About this file
This document is an RFI (Request for Information) log related to a federal contract opportunity for the USDA Agricultural Research Service (ARS) to upgrade and replace the boiler system at the San Joaquin Valley Agricultural Sciences Center.
The RFI log details questions asked by potential offerors and the government's responses. The key details include: the requirement to potentially hold an additional site visit, questions on the scope of work for controls, piping, equipment replacement, site conditions, water treatment, and testing and balancing; the government's responses addressing these questions; and confirmation that the existing heating hot water pumps and expansion tank do not need to be replaced. The solicitation is for a Firm Fixed Price Construction Contract under NAICS code 238220 with an estimated value between $500,000 and $1,000,000. The contract is set aside for small businesses, and the requirement is to be completed by October 31, 2024.

All RFI's due on 3/29/24 by 1600 hours. (4:00PM) | |

| 5 | 3/20/24 | 3/20/24 | SOW - Equipment | Equipment: |
The existing boiler is larger than the door opening. May door and frame be removed to facilitate replacement of the boiler? During the site walk it was noted the pumps were desired to be in a lead/lag configuration. Please confirm.
| After some quick calculations, the existing pumps may not be sufficient to run independent of each other. Would the government be open to including replacing with appropriately sized pumps and controlling with VFD’s? | Entry door will need to be removed and reinstalled by contractor to allow for removal and installation of boilers. Pumps 9&10 have a VFD so would only need one pump running per boiler if sufficient to run only one per boiler. New electronic actuator for water flow needs to be closed when boiler is off. Need to have one boiler in a lead and the second on a lag. Second boiler starts on demand or on temp. | ||||
| 6 | 3/20/24 | 3/20/24 | SOW - Site Conditions | Site Conditions: |

| 8 | 3/20/24 | 3/20/24 | SOW - Test and Balance | Test and Balance: | ||
