About this file

This document contains questions and answers related to solicitation number 140L0621R0008 for the Hayden Peak Radio Facility Remediation project. The structural analysis determined that the foundation of the facility failed, and the contractor will be required to repair or replace it, though the analysis could not specifically examine the foundation. Site visits to the remote and sensitive radio facility location cannot be conducted without an escort due to security concerns, but submitting a proposal is possible without an attended site visit. Details provided in the structural analysis report may help inform bidders' responses.

Hayden Peak Radio Facility Remediation

Contractor Q&A

140L0621R0008

1. The structural analysis indicates that the structure failed, but it does not specify exactly what failed. Can BLM please specify exactly what needs to be fixed?

Answer: The structural engineer was not able to check the foundation for adequacy, therefore the assumption was made that the foundation is inadequate. See pg. 3 of the Structural Analysis

Report (pg. 32 of the specifications). Summary Table A – Class II indicates that the foundation failed. Parts 5, 6, and 8 of the report contain other helpful information.

2. We were not able to attend the site visit, can we visit the site on our own?

Answer: Due to the sensitive nature of the radio site, visits will not be allowed without a government escort. The site is very difficult to access, so unfortunately another site visit will not be organized.

3. Is a site visit mandatory in order to submit a proposal?

Answer: Even though site visits are highly encouraged, they are not mandatory for this project.

Offerors may still submit a proposal if they did not attend the site visit.
