Statement of Work Columbus AFB Wireless Internet Service in 26 Base Buildings
3 June 2021
1. Description of Requirement:
a. The 14th Flying Training Wing located on Columbus AFB, Mississippi requires the acquisition of wireless internet access in the following buildings:

b. We are required to provide uninterrupted access to the internet in the previously mentioned buildings. The Contractor will be required to maintain all components of the infrastructure and respond within 4 hours for the diagnosis of any problems and next day maximum for the performance of repairs.
c. The vendor shall provide a 3000 Mbps download and 3000 Mbps upload coax cable to cope with "burst" speeds of up to 3000 Mbps contended and model service on usage at each location. The service shall be encrypted and protected to prevent unauthorized persons from accessing the connection and thereby reducing its effectiveness. The
Contractor shall provide the ability to block access to certain sites, such as Pornography sites and Gambling Sites, using policy differential for each location or group of locations.
The specific categories and sites will be provided by 14 CS to the Contractor upon award.
14 CS/SCX will have the ability to contact the Contractor to add/remove certain sites from being blocked by the content filter. The content filter should also have a customizable banner that users of the wireless system would have to accept before using the wireless system (one time requirement with no password). 14 CS will provide the message that the Contractor will use for the content filter term of usage agreement.
WiFi Hardware and Installation
2. Description of Requirement:
a. This statement of work (SOW) is for the Contractor to install and configure commercial wireless access points (WiFi) dual 2.4/5 GHz in the previously mentioned buildings (158, 216, 230, 234, 236, 268, 385, 410, 440, 450, 452, 454, 456, 640, 724, 730, 847, 958, 964, 966, 971, 972, 973, 998, 1805, 1806) as well as allow for the capability of 40 wired connections in building 230 and 50 wired connections in building 236.
NOTE: No commercial equipment can be housed or stored in any base communication closets/cabinets owned and operated by the 14th Communications Squadron.
b. The Contractor shall provide all design, labor, and materials to install infrastructure and equipment for the commercial wireless system. The 14 Communications Squadron will supply the fiber path between previously mentioned buildings. Project will provide wireless internet access throughout the previously mentioned buildings (Total users ~1,000-2,000).
c. The following is a summary of work: Install equipment and cabling needed to provide wireless and wired internet capability to the previously mentioned buildings. There shall be enough access points to ensure that the designated areas within the facilities are saturated with a wireless signal.
3. Schedule:
a. Contractor shall have approved drawings and submittals for all materials prior to any new work or installation of equipment, including accessory items. All work must comply with environmental laws and regulations. No changes will be allowed unless a contract modification is released and additional pricing information requested. The Contractor shall baseline the project schedule/plan upon Contractor and Government agreement. In addition, the Contractor shall identify any changes to the schedule by providing an updated schedule to the Government upon knowing a schedule change is required. The Contractor shall include justification and requests for approval for all schedule modifications.
4. Contractor Professional Service Responsibilities:
a. The Contractor shall provide a commercial 2.4/5 GHz centrally managed wireless system that will enable its users to access internet sites, email, and streaming media. The users should be able to connect to the system with a device that has a wireless antenna. A location should immediately begin to broadcast wireless access once it has been setup.
Completed system must adhere to all Air Force and base installation practices, USAF/DoD regulations, technical letters and instructions, and applicable industry standards. Any work deemed to be not compliant shall be re-worked at the Contractor's expense. Requests for Air Force specific regulations can be requested by contacting the 14 CS/SCXS Wing Information Assurance Officer.
b. The Contractor shall provide wireless access points that are powered over Ethernet.
c. The Contractor shall provide maintenance on the system when a component of the system fails. There shall be a 24 hour response time for on-site maintenance to fix a failed system component during normal business hours (7:30 a.m-4:30 p.m. M-F) for areas relating to installation of the required WiFi Infrastructure.
d. The Contractor shall provide the ability to block access to certain sites such as pornography sites and gambling sites. The 14 CS SCX Flight Chief shall have the ability to contact the Contractor to add/remove certain sites from being blocked by the content filter. The content filter should be adaptable by facility, also have a customizable banner that users of the wireless system would have to accept before using the wireless system (one time requirement with no password). The 14 CS SCX Flight Chief will provide the message that the Contractor will use for the content filter term of usage agreement and the home page URL.
e. This connection will require the completion of an Authority to Operate (ATO) package and a Department of Defense Information Network (DODIN) waiver for use on Columbus AFB. To ensure the connection meets and maintains approval, the contractor will provide all relevant documentation to the Columbus AFB Wing Cybersecurity Office (WCO). This will include no less than, and not limited to:
• Any documentation, information, or data need for the WCO to complete/maintain the ATO package and DODIN waiver
• A complete hardware list of all devices on the installation (examples include routers, switches, access points, hubs, modems, media converters, etc…)
• All Internet Protocol (IP) ranges, subnets, etc… assigned to CAFB
• Detailed map with locations of all hardware and network cabling/routing on base. Must be able to show network is logically and physically separated
• A heat map showing access points and their wireless connection signal strengths and ranges NOTE: DISA and DOD regulations and standards continually evolve. This requirement list is subject to change.
5. Equipment:
a. The Contractor shall provide, with government approval, all equipment, and accessories necessary for the execution of this project. The equipment will be rented by the Government and the Contractor will be responsible for the maintenance of the equipment for the life of the contract.
6. Change Control Procedures:
a. The Government may request changes in or additions to the work being provided here under by written modification to the Contractor by a warranted contracting officer.
Contractor will comply, to the extent feasible, with such requested changes. Should the Contractor determine that such changes cause an increase or decrease in the cost of or time required for performance of the work, the Contractor shall advise 14 CONS. The customer requested changes shall not become effective, until agreed upon and executed by the Contractor and Contracting Officer. The Contractor will begin work in response to Government’s requested changes upon receipt of the written notification, a Purchase Order, and Addendum to the SOW for additional work.
7. Installation:
a) The Contractor shall provide all equipment and supplies necessary to support this requirement. The Contractor shall provide a list of all components installed per this project, as well as a list of the components removed, if any, to 14 CS/SCX. All components shall be approved by 14 CS/SCX prior to installation.
b) All equipment and cabling shall be installed in accordance with ANSI/EIA/TIA 568-
C.0-3 standards (or most recent version) in all work areas.
8. Testing and Acceptance:
a. The Contractor will ensure installation is operational and meets all required commercial and local industry standards, military instructions, standards, policies, guidelines, regulations and practices, and 14 CS standards. The testing procedures will be provided in writing to 14 CS SCX Flight Chief with a copy of the outcome of the performed test.
b. The expansion shall operate with minimal failure after acceptance testing and activation of service. The Contractor shall provide all support necessary during this period to resolve any issues that may arise. As-built drawing shall be provided upon completion of the project to 14 CS SCX Flight Chief.
9. Place of Performance:
a. The location of installation is on Columbus AFB, Mississippi. The Contractor is expected to conduct work in a schedule to be agreed upon with the 14 CS SCX Flight Chief.
HOURS OF WORK: The Contractor shall perform all work during normal duty hours, 0730 to 1630, Monday through Friday excluding US federal holidays with additional access (i.e. Weekends) pending schedule.
10. Additional Requirements:
a. All work areas shall be kept as clean as possible during working hours. Debris will not be allowed to accumulate at the work site. All debris will be deposited in an authorized container supplied by the Contractor and removed from Columbus AFB by the Contractor.
