PERFORMANCE WORK STATEMENT

Infrared Radiant Heat: Maintenance, Inspection, Repair Ellsworth Air Force Base, South Dakota

13 August 2020

1. Mission: Provide qualified and experienced technicians to complete maintenance and inspection on listed Infrared Radiant (IR) Heat Systems located on Ellsworth AFB, South Dakota in accordance with (IAW) this Performance Work Statement (PWS).

2. Scope and General Requirements: The 28 Civil Engineering Squadron requires ongoing service, maintenance, and possible repairs be performed on all listed Infrared Radiant Heat Systems within Appendix A of this PWS. Contractor is to provide all management, tools, supplies, equipment, and labor necessary to complete this service.

3. Place of Performance: The primary place of performance is Ellsworth AFB, South Dakota. The Period of Performance will be 72 months (Base Period + 4 One-Year Options). Contractor shall be prepared to begin work immediately on the contract estimated start date of 1 October 2020 at Ellsworth AFB, SD.

4. Schedule of Performance: See Appendix A for the list of Infrared Radiant Heat Systems to be serviced every year annually, along with additional units to be serviced one time on designated years within the 5 year period.

5. Work Experience and Certification: The Contractors HVAC Technicians performing the work shall consist of at least one Journeyman HVAC Technician with a minimum of 3 years verifiable experience and certified to operate all man-lifts and other equipment needed to perform this contract. They may be accompanied by apprentice technicians, but at no time will an apprentice be allowed to perform maintenance without the Journeyman Technician present. Apprentice Technicians will be limited to the changing of air filters, cleaning tubes and radiant shields. All final inspections and test firing must be accomplished by an HVAC Certified Technician (NATE - North American Technician Excellence Certification).

6. Government/Contractor Annual review: Within 30 days of the beginning of each contract year, the contractor and the government contract representative shall review the current inspection and condition status of each individual IR system to be serviced during the current period of performance. (See Appendix A) A documented status of each unit at this time will be captured by the government representative.

7. Planned Work Schedule: Upon completion of the annual review, the contractor shall submit a planned work schedule to the government contract representative that covers the entire inspection year. Contractor shall verify (1) one month prior to the start of each inspection that approval has been provided by the government contract representative. Once the government contract representative provides approval of the planned work schedule, it will be the contactors responsibility to contact the buildings facility managers to schedule the maintenance and inspections. Contact information for building facility managers will be provided to the contractor by the government contract representative.

8. Task Requirement:

a. The contractor shall inspect, clean, and identify any additional work needed to maintain the Infrared Radiant Heating (IR) systems in listed facilities within Appendix A on Ellsworth AFB IAW NFPA 409, UFC 4-211-01, CSA/AM Z83.19, specific manufacture publications and other commonly accepted commercial Heating-Ventilation-Air Conditioning (HVAC ) practices while following federal, local, state, and manufacture procedures. The contractor will use the Inspection Checklist (see Appendix B), or similar type report, to perform the inspections. The preponderance of the IR systems on Ellsworth are manufactured by Roberts Gordon CORAYVAC.

The contractor shall, inspect and clean the IR systems to include but not limited to venting, baffles, gas valves, screens, connection venting, heating tubes, couplings, fans/blowers, vacuum pumps, coils, ignitors, flame sensors, natural gas regulators, gas valves, ridged / flexible gas lines, drain lines, wiring, and other system components. Contractor may use vacuums and compressed air to complete the work. No flammable solvents or other flammable cleaning aids shall be used. All system components including the IR tubes and reflectors shall be clean and free from dusts, dirt, diesel soot and any observable debris. All disassembled materials shall be reassembled to its original manufacture specifications, and to permit a safe and operational condition. A new air filter will be installed at each burner following the maintenance. All damage, discrepancies and unserviceable units on the IR systems shall be reported to the government contract representative. All electrical switches shall be turned back on as required.

