.101(b) (Noncommercial Products), citing that only ZOLL meets the government's mission-critical requirements. Key justifications include seamless mutual aid interoperability with Los Angeles County Fire Department and AMR Ambulance (both ZOLL users), ZOLL's proprietary Real CPR Help® technology providing visual depth and rate feedback essential for high-noise flightline environments where auditory prompts cannot be heard, and the requirement for a single, fully integrated non-modular chassis for rapid engine operations. Market research eliminated competing vendors Stryker and Philips Healthcare as unable to meet the fire department's strict integration requirements. The determination was approved and digitally signed by Joshua P. Vasquez, NH-III, DAF Contracting Officer, on August 20, 2026.

CONTROLLED UNCLASSIFIED INFORMATION
DETERMINATION & FINDINGS
Authority to Solicit from a Single Source (at or below the SAT)
1. Agency and Contracting Activity: AFTC/PZIOB
2. Nature and/or Description of the Action: $ 59,051.46
The requirement is for the procurement of two (2) Brand Name ZOLL Propaq MD Monitor/Defibrillators (Model: 8011-0131-01) and essential operational accessories (rechargeable lithium-ion batteries, single-bay chargers, and clinical cables/cuffs). These items are required to upgrade two front-line fire engines from basic AEDs to advanced Basic Life Support (BLS) diagnostic capabilities.
3. Citation to the Appropriate Regulation:
(Contracting Officer Instruction: Select the applicable authority for this acquisition)
RFO 8.401 and GSAR 538.7104-3(a) (FSS Orders): The circumstances of the acquisition deem only one source reasonably capable of providing the products, services, or solutions.
RFO 11.204(a)(2)(ii) (Brand Name): The particular brand name, product, or feature is essential to the Government's requirements, and market research indicates other companies' similar products, or products lacking the particular feature, do not meet the agency's needs or cannot be modified to meet the agency's minimum needs,.
RFO 12.102(a) (Commercial Products and Services): Only one source is available,.
RFO 13.101(b) (Noncommercial Products and Services): Only one source is reasonably available (e.g., urgency, exclusive licensing agreements, brand-name, or industrial mobilization),.
4. Findings:
Based on the agency need, only one company would have the required specifications needed based on weight, space and time constraints to get this replacement received and running as soon as possible. The Air Force Plant 42 Fire Department (AFP42 FD) operates at the Basic Life Support (BLS) level and as of 20 May 2026 requires a highly specialized, ruggedized device to replace fragmented legacy equipment (standalone AEDs, manual blood pressure cuffs, and standalone pulse oximeters). Market research determines that the ZOLL Propaq MD is the only commercial-off-the-shelf (COTS) medical device that meets the government's minimum mission requirements for mutual aid interoperability, equipment consolidation, and performance in severe high-noise environments. The unique and highly specialized characteristics that restrict this procurement to ZOLL include: Seamless Mutual Aid Interoperability: AFP42 FD frequently provides and receives mutual aid from the Los Angeles County Fire Department and AMR Ambulance, both of which utilize ZOLL brand medical equipment as their standard clinical platform. Utilizing the ZOLL Propaq MD ensures complete, seamless compatibility during patient handoffs.
Responders can transfer a patient to LA County or AMR paramedics by simply plugging the existing ZOLL therapeutic cable and electrode pads directly into the transport monitor without having to interrupt CPR to peel off and replace defibrillator pads. This interoperability is a critical life-safety requirement that cannot be achieved with any other manufacturer. Acoustic Challenges of the Flightline Environment: AFP42 FD personnel operate in extreme high-noise environments (active runways, jet engines, and heavy industrial contractor facilities) where obtaining manual blood pressures via stethoscope is operationally unfeasible. The Propaq MD consolidates an AED, automated non-invasive blood pressure (NIBP), and pulse oximetry (SpO2) into a single unit, ensuring accurate BLS vitals can be obtained regardless of ambient noise. Proprietary Clinical Technology: The Propaq MD utilizes ZOLL’s proprietary Real CPR Help® technology. During a cardiac arrest in a deafening airfield or industrial setting, auditory AED prompts cannot be heard. ZOLL’s proprietary technology provides visual, real-time depth and rate feedback on the screen, a patented capability that no other manufacturer possesses.
Other vendors were reviewed such as, Stryker (Emergency Care Division) and Philips Healthcare and they were unable to meet the fire department's strict requirement for a single, fully integrated, non-modular chassis to support rapid engine operations, making their capacity non-applicable to this specific mission.

5. Determination: Based on the findings above, the proposed sole source or brand name action is justified under the applicable regulation.
6. Signatory Authority: (Contracting Officer Instruction: In accordance with DAF Approval Authorities Matrix PM 26-C-11 Matrix Item 51 for RFO 13.101(b) actions and GSAR 538.7104-3(a) for FSS orders, the Contracting Officer is the approval authority for these determinations).
