About this file
This is a Brand Name Salient Characteristics document for the procurement of ZOLL Propaq® MD Monitor/Defibrillators by Plant 42 Fire Department, dated June 09, 2026.
The procurement specifies two (2) ZOLL Propaq® MD Monitor/Defibrillator units (Part #: 302-2431312-01) in Standard Military/Tactical Configuration, with delivery required 60 days after receipt of award. The units must be brand-new, not refurbished or recertified unless explicitly authorized. Technical specifications require a lightweight design not exceeding 11.7 lbs including battery and paper, minimum IP55 rating for dust and water ingress, Rectilinear Biphasic™ defibrillation waveform technology, full 12-lead ECG diagnostic monitoring with on-screen interpretation, physiological parameter monitoring (SpO2, NIBP, EtCO2, temperature channels, and invasive pressures), color LCD display with Night Vision Goggle (NVG) compatible mode, rechargeable lithium-ion battery providing at least 6 hours continuous monitoring with multiple maximum-energy shocks, and USB-based data download supporting open XML format for integration with electronic patient care records. The procurement justifies the ZOLL brand for interchangeability with existing CPR-D-padz and therapy electrodes, seamless handoff compatibility with LA County Fire Department and American Medical Response ambulance services, and operational requirements for military airworthiness certification and fire ground durability.
Additional contract line items (CLINs 0002-0006) include two Welch Allyn blood pressure cuffs (small and large adult), cable sleeves, soft handles, and a single bay charger, all with 60-day delivery timelines. CLIN 0007 requires contractor-provided operational training in-person or virtual, delivered 30 days after delivery of CLINs 0001-0006. The contract mandates 24/7 technical helpdesk support during the warranty period and requires all items shipped FOB Destination with government inspection and testing prior to final acceptance.

Brand Name Salient Characteristics
Procurement of ZOLL Propaq® MD Monitor/Defibrillators
Emergency Services
Plant 42 Fire Department
Date: June 09, 2026
ZOLL Propaq® MD Page 2 of 5
Technical Requirements & Salient Characteristics The contractor shall deliver brand-new (not refurbished or recertified, unless explicitly authorized) ZOLL Propaq® MD units matching or exceeding the following minimum technical specifications:
Parameter Salient Characteristic / Minimum Specification
Physical Dimensions Lightweight transport design (not exceeding 11.7 lbs / 5.3 kg including battery and paper). Structural fire engines have extremely limited compartment space. Every pound matters. A heavy monitor (18+ lbs) takes up too much room, is difficult for a single firefighter to carry while wearing heavy turnout gear and increases the risk of back injuries during rapid deployment.
Environmental and
Design Durability Minimum IP55 rating for dust and water ingress; certified to meet military airworthiness standards (rotary/fixed wing). Fire engines operate in wet, dusty, and smoky environments. Standard medical gear will fail if exposed to water from fire hoses or heavy soot. An IP55 rating guarantees the device will keep working in heavy rain or directly on the active fire ground. When responding to a medical emergency, firefighters must grab their gear and move instantly.
Modular, multi-piece systems have loose cables that get snagged on engine compartments or fire ground debris. A single integrated unit is grab-and-go, preventing equipment damage and saving critical seconds.
Defibrillator Waveform Rectilinear Biphasic™ technology.
Operational Modes Manual defibrillation, Advisory Defibrillation (AED), Non-invasive
Pacing, and synchronized cardioversion. The Fire Department currently deploys ZOLL Automated External Defibrillators (AEDs) across other response platforms and stations. Procuring the ZOLL
Propaq MD ensures 100% interchangeability of resuscitation consumables (specifically CPR-D-padz and therapy electrodes). This compatibility allows the department to utilize existing supply inventories, eliminates the requirement to double-stock expensive, non-compatible competitor consumables, and reduces overall lifecycle sustainment costs.
ECG Monitoring Full 12-lead ECG diagnostic monitoring with on-screen interpretation and simultaneous display of up to 4 waveforms.

Parameter Salient Characteristic / Minimum Specification
Physiological Parameters Pulse Oximetry (SpO2), Non-Invasive Blood Pressure (NIBP), End-
Tidal CO2 (EtCO2), and Support for 2 Temperature Channels & 3
Invasive Pressures (IBP).
Display Characteristics Color LCD with adjustable brightness, including a dedicated Night
Vision Goggle (NVG) compatible mode. As a fire department serving military operations, we must operate in blackout conditions during airfield emergencies, base-wide power failures, or nighttime training exercises. Standard bright screens ruin the night vision of responders wearing Night Vision Goggles (NVGs), whereas an NVG-compatible display allows for continuous, safe nighttime operations.
Battery Life Rechargeable lithium-ion battery capable of at least 6 hours of continuous monitoring and multiple maximum-energy shocks on a single charge.
Data Connectivity USB-based data download supporting open XML format for integration with electronic patient care records (ePCR). The local mutual aid partners and primary emergency transport agencies for our installation—specifically LA County Fire Department and
American Medical Response (AMR) ambulance services— exclusively utilize ZOLL clinical monitors. Standardizing on the
ZOLL Propaq MD allows for a completely seamless handoff during critical medical emergencies. When transport paramedics arrive, they can immediately plug the patient's existing cables, sensors, and defibrillator pads directly into their transport monitors without peeling off pads or interrupting patient care, monitoring, or active CPR.
