INSTRUCTIONS FOR COST MODEL (all worksheets):
The tables with each Tab are examples of the required proposal format, but may be revised as necessary to be consistent with your established accounting and estimating systems. Propose all costs in accordance with each contract fiscal year (CFY) as shown below. If composite direct and/or indirect rates are used due to differences in fiscal periods, then revise the templates to show how the composite CFY rates are developed. Keep all spreadsheet formulas and cell references intact and DO NOT protect cells. Worksheets may be modified to add supporting information or insert rows or columns, if required, or to fully narrate basis and methodology, as necessary. Offerors are solely responsible for verifying the accuracy of the formulas and amounts contained in the Cost Model. Additional supporting cost/price information may be requested, if necessary, to determine the proposed cost/price reasonable.
The period of performance is up to 5 years and 6 months if all options are exercised from contract award. The Base Period includes a one month transition period, which shall be separately priced. As described in the pricing instructions a separate price for a 6-month Option to Extend Services in accordance with FAR 52.217-8 is also required. For pricing purposes, use the following periods of performance:
Base Period -Year 1:June 1, 2020 - May 31, 2021
Option Period - Year 2:June 1, 2021 - May 31, 2022
Option Period - Year 3:June 1, 2022 - May 31, 2023
Option Period - Year 4:June 1, 2023 -May 31, 2024
Option Period - Year 5:June 1, 2024 -May 31, 2025
6-Month Option to Extend Services:June 1, 2025 - November 30, 2025

INSTRUCTIONS FOR TAB 1:
1. For the transition period, propose the labor categories necessary to complete transition (Column 1). For the remaining periods, propose based on the labor categories provided (Column 5). However, if a labor category is covered by the Service Contract Act (SCA) you must identify the labor category and the applicable SCA category. Do not combine labor categories.
2. Cite the applicable T&M Rate Summary Rates (Tab 2) for the proposed labor category (Column 2). Do not use composite or averaged rates.
3. For the transition period, proposed the hours necessary to complete the transition (Column 3). For the remaining periods, the hours provided must be used for pricing purposes (Column 6).
3. The Price (Column 4) shows the extended price quoted for each labor category.
4. Travel and ODCs as a part of the Transition Period shall be included in the T&M amount. The Cost Model includes Government baselined other direct costs (ODCs) and Travel that all offerors shall use in their proposed prices, and these are considered “material” under the T&M effort. Travel and ODCs are non-fee/profit bearing and is intended to cover the direct costs of approved travel and ODCs incurred as a part of Classification and Litigation Support activities. Only actual allowable direct costs of approved travel expenses will be reimbursable. For evaluation purposes and to establish a CLIN ceiling, the offeror shall use the Government’s estimated not-to-exceed (NTE) amounts as specified below.

1. PWS = Performance Work Statement.
2. ODC = Other Direct Costs. These amounts shall be included as part of the total price under this contract. ODCs include travel and other direct costs related to the performance of this contract.
3. Offerors are solely responsible for verifying the accuracy of the formulas and amounts contained in this spreadsheet.
4. Grand Total consists of proposed hours and dollars for Year 1 through 5 and the 6-Month Option to Extend Services.

INSTRUCTIONS FOR TAB 2:

1. The Contractor must specify that it has thoroughly reviewed the applicable Wage Determination(s) (WD), and, if applicable, the proposed rates for covered employees include at least the minimum requirements to include starting pay, wages, health and welfare, qualification pay, bonus/incentive allowances and any/all other requirements for compliance. For those labor categories covered by the Service Contract Act (SCA) please identify with a (*) next to the labor category and identify the SCA labor category.

2. Identify whether the proposed labor category is employed by the prime contractor or team member (i.e. subcontractors, and/or divisions, subsidiaries, or affiliates of the Offeror under a common control). If performed by a team member identify the specific team member.

3. Labor Rates: Provide a breakout of base labor rate and total indirect cost/profit by cost element for each proposed labor rate. Indirect/Profit amount shall be inclusive of all applicable local, state and federal taxes, duties to include applicable New Mexico Gross Receipts Tax where/if applicable, and offeror proposed profit.

4. Fixed Rate: This represents the offered fixed price for each fully burdened hourly labor rate. All offered hourly rates should be fully burdened. Agreed-upon rates will be incorporated into the contract.

5. Contract Years: Please provide fully burdened labor rates for all five (5) years and the 6-Momth Option to Extend Services.

6. The option to extend services for the 6 month period following year five (5) will be utilized for evaluation purposes, but will not be included in the total value of the contract award. FAR Clause 52.217-8 Option to Extend Services. (NOV 1999) - The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. This clause may be exercised more than once, but the total extension of performance shall not exceed 6 months.
