SMITH’S FORK BRIDGE REPLACMENT

DESIGN‐BUILD SPECIFICATIONS

PART 1: GENERAL

1.1 SUMMARY

A. Description of Work: Furnishing labor, equipment, supplies, and materials to design and construct abutments, wingwalls, and roadways and to install an appropriately designed steel bridge designed in accordance with AASHTO “LRFD Bridge Design Specifications”. The bridge construction shall follow the FHWA “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects (FP‐14)”. All design facets of the project shall be designed, reviewed and stamped by a Professional Engineer registered in the State of Wyoming. The bridge shall be pre‐fabricated as supplied by the original manufacturer and be warranted by the manufacturers standard warranty. The bridge shall have a 16 foot wide rail to rail deck width complete with traffic railing and edge dams. The length of the bridge will be determined in the contractors design.

The Contractor is responsible for performing a site survey of the bridge, performing a geotechnical investigation, and performing a hydraulic analysis.

The Contractor is responsible for removal of the existing bridge, which will become the property of the contractor.

B. Location: Work location is shown in the attachments.

1.2 REFERENCES

A. Referenced Specifications/Standards with Abbreviations and/or Acronyms: Wherever the following acronyms are used in these specifications or on the drawings, they are to be construed the same as the respective expressions represented. The Contractor is responsible for obtaining copies of FP‐14 and LRFD.

1.3 DEFINITIONS

A. Approvals: Approval of the submittals is an indication that the Contractor's submittals have been reviewed and that there are no objections, except as noted. Approval of deviations shall apply only to those deviations or omissions from the requirements of the drawings and specifications brought to the government's attention in writing. After approval of an item, submit a substitute for approval when the approved item cannot be purchased or delivered in time to avoid delay in completion of the project.

B. Acronyms: The following is a list of acronyms with their definition that are referenced in this project:

1.4 SUBMITTALS

A. Scope: Submittals include initial survey, geotechnical report, hydraulic report, geotechnical and structural calculations, design specifications, shop drawings, final design drawings, manufacturers' literature, as‐built drawings, samples, and testing results.

B. Requirements: Refer to specifications for submittals required. Allow at least 10 working days for review. The Contractor is required to provide three hard copies of each submittal and one electronic copy. Hard copies of the submittals shall be delivered to Joe Cantrell, 280 Highway 191 North, Rock Springs, WY 82901. Electronic copies shall be emailed to the government.

C. Identification of Submittals: Completely identify each submittal by showing at least the following information:

1. Name and address of submitter, name and telephone number of the individual to contact for further information.

2. Name of project as it appears in these specifications.

3. Contract number, drawing number, and specification section number to which the submittal applies.

4. Whether this is an original submittal or resubmittal.

5. Each item shall clearly note the manufacturer's name and address, trade name, product, lot, style, color, catalog designation or model number, and locations of use.

1.5 CERTIFICATES OF CONFORMANCE

A. Requirements: The government may permit use, prior to sampling and testing, of materials when accompanied by Certificates of Conformance. Materials used on the basis of a Certificate of Conformance may be sampled and tested. Installation of materials on the basis of Certificates of Conformance shall not relieve the Contractor of responsibility for incorporating materials which conform to the requirements of the drawings and specifications. Material not conforming to those requirements will be subject to rejection, whether in place or not.

B. Format: The Certificate of Conformance provided by the supplier shall:

1. State that the named product conforms to the Contract requirements.

2. Either be accompanied with a certified copy of the test results, or certify that such test results are on file with the manufacturer and will be furnished to the government upon request.

3. Provide the name and address of the manufacturer, the testing agency, and the date of tests.

4. Set forth the means of identification which will permit field determination of the product delivered as being the product covered by the certification.

1.6 QUALITY ASSURANCE

A. Codes and Standards: The design shall comply with LRFD. The construction shall comply with FP‐14. This Contract incorporates materials, applications, and tests by reference, with the same force and effect as when they were given in full text.

