Boiler Upgrade and Replacement Statement of Work

1. Background: The San Joaquin Valley Agricultural Sciences Center located in

Parlier, CA has a boiler that has reached it end of life. Although still operational, it has been identified per the facility infrastructure assessment to be upgraded and replaced.

2. Scope: The Contractor shall provide a proposal to upgrade and replace existing boiler per the requirement section of this scope of work. In addition, contractor shall include in the proposal the cost for a second boiler for upgrade and replacement.

3. Objectives: The objective of this contract is to obtain a contractor who is experienced with removing and install a new boiler. In addition, contractor will ensure new boiler communicates with existing building automation system Metasys.

4. Requirements:

Contractor shall perform the following tasks as a part of this Boiler upgrade and replacement:

• Field Install a New High Mass Firetube Condensing Hot Water Boiler o Capacity: 5,000,000 btu/hr.

o Design pressure: 125 PSI o Voltage: 460/3/60 o Design requirement: CSD-1, FM, UL o Emissions: 9 PPM NOx o Gas flow: 5,000 SCFH Natural Gas o Environment: Indoor o Burner turndown: 10:1

• The boiler design shall meet the following specifications:

o Single pass vertical down-fired firetube boiler w/ 9 sq. ft. of heating surface per rated boiler horsepower o Structural Steel Stand o Polymer drain collection box with drain fittings.

o Water outlet and water inlet must connect to existing water loop o Threaded air vent connection at the top of the boiler for field piping to an expansion tank o Boiler pressure vessel shall be insulated and shall be encased in 18-gauge metal cabinet with powder coated finish.

• Field Install the following components:

o ASME rated pressure relief valve(s) o Combination pressure/temperature gauge o Drain valve.

o Air filter kit o Alarm kit o Condensate treatment kit o Air vent

• The Burner shall have the following specifications:

o Unitized Venturi, gas valve, blower, and burner head design o Variable speed DC combustion air fan capable of modulating the burner at a 10:1 ratio from high to low fire.

o Burner head should be constructed of Fecralloy-metal fiber.

o Forced draft burner mounted in and integral with the boiler hinged top door so when the door is opened the burner head, furnace, tube sheet, and tubes are exposed.

• Exhaust Ducting shall be included.

• All new pipes shall be painted and insulated in accordance with industry standards.

Controls

• The boiler shall include a computerized boiler burner control that includes:

o Sequence Indication o Fault Reset o Mode Selection o Parameter ser-point switches

• The computerized boiler burner control shall be mounted at the front of the boiler connected to existing power source. Contractor shall verify power compatibility.

• Controller shall perform the following functions:

o Burner sequencing with safe start check, pre-purge, direct spark ignition, and post purge.

o Electronic ignition o Flame supervision o Safety shutdown with display of error o Modulating combustion fan o High limit temperature control o Gas pressure supervision, high and low o Combustion air proving supervision.

o High air pressure supervision.

o Display of supply temperature and set-point temperature shall be accessible, and output shall be continuous PID via 4-20mA current.

o Circulating pump operation o Heating loops

• Replace (2) existing pneumatic actuator with digital actuator and integrate into the existing Metasys System

Upgraded Existing BAS Controls for Boiler Plant

• Install a new Johnson Controls Metasys M4 equipment controller or equivalent for the boiler plant.

• Metasys Equipment Controller

• Install existing controls inputs and outputs.

• Provide a BACnet interface from the boiler system to the existing Metasys building automation system.

• Provide new BACnet communication wire from the Metasys system to the boilers.

• Replace existing pneumatic actuator with digital actuator and integrate into the existing Metasys System.

• Install power cut off / power disconnect switch.

• The following items to be replaced:

o Secondary Hot Water Supply Temperature o Secondary Hot Water Return Temperature o Primary Hot Water Return Temperature o Secondary Hot Water Differential Pressure Sensor o Replace existing temperature sensors with new temperature sensors in existing wells.

o Integrate hot water system including pumps, boilers, associated sensors, actuators and programed into the existing Metasys controller.

5. Delivery: Contractor shall furnish all equipment, materials, labor, and supplies required to achieve the quality performance standards of the work in this contract

6. Government-Furnished Property: None

7. Security Requirements: Contractor and team shall sign in daily with receptionist.

8. Place of Performance: The work performed under this contract shall be at the

United States Department of Agriculture (USDA) San Joaquin Valley Agricultural Sciences Center (SJVASC), located at 9611 S Riverbend Ave, Parlier, CA 93648.

It is highly encouraged that contractor perform a site visit prior to submitting proposal.

9. Period of Performance: June 1, 2024 – Oct 31st, 2024
