The United States Special Operations Command (USSOCOM) at MacDill AFB, FL desires to procure annual subscription service of a Library Management System (LMS) cloud-based software program to support Theater Special Operations Command (TSOC) and Joint Special Operation University (JSOU) patrons.
CLIN 0001 - 4001: LMS Cloud-Based Software System product — EOS.web (or Equal)
To be considered “equal” to EOS.web, offered products must meet the following salient functional, physical and/or performance characteristics:
1. Cloud Based program with 24/7 support to allow the librarians to access the LMS without having to download any software to their government computers.
2. Tracks and Stores items and patron records
3. Function to check out books, place holds, add items and patrons to the system
4. Provides search functions for users and staff users
5. Includes remote support services for five (5) concurrent staff users
6. Unlimited Web Online Public Access Catalogue (OPAC) users
7. Core modules of cataloging, serials, circulation, acquisitions, OPAC, and Z39.50 server must function with KnowledgeBuilder and 3M SelfCheck. Other modules need to be available for addition to include:
-Acquisitions
-Cataloging: The cataloging module must:
• Support the Bibliographic and Authority standards in both the MARC21 and OCLC MARC formats.
• Have the ability to customize the MARC rules themselves, in addition to the ability to add text descriptions to MARC records and have that text be fully searchable.
• Have the 13 digit ISBN format built into the module.
• Have the bibliographic index building process accept custom taxonomies, any MARC field, or any identifiable portion thereof that can be identified for inclusion in the index.
• Have security restrictions that can limit whether the database, collection, or item should be viewable by the public.
• Provide customizable data entry templates that simplify the building of catalog database content
• Keep record history for edits to MARC records
• Provide customizable authority files for desired fields (e.g., personal and corporate names, series, and subject headings) as well as for all defined cross-references for each.
• Have the ability to attach linked media to record (outside 856 field). Minimum 1 GB of storage for free required.
• Provide Cataloging Statistics & Reports customizable in PDF, Rich Text, MS Word/ Excel.
-Circulation: The Circulation module must:
• Offer flexibility in establishing loan periods, patron types, item and patron blocks, fine structures (and the ability to turn off this setting or hide it from patrons), and other circulation parameters using a calendar that takes into account the library’s holidays and hours.
• Be able to accommodate a 10 digit barcode (Code 39 no check digit style) and customizable patron names (i.e. 6 letters only)
• Provide Circulation Statistics & Reports customizable in PDF, Rich Text, MS Word/ Excel.
• Allow patron data imports in XML format.
-OPAC Discovery: The OPAC module must:
• Include simple and advanced searching, title lists, and complete record displays.
• Have a mobile format that allows search & retrieval access to the library’s OPAC through mobile devices.

• Integrate web functionality like RSS feeds and Google book jackets

• Have site level filters for limiting searching by language, format, location and other criteria

8. The ability to work with EBSCO Discovery Service (EDS). The EDS must be able to access and harvest catalog records, in MARCXML format only, from the LMS via OAI-PMH.

Training Requirement:
Staff librarians must be trained on platform layout, how modules store information of over 10,000 item records and interface, and understand how the LMS interacts with the OPAC, other software and other databases and ebook platforms.
Integration Requirements:
Complete integration and training must be completed within 2 weeks of receipt of an award.