B. Conflict: Where a conflict occurs between reference documents and project specifications, the project specifications shall govern.

C. Measurements: Where approved manufacturer's diagrams and shop drawings give specific measurements or rough‐in dimensions for equipment, these dimensions shall take precedence over dimensions indicated on the drawings.

1.7 DELIVERY, STORAGE, AND HANDLING

A. Delivery: Protect products incorporated into the work from damage while in transit to the site.

Products must be delivered in original unopened containers with manufacturer's name, brand designation, and contents legibly indicated.

B. Storage: Provide temporary storage facilities for products. Storage shall comply with the manufacturer's instructions. The storage area shall permit access for inspection and handling.

C. Handling: Load and unload products protecting them from damage.

1.8 PROJECT/SITE CONDITIONS

A. Access to the Work: The bridge is located approximately in the NW ¼ NW ¼ of Section 5 T 29 N R 102 W. Latitude: 42.343173°, Longitude: ‐110.875467°. See drawings for location map.

1.9 SEQUENCING AND SCHEDULING

A. Work Schedule: The schedule shall be submitted at the pre‐work conference. When requested, submit an updated schedule within 3 calendar days. As a minimum, the estimated start and completion dates shall be shown in the estimate.

PART 3: EXECUTION

3.1 PROJECT MEETINGS

A. Pre‐Work Conference:

1. A Pre‐Work Conference will be held prior to the start of work. The Contractor will be notified in advance of meeting time, date and place. The purpose will be to review required work, project drawings and specifications, construction schedules, payroll and payments, and administrative provisions of the Contract.

2. The Contractor, subcontractors and the persons responsible for coordination of the work shall be present at the meeting.

3. Be prepared to summarize and explain procedures planned for the project and present the submittals requested in the specifications.

B. Progress Meetings:

1. To be held at the project site, or as determined by the government.

2. May be called by either the government or the Contractor. Request shall state who should attend and include an agenda.

C. Final Inspection:

1. To be held at the project site, or as determined by the government.

2. Notify the government in writing at least 5 working days before the completion date so the

Government can schedule final inspection.

3. The superintendent shall be present during this inspection.

3.2 SURVEY

3.3

A. Requirements: The Contractor is responsible for performing a topographic survey of the bridge site, approach roadway, and channel. The survey shall show the existing road centerline for at least 500 feet on each side of the bridge. Surveyed channel cross sections of the stream channel are required in order to perform a hydraulic analysis. The Contractor is required to set at least two permanent control points that will be referenced in the design and used during construction. Survey monuments or benchmarks disturbed or removed during construction shall be reset by the Contractor at the Contractor's expense.

B. Submittal: The Contractor is required to submit an AutoCAD Civil3D .dwg file of the survey to the govenrment for approval or rejection.

GEOTECHNICAL INVESTIGATION

A. Requirements: The Contractor is required to perform a geotechnical investigation of the bridge site. One borehole shall be drilled at each abutment to a depth of 50 ft. below grade. If refusal is hit before the 50 ft. depth requirement, then the Contractor shall drill a 5 ft. core of the rock material. Samples of the drilling shall be taken and the Contractor shall develop a testing plan.

The Contractor shall also take samples of the channel bed material in order to determine D50 grain size that will be used in the scour analysis.

B. Submittal: The Contractor shall develop a geotechnical investigation report based on the drilling observation and testing. The report shall make recommendations on the foundation type for the bridge.

3.4 HYDRAULIC ANALYSIS

A. Requirements: The Contractor is required to design the bridge so that the bridge can pass the 500 year flood event or the 100 year flood event with 2 ft. of freeboard below the bottom of the girders. The Contractor shall develop a Hydraulic model using HEC‐RAS with at least 12 surveyed cross sections with the furthest cross sections extending at least 400 ft. upstream of the bridge and at least 500 ft. downstream of the bridge. The Contractor is also required to perform a HEC‐ RAS scour analysis of the bridge design using the 100 year flood event.