b. The contractor shall perform operational tests on IR systems per manufacturers listed procedures after completion of each service. The IR systems shall be reassembled and fully operational with functional heating requirements with exception to systems that require repairs.

i. Repairs: If system requires repair, notification will be made to the government contract representative prior to departing the system location and the system itself will be left secured in a manner that prevents damage to the system and personnel that may come in contact with it. No repair is to be made to any equipment, until a quote has been provided that includes the recommended repair, with a cost breakdown of repair parts and labor per hour to the government contract representative and written approval to proceed with the repair has been received.

c. Upon service completion, the contractor shall submit pictures of the entire IR system with time stamp on the photos. Photos will include before cleaning and after cleaning pictures. Pictures will be stored on a CD or emailed and delivered to the government contract representative within five business days of cleaning the system.

d. The contractor shall provide an inspection report (appendix B), or similar type report, within 5 business days along with photos after cleaning the system. The report shall include a record of conditions, completed operational tests and inspection results performed on a system, noting discrepancies, system impairments, and recommendations for required repairs.

9. Inspection/Acceptance: Government inspection and acceptance of all contractor completed IR inspections shall be accomplished by the Ellsworth AFB HVAC shop within 3 business days after receiving the inspection report. Acceptance will be confirmed by signature on the inspection checklist itself (Appendix B). Failure to perform maintenance and repairs satisfactory as inspected by Ellsworth AFB HVAC, will result in the government contract representative contacting and requiring contractor to re-perform work within one week of checklist failure at no additional cost to the Government. The government contract representative will maintain the Inspection Checklist to ensure quality of work and compliance with the commonly accepted commercial practices and user satisfaction.

11. Quality Control Program: The contractor shall develop and maintain a quality control program to ensure cleaning, repair and maintenance services are performed in accordance with NFPA 409, UFC 4-211-01, CSA/AM Z83.19, specific manufacture publications and other commonly accepted commercial HVAC practices. The contractor shall develop and implement procedures to identify and prevent defective services from reoccurring. A copy of the quality control program shall be provided to the government contract representative upon request at any time.

12. Equipment: The contractor will be responsible to provide their own man-lifts, cranes etc. to access the radiant heat which is above 35 Ft in some facilities

13. Safety: The contractor shall perform all work in strict accordance with the highest safety standards and applicable codes in order to eliminate the possibility of damage to all employees, base personnel, installed machinery, equipment, building structures, and vegetation on Ellsworth AFB. Harnesses and helmets will be worn by personnel while working in lifts in accordance with OSHA standards.

If the Contractor's failure to use reasonable care causes damage to any property, the Contractor shall replace or repair the damage at no expense to the Government as the Contracting Officer directs. If the Contractor fails or refuses to make such repair or replacement, the Contractor shall be liable for the cost, which may be deducted from the contract price.

14. GENERAL INFORMATION

a. HOURS OF OPERATION. Normal working hours will begin no earlier than 7:00 am and end no later than 5:00 pm local time. Monday through Friday unless otherwise approved by the government contract representative or the Contracting Officer. Facilities listed in appendix A shall be cleaned during normal business hours.

b. COORDINATION. All coordination for services under this contract shall be made through the government contract representative. All schedules shall be confirmed as approved with the government contract representative one month prior to the beginning of the proposed work period. Additional coordination will be required for access to the aircraft hangers in the secured area. The contractor must remain flexible to accommodate changes based upon Ellsworth AFB mission requirements.

