About this file

This document is an RFI (Request for Information) log related to a federal contract opportunity for a boiler upgrade and replacement project. The contract opportunity is solicitation 12905B24R0007, issued by the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), San Joaquin Valley Agricultural Sciences Center. The project has an estimated value between $500,000 and $1,000,000 and is reserved 100% for small businesses under NAICS code 238220 - Plumbing, Heating, and Air-Conditioning Contractors. Key details from the RFI log include:

The government will hold a site visit on 3/14/24 and 3/21/24, with all RFIs due by 3/29/24. The project requires replacing an existing boiler, with potential replacement of heating hot water pumps and expansion tanks. The new boiler must meet specific performance requirements, including 4304 tuning. The government provided responses to questions regarding utility maps, site conditions, water treatment, and testing/balancing. There are also details on phasing, occupancy, and temporary heating/cooling during construction. The project completion date is October 31, 2024.

13/12/243/12/24Far 52.236-27 - Site Visit (Page 51) / Section LAccording to the RFP documents, an organized site visit is scheduled for 9:00am March 14th, 2024 at USDA SJVASC. To allow contractors who cannot make this visit an opportunity to inspect existing site conditions, will the government organize a second/follow up site visit prior to the RFI deadline? We can hold another site visit for 3/21/2024 @ 9:00AM. All RFI's due on 3/29/24 by 1600 hours. (4:00PM)
23/15/243/15/24Far 52.236-27 - Site Visit (Page 51) / Section Lpossibility of arranging an additional site visitSee RFI # 1 response above
33/20/243/20/24SOW - ControlsControls:
1)During the site visit, additional sensors for the BMS system were mentioned. Is the scope to include additional sensors? And if so, what additional sensors would you like added?Need a low water cut-off safety if not supplied with new boiler.
43/20/243/20/24SOW - PipingPiping:
SOW / 4. It states that “All new pipes shall be painted and insulated in accordance with industry standards.”Usually, the piping is insulated, and the insulation is painted. Please clarify. All piping that is not insulated shall be painted. Gas pipes do not need to be painted. All insulated pipes will be painted as industry standards require.
53/20/243/20/24SOW - EquipmentEquipment:

The existing boiler is larger than the door opening. May door and frame be removed to facilitate replacement of the boiler? During the site walk it was noted the pumps were desired to be in a lead/lag configuration. Please confirm.

After some quick calculations, the existing pumps may not be sufficient to run independent of each other. Would the government be open to including replacing with appropriately sized pumps and controlling with VFD’s?Entry door will need to be removed and reinstalled by contractor to allow for removal and installation of boilers. Pumps 9&10 have a VFD so would only need one pump running per boiler if sufficient to run only one per boiler. New electronic actuator for water flow needs to be closed when boiler is off. Need to have one boiler in a lead and the second on a lag. Second boiler starts on demand or on temp.
63/20/243/20/24SOW - Site ConditionsSite Conditions:

Can utility map outside of the boiler room be provided?

Will the shrubs be removed by USDA prior to beginning the scope? And will the Prime be responsible for replacing them?Location can provide as builds of boiler room specs. Shrubs will be removed by location prior to work beginning.
73/20/243/20/24SOW - Water TreatmentWater Treatment:
Is the current HHW loop treated on a regular basis? And if so, can a copy of the latest test results be provided? Is water treatment to be included in the scope?HW loop is treated with chemicals by location. Water treatment is not part of the contract.
83/20/243/20/24SOW - Test and BalanceTest and Balance:
Is TAB pretest and post test of the boiler to be included in the scope?Contractor should perform a Pretest and Post test of boilers to insure proper performance. To include the 4304 tunning of boilers.
93/22/243/22/24SOWThe SOW does not mention the existing heating hot water pumps and expansion tank to be replaced. Do these items need to be included in our bid?Pumps and expansion tanks are not being replaced.
103/22/243/25/24SOWWill this boiler need to be Air Board Certified? We would need boiler to be 4304 tuning only
113/22/243/25/24SOWIs USDA looking to modify the controls sequence for the boilers?Boiler will need to be controlled by the Building Automated System.
123/27/243/27/24SOW1. The drawings are showing horizontal boilers, but the specs call out for vertical, will you be able to accept horizontal units?
a. I didn’t see an acceptable option section in the specs. We need the new boiler to perform as the same units we have now. Horizontal units may be used if the space is sufficient.
133/27/2043/27/24SOWThe spec is calling for 9 PPM NOx on a 5,000,000 btu/hr boiler, I just want to confirm that is the current standard for the SJVAPCD.Boilers need to pass the 4304 tunning as industry standards allow.
143/29/244/1/24SOWRegarding the Boiler, is an exact manufacturer being required? Or may one that meets salient
characteristics be acceptable?Boiler that meets all the requirements to perform as what we currently have installed my be used.
153/29/244/1/24Do the Superintendent, SSHO and QC Manager need to be 3 separate individuals? No they don't.
163/29/244/1/24Are there any phasing requirements? How many people will be in the building? Are there any temporary heating/cooling requirements?Only one boiler will need to be isolated and removed at a time. No people in the building. No temp units needed during removal and installation of boiler.
173/29/244/1/24Can the period of performance be extended after award once the material/equipment lead times are confirmed due to current market
conditions for the equipment for this project? You would need to request all time extensions through contractor on solicitation.
183/29/24Answered by Contracting officeWill there be any additional opportunity for a site visit? There will not be addiional site visits scheduled.
193/29/24Answered by Contracting officeCan you distribute the previous site visit sign in sheets?Yes, see documents posted in AMD 0004
203/29/24Answered by Contracting officeCould you please provide a copy of the sign-in sheet from the non-mandatory job walk that was held on 03/14/24 & 03/21/24? Would you also be able to provide me a plan holders list please? Thank you!Yes, see documents posted in AMD 0004 for site visit log.

"Plan holder list" was defined by the contractor asking the question as, "a list of general contractors that are bidding the project". This does not exist, this is not a fair opportunity solicitation and even in that case, there is no guarantee of which contract holder(s) would propose.

213/29/244/1/24Will there be any temp services required while the existing boiler(s) are shut down and to be replaced? This contract is for one boiler with an option to purchase a second boiler. We will only isolate and shut down one boiler at a time.
223/29/244/1/24Will the buildings remain occupied while the boiler(s) are being upgraded?Boilers are located in the main equipment room. Nobody will be in this area during removal and installation of boiler.
233/29/244/1/24Please provide any as-builts and equipment schedules for the existing building.
**NOTE** Contractor submitted the same question under two different RFIs (see RFI 24)As-builds have been submitted.
243/29/244/1/24Please provide any as-builts and equipment schedules for the existing building.
**NOTE**Contractor submitted the same question under two different RFIs (see RFI 23)As-builds have been submitted.
253/29/244/1/24What is the age of the boiler(s) slated for replacement? How far are they past their life expectancy and how long have they been an issue?Boilers were installed in 2001. Boiler have been maintain and running with normal breakdowns on components as needed. 2 yrs past it's life expectancy according to industies standards.
263/29/244/1/24Is source testing for the boilers to be provided by the contractor?Contractor will need to perform a 4304 tuning of boilers after installation of boiler.