B. Submittal: The Contractor is required to submit a Hydraulic Report to the govenment for approval. The Hydraulic Report shall include:

1. Details on how the hydrologic flood events were determined

2. Details on the model parameters that were used in HEC‐RAS

3. Discussion of the hydraulic analysis results

4. Details on how the scour analysis model was created

5. Discussion of scour analysis with recommendations on foundation design type and depth

3.5 BRIDGE DESIGN

A. Foundation: The Contractor shall design the foundation and abutments based on the recommendations of the geotechnical report and the hydraulic report. The foundation design shall follow LRFD.

B. Plans: The Contractor shall develop design plans. The Contractor shall submit the design plans to the government at the 60% design, 95% design, and 100% design stages. The BLM will use the 60%design plans to prepare a USACE 404 permit application. The Contractor shall submit the 60%design plans to the BLM with sufficient time for BLM review, BLM 404 permit application development, and USACE permit review and approval before the anticipated start of construction. Final plans shall be stamped by a registered Professional Engineer in the State of Wyoming. The designs plans shall, at a minimum, include the following:

1. Existing Site Plan

2. Proposed Site Plan

3. Watershed protection

4. Bridge Plan and Elevation view showing 100 year water surface elevation

5. Foundation details

6. Deck joint details

C. Specifications: The bridge shall be constructed in accordance to FP‐14. The Contractor shall develop a SCR document in accordance with FP‐14 that references specific FP‐14 sections that need to be modified.

D. Superstructure: The superstructure shall be a pre‐engineered, shop assembled, modular, clear span, steel bridge superstructure. The superstructure shall be designed and fabricated by a company regularly engaged in the manufacture of pre‐engineered bridges and currently certified by the American Institute of Steel Construction (AISC) in accordance with LRFD. The fabricator shall be certified to have the personnel, organization, experience, capability, and commitment to produce fabricated structural steel for the category "Simple Steel Bridges" as set forth in the AISC Quality Certification Program. Quality control shall be in accordance with procedures outlined for AISC Certification. The superstructure shall be designed in accordance with LRFD. The superstructure shall be designed by or under the direct supervision of a registered Professional Engineer experienced in the design of such work. Superstructure plans and calculations shall be stamped by a registered Professional Engineer in the State of Wyoming.

The superstructure shall meet the following requirements:

1. Structure Type. The structure shall be a simple beam type of bridge with four steel girders supporting the deck.

2. Live Load. The design live load shall be HL93 with dynamic load allowance. The deflection for service live load plus impact shall not exceed 1/800 of the span.

3. Structural Steel. The superstructure shall be fabricated from high‐strength low‐alloy structural steel conforming to AASHTO M‐270 (ASTM A 709), Grade 50W (self‐weathering steel).

4. Decking. The steel bridge decking shall be fabricated from galvanized, roll‐formed, corrugated steel and shall be placed perpendicular to the direction of traffic. If the superstructure is furnished in two pieces, the deck shall have a positive connection for splicing the deck panels of the modular bridge sections.

5. End Dams. The superstructure shall be furnished with end dams in the transverse direction at the ends of the bridge of sufficient height to match the top of the specified asphalt wearing surface.

6. Edge Dams. The superstructure shall be furnished with edge dams in the longitudinal direction along both sides of the bridge of sufficient height to match the top of the specified asphalt wearing surface.

7. Traffic Railing. Traffic railing shall meet AASHTO requirements for geometry and be designed for a minimum Test Level 2 (TL‐2) as specified by NCHRP Report 350. The railing posts shall be fabricated from high‐strength, low‐alloy structural steel conforming to

AASHTO M‐270 (ASHTM A 709), Grade 50W (self‐weathering steel). The bridge railing shall be galvanized steel. Hardware for traffic railing shall be of an approved corrosion resistant material conforming to or exceeding the requirements of ASTM A307. Railing height shall be greater than 27 inches.

8. Finish. All exposed surfaces of the self‐weathering steel shall be prepared after fabrication in accordance with the Steel Structures Painting Council Surface Preparation Specification

No. 6 Commercial Blast Cleaning (SSPC‐SP) to assure uniform weathering of all visible surfaces.

