About this file
This document is a Statement of Work (SOW) for the purchase and installation of a 10-ton or larger heat pump system for a new 4,000 square foot metal barn at the Dale Hollow National Fish Hatchery in Tennessee. The hatchery is building this barn to rear fish that require a temperature range of 50-68 degrees Fahrenheit year-round. The SOW outlines the building details, target temperatures, equipment requirements, and selection criteria such as installation cost, annual operational cost, air handling, and warranty.
The related federal contract opportunity is a Total Small Business set-aside solicitation (Solicitation Number: 140FC124Q0032) issued by the U.S. Fish and Wildlife Service for the HVAC purchase and installation. The project range is estimated to be below $25,000, and award will be made on a Best Value basis considering price, technical, and past performance factors. Offerors are required to provide a payment bond for any award over $35,000 and both payment and performance bonds for awards over $150,000.

STATEMENT OF WORK
10 ton or larger Heat Pump for new metal barn
Dale Hollow National Fish Hatchery August 27, 2024
1. GENERAL: Dale Hollow National Fish Hatchery provides aquatic/biological mitigation of Tennessee Valley Authority and U.S. Army Corps of Engineers water development projects in the Southeast and supports USFWS national conservation efforts for threatened/endangered/at-risk species. These efforts will soon be focused in a new Endangered Species Rearing Facility
BACKGROUND: Dale Hollow National Fish Hatchery is requesting the installation of a heating/cooling system for a 4,000 sq ft metal building with concrete slab and R17 installed insulation. Target rearing species need water between 46 and 62 oF and the easiest/cheapest way to long term sustain that temperature is by providing building temperature controls. In Tennessee weather, the cooling functionality will be as important or more important than any heating.
Efficiency, initial system cost, durability, configuration, and monthly power consumption costs are determining factors for selection.
2. SCOPE: In simplest terms, the hatchery is building a new pole barn to rear fish that will need a heat pump system for the main building warehouse area.
Building Details
• Building size: 4,000 sq ft 50’x80’
• Height: 16’ at the eave, 20’ at the peak
• R17 insulation
• Concrete slab
Target temperatures:
• 50-68 year round
Ducting:
• We are hoping for a minimized ducting solution that will not interfere with interior water/fish systems and won’t impede an eventual second floor storage area.
• Multiple solutions are possible and the hatchery is hoping for either perimeter or peak suspended ducting that will not interfere with future building and endangered species program development.
Equipment:
• 10 ton or larger equivalent via single or multiple units.
• Reliable heat pump system
3. Selection criteria:
• Installation cost
• Annual operational projected cost
• Air handling and internal configuration
• Warranty and equipment information
4. PLACE/DELIVERY AND PERIOD OF PERFORMANCE:
Starting time frame is to be coordinated with the station and based upon building completion. Building is expected to be completed late November 2024.
