About this file

This is a Statement of Work (SOW) for the procurement of a Coriolis Flow Measurement Instrument for Joint Base Pearl Harbor Hickam's (JBPHH) JB7 Fuel Department, intended for liquid fuel custody transfer applications.

The contractor must provide one Coriolis Flow Measurement Instrument consisting of a sensor and transmitter, plus shipping. The flow sensor requires 8" ASME B16.5 CL-150 RF, 316 stainless steel weld neck flanges and must be designed for kerosene-jet-diesel fluid with density 0.807 to 0.848 g/cc and viscosity 1.42 to 3.50 cSt. Operating specifications include a maximum allowable pressure of 219 psig (normal 20–100 psig), maximum temperature of 100°F (normal 85°F), maximum flow of 5,600 gpm with normal flow of 1,800–3,600 gpm, and a pressure drop not exceeding 15 psid at 3,600 gpm. The sensor must support bidirectional flow, full pipe operation in horizontal/straight orientation (tubes down), and achieve 0.05% mass flow and 0.0005 g/cc density calibration accuracy. The transmitter requires 18 to 28.8 VDC power (nominal 24 VDC), coated aluminum housing, and a local high-visibility graphic display showing lbm/hr, density, gpm with reference density, °F, total lbm, and total gal. The transmitter must feature local pushbutton or touchscreen interface for complete standalone configuration without external laptops or communicators, 100 ms update rate, self-diagnosis, totalizer display, non-volatile memory with automatic recovery, and on-board data historian with nominal one-year storage capacity. The system must support three independent communication channels: two configurable 4–20 mA channels with frequency and discrete output options, and one Modbus RS-485 channel. All equipment must be rated for outdoor tropical/marine environment installation in Hawaii and certified for Class I, Division 2, Group D hazardous locations. The contractor shall deliver three hard copies and one digital file each of Operations & Maintenance Manuals, Material Test Reports, Hydrostatic Test Reports, and Hazardous Area Certifications, with all documentation in English utilizing Imperial/U.S. customary units. Delivery is required within 8–10 weeks of award to JBPHH, JB7 Fuel Department, Bldg. 1757 Neosho Avenue, Pearl Harbor, HI 96860.

Joint Base Pearl Harbor Hickam

Procurement of Coriolis Flow Measurement Instrument for Liquid Fuel Custody Transfer

1.0 Scope

JB7 Fuel Department is seeking a contractor who can provide a fully functioning Coriolis Flow Measurement

Instrument (Sensor and Transmitter) that meets all technical, environmental, and documentation requirements specified below.

2.0 Requirements

Item Product Description Qty Unit of Issue

1 Coriolis Flow Measurement Instrument (Sensor and Transmitter)

1 Each

2 Shipping 1 Each

The Contractor shall provide equipment meeting or exceeding the following minimum technical specifications. All measurements, displays, and documentation must utilize English language and Imperial/U.S. customary units.

2.1 Flow Sensor requires the following minimum salient characteristics:

Parameter Specification

Process Connections 8” ASME B16.5 CL-150 RF, 316 SS weld neck

Flange-to-Flange Distance No requirement

Industry Standard ASME B31.3

Fluid Liquid; Kerosene-Jet-Diesel

Density 0.807 to 0.848

Viscosity 1.42 to 3.50 cSt

Flash Point > 100°F

Two-Phase Flow No

Max Allowable Operating Press 219 psig

Normal Operating Pressure 20–100 psig

Maximum Temp 100°F

Normal Temp 85°F

Heat Trace No

Maximum Flow 5,600 gpm1

1 Maximum Flow occurs during backward direction of flow through the meter (not common).

Normal Flow 1,800–3,600 gpm2

Minimum Back Pressure > 15 psig downstream during normal flow conditions3

Acceptable dP Not to Exceed (NTE) 15 psid at 3,600 gpm

Orientation Horizontal/straight (tubes down)

Full Pipe Yes

Bidirectional Yes

Intended Use Custody transfer

Case Standard pressure containment

Conduit Stainless steel cable gland

Calibration 0.05% mass flow and 0.0005 g/cc density

Tagging TBD (To be provided at a later date)

2.2 Transmitter requires the following minimum salient characteristics:

Power 18 to 28.8 VDC (nominal 24 VDC)

Housing Coated aluminum

Mounting Integral to sensor, if available

Display Local high-visibility graphic display; lbm/hr, density, gpm w/ref density, °F, total lbm, total gal

Interface Local pushbutton (or touchscreen is acceptable); no external configurator, communicator, or laptop required for operation/setup4

Update Rate 100 ms

Conduit 1/2” NPT

Output Board Configurable from local display

2 Normal Flow occurs during forward direction of flow through the meter.

3 Minimum backpressure of 15 psig is during forward direction of flow through the meter; backpressure during backward direction of flow through the meter is typically 65 psig.