9. Hardware. The manufacturer shall furnish all necessary bearing plates, elastomeric bearing pads, and assembly bolts. Bearing plates for the expansion abutment shall be appropriately slotted to allow for thermal expansion.

10. Galvanizing. All galvanized material shall be hot‐dipped after fabrication in accordance with

ASTM Standard Specification A 123. All galvanized hardware shall be hot‐dipped galvanized in accordance with ASTM Standard Specification A 153.

11. Welding. All welding shall conform to the requirements of AWS D1.5.

E. Wearing Surface: The bridge shall be designed with an asphalt wearing surface that extends at least 3 inches above the corrugated steel deck.

F. Deck Joint: The bridge shall have an elastomeric joint seal between the concrete backwall and superstructure end dam at both abutments. A steel cover plate should also be included above the elastomeric joint. The cover plate should be anchored to the abutment backwall and free to slide with expansion / contraction of the bridge deck.

3.6 CONSTRUCTION

A. Traffic Control Plan: Before construction commences, the Contractor shall submit a traffic control plan to the governemt for approval. The Contractor is allowed to close BLM road 4213:

Smiths Fork Road throughout the duration of construction, but the Contractor is required to set up appropriate signage and detours.

B. 404 Permit: The BLM will submit a USACE 404 permit application based on the Contractor’s 60% design plans. The Contractor’s design and construction shall comply with all of the requirements of the 404 permit.

C. Health and Safety Plan: Before construction commences, the Contractor shall submit a health and safety plan to the government for approval. The health and safety plan shall include the location of the nearest hospital and procedures to follow in case of an emergency. The Contractor is required to have a portable toilet on‐site for the duration of construction.

D. Disposal of debris: Debris shall become the property of the Contractor. Dispose of materials in a legal manner and payment of fees required is the Contractor's responsibility. Sale of material onsite is not allowed unless authorized in writing by the government. Burning of removed materials is not permitted on the work site.

E. Sampling and Testing: The Contractor shall develop a sampling and testing plan that follows the requirements of FP‐14. Materials to be sampled and tested include concrete, asphalt, riprap, structural backfill, and others. The Contractor is required to submit all test results, including failed tests, to the government.

F. As‐Built Drawings: The Contractor is required to keep a full‐sized copy of the design plans, SCR, and FP‐14 on‐site throughout the duration of the project. As the job progresses, continuously maintain as‐built drawings of the work. The changes shall be noted legibly in red pencil or red

Page 8 of 8 Design‐Build Specifications ink. These drawings shall be submitted to the government prior to final inspection. Should final inspection reveal changes in the project not so noted on the as‐built drawings, record these changes on the as‐built drawings within 5 working days of final inspection and deliver completed as‐built drawings to the government.

G. As‐Built Load Rating: The Contractor shall provide a final load rating for the as‐built structure.

The load rating shall adhere to Load Resistance Factor Rating (LRFR) criteria. The load rating shall include the rating factors for all AASHTO legal load configurations including HL93, Type 3, 3S2, 3‐3 and the Special Hauling vehicles (SHV).

3.7 WARRANTY

A. Requirements: Materials and equipment furnished under this Contract shall be covered by the most favorable commercial warranties given to customers for such materials or equipment. The rights or remedies provided herein are in addition to and do not limit rights afforded to the Government by other clauses of this Contract. With respect to warranties, expressed or implied, from manufacturers or suppliers for materials or equipment furnished under the Contract the Contractor shall:

1. Obtain warranties that would be given in normal commercial practices.

2. Require warranties to be executed, in writing, for the benefit of the Government.

3. Submit warranties to the govenrment prior to the final inspection.

PART 4: MEASUREMENT AND PAYMENT

4.1 METHOD OF MEASUREMENT

A. Units: All items will be paid as a lump sum when the Government has accepted that all criteria have been met.

4.2 BASIS OF PAYMENT

A. Payment: Payment will be made under:
