About this file
This document is an Addendum to FAR 52.212-1 tailoring the terms and evaluation criteria for a government solicitation using simplified acquisition procedures.
Quotes must be submitted electronically via email to kristen.lucey.2@us.af.mil no later than September 23, 2026 at 10:00 AM EDT. Questions are due by September 16, 2026 at 3:00 PM EDT, with answers posted by September 18, 2026 at 10:00 AM EDT. Offerors must hold prices firm for 30 calendar days from the quote receipt date. A single Firm-Fixed Price purchase order award will be made to the responsible offeror offering best value. The Government will evaluate quotes without discussion and may contact offerors to clarify terms and negotiate pricing. Award will be made via written notice emailed to the successful offeror within the specified acceptance period.
Evaluation uses a tradeoff source selection process with four primary factors: (1) Technical Capability & Engineering Approach (highest weight), encompassing composite fabrication and tooling for freeze/thaw durability, structural engineering with PE-stamped calculations ensuring 115% design load compliance on a 4-inch bent pedestal, and surface finishing with RAL 7012/7005 coating, UV resistance, 2K clear coat, and internal anti-corrosion epoxy; (2) Past Performance & Experience, requiring 2–3 relevant projects within 3–5 years involving outdoor architectural sculptures, fiberglass/FRP fabrication, or military static displays; (3) Delivery Schedule & Project Management Plan, assessing feasibility of milestones including shop drawings, PE review, mold tooling, fabrication, and delivery to South Burlington, VT; and (4) Price/Cost, evaluating reasonableness of total price including model fabrication, mold tooling, powder-coated pedestals, crating, and freight delivery. Non-price factors combined are approximately equal to price in weight, with price becoming more important as technical capability becomes more equal among offerors.

***Addendum to FAR 52.212-1***
The provision at FAR 52.212-1 is hereby tailored as follows:
Paragraph (b), Submission of Offers: Quotes shall be submitted electronically via email to kristen.lucey.2@us.af.mil no later than 23 September 26 at 10:00 AM EDT. Hand-delivered or mailed quotes will not be accepted. Questions shall be submitted no later than 16 September 2026 at 3:00 PM EDT. Questions will be answered and posted no later than 18
September at 10:00AM EDT.
Paragraph (c), Period for Acceptance of Offers: The offeror agrees to hold the prices in its quote firm for 30 calendar days from the date specified for receipt of quotes.
Paragraph (g), Contract Award: The Government intends to award a purchase order resulting from this solicitation to the responsible offeror whose quote conforms to the solicitation and represents the best value. The Government may contact any or all quote submitters to clarify terms, negotiate pricing, or seek revisions.
Paragraph (h), Multiple Awards: Modified to state that a single award will be made.
Paragraph (l), Debriefings: Deleted in its entirety. If requested, a brief explanation of the award decision will be provided in accordance with FAR 13.106-3(d).
EVALUATION FACTORS FOR AWARD
The Government intends to award a single Firm-Fixed Price (FFP) contract to the offeror responsible, whose quote represents the Best Value to the Government, price and other factors considered. This solicitation uses a Tradeoff source selection process, which allows the Government to accept other than the lowest-priced quote if the perceived benefits of a higher-priced, technically superior quote warrant the additional cost. The Government intends to evaluate Quotes and award without discussion. Offerors should provide their best terms initially.
To be eligible for award, the offeror must be deemed responsible in accordance with FAR 9.104, which includes an assessment of the offeror’s financial ability to meet the solicitation requirements. A written notice of award emailed or otherwise furnished to the successful offeror within the specified acceptance period shall result in a binding contract.
The Government will evaluate quotes based on the following factors:
1. Factor 1: Technical Capability & Engineering Approach (Highest Weight)
• Subfactor 1.1 — Composite Fabrication & Tooling: Evaluates the offeror’s methodology for fabricating a durable master mold and epoxy FRP layups suited for open-air freeze/thaw cycles.
• Subfactor 1.2 — Structural Engineering & Wind/Snow Load Compliance: Evaluates the approach to providing a licensed PE-stamped calculation package ensuring the assembly resists 115% design loads on the 4-inch bent pedestal.
• Subfactor 1.3 — Surface Finishing & Environmental Coatings: Evaluates coating application (RAL
7012/7005, theme-park UV resistance, 2K clear coat, and internal anti-corrosion epoxy).
2. Factor 2: Past Performance & Experience
• Review of 2–3 relevant past projects within the last 3–5 years involving outdoor architectural sculptures, fiberglass/FRP fabrication, or military static displays, including timeliness and quality ratings.
3. Factor 3: Delivery Schedule & Project Management Plan
• Feasibility and realism of the proposed milestone schedule (shop drawings, PE review, mold tooling, fabrication, and shipping to South Burlington, VT).
4. Factor 4: Price / Cost
• Price reasonableness and total evaluated price (including model fabrication, mold tooling, powder-coated pedestals, crating, and freight delivery).
Evaluation Process:
All non-price factors (Technical and Past Performance), when combined, are approximately equal to Price. As quotes become more equal in technical capability, price becomes more important. The Government reserves the right to award to other than the lowest-priced quote if the Contracting Officer determines that the superior technical capability or faster delivery of a higher-priced quote warrants the additional cost.