15. SECURITY REQUIREMENTS

a. Base Access and Passes. Contractor personnel and vehicles must obtain appropriate Base passes. Contractor shall submit an Entry Authorization Letter (EAL) four business days prior to schedule work. The contractor will submit EAL to government contract representative for processing. The EAL will be on company letter head and include days and time for requested access (example: M- F 0700-1700 hrs), personnel names, date of birth, driver’s license and state issued. EAL process is subject to changing security measures. Contractor personnel shall turn in their base access badges to the Visitor Control Center (VCC) as they expire. The contractor will also be responsible to schedule escorts when flight line access is required. POC phone number to schedule escorts is 385-2095.

b. Compliance with Laws and Regulations. The contractor is subject to all base fire, safety and security regulations. The contractor shall obey all base, local, state and federal laws and regulations.

c. Pandemic Response. All personnel present on Ellsworth AFB are required to follow any and all pandemic response policies established by the base leadership. Personal protective measures (face masks, gloves, hand sanitization, etc.) may be increased or decreased related to the current pandemic conditions on Ellsworth AFB. Contractors performing on Ellsworth AFB will follow the guidance provided by the local work center where contract performance will occur or other government representatives on the base. Contractors that refuse to comply with any and all pandemic response policies may be denied access to the installation which can result in corrective contract actions.

16. GOVERNMENT FURNISHED PROPERTY AND SERVICES

a. Utility Service. The government will furnish electricity where outlets are currently available as needed to accomplish this contract. When outlets are not available, contractor will need to provide their own power.

b. Base Maps. Base maps shall be provided to the contractor to determine locations of building in which service is needed as required. Contact the government contract representative to request the map.

c. Security Police and Fire Protection. The government will provide security police and fire protection to the extent necessary to maintain a secure and safe installation. The contractor shall adhere to the security and fire directives, instructions, and policies of Ellsworth Air Force Base. If hot work is to be performed, a burn permit will be required from the Fire Department 385-1113.

d. Emergency Services. The contractor shall reimburse the government for emergency medical treatment and transportation, if an emergency situation arises in which contractor personnel are in need of these services during the course of this contract.

APPENDIX B

INFRARED HEAT MAINTENANCE AND REPAIR CHECKLIST

The following checklist will be used for the Infrared Radiant Heat Maintenance Contract. Only a Journeyman HVAC Technician with 3 years of verifiable experience may complete and sign this checklist. Please circle the checkmark of each checklist item when complete. One checklist must be completed per facility.

· No oils, sprays or other flammable substances are near the burners.

· Reflectors are in good condition and free of dust and debris. Clean outside surface with a damp cloth. Reflector must be properly resting on mounting brackets and not the tube itself.

· Suspension of the heater is secure and in accordance requirements. Look for signs of wear on the chain or ceiling.

· Vent pipe and outside air inlet are free of dirt, obstructions, cracks and gaps in the sealed areas or corrosion. Look for bird or insect nests. Remove any carbon deposits.

· Check boots for cracking or deterioration and replace if necessary.

· Tubes are connected and suspended securely. There should be no holes, cracks or distortion on any part of the tube, especially the top.

· Gas line has no gas leaks. Check that all gas connections are tight.

· Gas pressure has been checked at each burner during operation; adjustments made if necessary.

· Ensure there is adequate air circulation around the heater \ burner.

· Combustion chamber and burner observation windows are clean and free of cracks or holes.

· Blower scroll wheel and motor are clean.

· With pump operating, check for excessive vibration or noise. Vibration is usually a sign that the impeller is out of balance. Turn off the system, insure power is shut off and remove the inlet plate. Check the shaft seal and replace it if worn or missing.

· Condensate lines are clear of debris and allowed to drain properly.

· Burner and orifice are clean.

· Igniter and electrode are not cracked, broken, eroded or showing signs of wear. Repair, set gaps or replace as needed.

· Thermostats, sensors and control devices have no exposed wire nor damage to the device or its wiring.

· Pump and blower inlets and outlets are free of blockage or soot.

· Ensure the vacuum is set accordingly per manufacture specifications.

· Replace air filters at each burner with the OEM brand filter.

· Ensure all power switches are turned back to the ON position.

· Do a final operation check by visually looking at all inspection holes to ensure all burners are firing.

· Walk through the facility and ensure all debris, parts, wire nuts etc. are cleaned up upon vacating the facility, especially in the secured area of the flight line.

· Report any deficiencies per contract instructions after completion in a facility.
