About this file

This is a Memorandum for All Contractors from the Department of the Air Force, Headquarters 341st Missile Wing (AFGSC), dated August 3, 2018, establishing installation perimeter access control requirements for contractors.

The memorandum clarifies that while a Contractor Entry Authorization List (CEAL) remains required, the Installation Commander retains the authority to deny access based on information obtained during identity vetting that indicates an individual may present a threat to installation good order, discipline, and morale. The document outlines 17 specific criteria (items a through q) that may warrant access denial, including suspected terrorism involvement, inability to verify identity, fraudulent information submission, potential unauthorized access to classified or protected information, criminal history, incarceration within the past ten years, convictions for firearms or explosives violations, sexual assault, armed robbery, rape, child molestation, child pornography, human trafficking, drug possession with intent to distribute, substantial drug use without rehabilitation evidence, statutory or regulatory employment bars, and acts designed to overthrow the U.S. Federal Government. Additionally, the Installation Commander has determined that individuals with outstanding warrants, sex offenders, violent offenders, those on probation, and those in pre-release programs will be denied access to Malmstrom AFB, with definitions referenced to Montana Code Annotated § 46-23-502. Contractors with questions regarding the vetting process should contact the contracting officer of the Policy Flight Chief at (406) 731-4028.
