1.2 FACILITY DESCRIPTION

A. The Hayden Peak worksite is reportedly at elevation 8,340 feet with the summit at elevation

8,390 feet and is located approximately 10 miles southeast of Kingman, Arizona, in the Hualapai County Park area. The facility is accessed by a natural surface very rugged road with switchbacks leading to a metal staircase that extends from the main road up 300 feet to the radio facility. Specifically, 4WD vehicles (such as ¾-Ton pickup trucks) with a short wheelbase are recommended. The access road is easily navigable via UTVs, but the site is not located immediately off the road either in that the path to the site is mostly stairs with a short section of ramps. The path is about 275 ft with an elevation gain of about 100ft. Note that Seasonal dates are typical dates when access is better, that is, dates typically without snowy conditions;

however, adverse weather of any type can be an issue anytime.

B. Radio equipment is installed in two separate metal Conex shelters installed back to back with separate entrances. The shelters are powered by a 200-Ampere commercial power service routed in above ground metal conduit along the access stairs.

C. The site has an existing three leg, self-supporting tower owned by the BLM. The BLM-owned tower is to be modified to meet structural requirements detailed in this SOW.

D. Access to the facility for heavy materials to include shelters and tower steel shall require the use of a helicopter.

1.3 GOVERNMENT RESPONSIBILITIES

The preliminary design drawings provide a detailed overview of the radio facility layout to include the location of existing infrastructure, radio equipment, grounding systems, and electrical systems. These preliminary design drawings are not to be used for construction. They are intended to be used by the Construction Contractor as a visual aid during the bidding process. The following preliminary design drawings are included with this Solicitation:

1. T1 – Title Sheet

2. C1 – Facility Layout Plan (to be further developed by Contractor)

3. E3 – Preliminary External Grounding Plan (to be further developed by Contractor)

4. S1 – Tower Foundation Design (Blank to be developed by Contractor)

5. G1 – Typical Drawing

C. The Government will supply CAD files of the preliminary design drawings to the Construction Contractor to use in the development of final design drawings.

1. Relevant Details found on Typical Design Drawing Sheets G1, G2, and G3 (provided with this

Solicitation) shall be used by the Contractor and shall be included in the final design package.

2. Key Notes provided on the preliminary design drawings (provided by the Government) are critical to providing reference to the associated specification sections.

The Construction Contractor shall be responsible for the construction and remediation of a compliant radio communications facility in accordance with details provided in this Summary of Work, relevant specification Sections referenced and incorporated in this Solicitation, and applicable City, County, State, and Federal Codes and Regulations.

B. The Government has provided a Geotechnical Investigation and Report for review by the bidders who might still plan during the contract to perform additional geotechnical investigations at the radio site while being mindful of the Right-Of-Way Reservation. If so needed, include any additional geotechnical investigations costs in the original bid cost, and include in your bid documents what you need, where you need it, and why you need it for evaluation by the Government.

C. The Construction Contractor shall provide structural modification designs to the existing communications tower foundation as described in Paragraph 2.5 of this Summary of Work.

D. Utility Location Service: The Construction Contractor shall identify location of existing belowground utilities to include but not limited to Telephone Company copper and fiber optic lines, gas lines and electrical transmission lines.

1. Identification and markings of belowground utilities must be performed by a local professional Utility Locator service prior to final design and prior to excavation at the facility.

E. The Construction Contractor shall perform pre-design ground resistance to earth testing in accordance with Section 33 79 83.53 – Grounding Electrode System Resistance.

1. The pre-design ground resistance test results and the Geotechnical Investigation

Report(s) shall be used for the design of the external grounding system.

2. The grounding system resistance to earth shall have a design goal of 10 Ohms with a minimally acceptable final ground resistance of 25 Ohms or less in accordance with NEC 250.56 – Resistance of Rod, Pipe, and Plate Electrodes.

3. Special Note: Whether supplemental to the grounding method or the main grounding method, electrolytic ground rods may require time to develop, depending on local conditions, in order to bring down the resistance sufficiently, i.e., not to exceed the maximum grounding resistance. If the maximum grounding resistance is exceeded after installation, propose remedies, or retest the grounding for compliance during, say, the next 7 months from installation until the specifications are met or provide a schedule for approval for development times with testing. If the specifications are still not met after, say, 7 months or as in the approved submitted development scheduled, propose remedies. In any case, if more land is needed for the design remedy, the Government will review for approval in as timely a manner as possible the proposal for more land against the Right-Of-Way
