The contractor must perform two primary tasks: (1) cleaning and maintenance of all exhaust system components including fans, hoods, ducts, filters, and associated equipment down to bare metal, ensuring removal of all grease, dirt, and foreign substances; and (2) conducting and documenting inspections of all identified exhaust systems concurrent with cleaning activities. All work must comply with National Fire Protection Agency (NFPA) standards, specifically NFPA 96, and local, state, and federal regulations. The contractor must complete all scheduled work for each month within that same calendar month and cannot postpone, accumulate, or combine monthly services. Cleaning schedules must be submitted to the Contracting Officer Representative (COR) at least 30 days in advance, with Mitchell Dining Hall requiring special coordination with tentative schedules submitted ideally two quarters in advance but no less than one quarter in advance. All contractor personnel performing work must be individually certified by organizations such as the International Kitchen Exhaust Cleaning Association (IKECA) or equivalent. Work must occur during normal business hours (7:30 AM to 4:30 PM, Monday through Friday, Mountain Standard Time) except when the base is closed for federal holidays or emergencies. The contractor is responsible for all materials, equipment, personnel, supervision, facilities, and transportation; obtaining necessary facility manager coordination; handling roof access via issued keys; managing hazardous materials with prior Government approval and proper documentation on AF-EMIS forms; and ensuring complete cleanup and proper disposal of all waste in accordance with federal, state, and local laws. Performance is evaluated against four key service summary items: 100% compliance with safety policies and environmental standards; Fire Department approval of cleaning work 95% on initial inspection and 100% on second reperformance; submission of cleaning schedules 30 days in advance 95% of the time; and submission of inspection reports within 10 calendar days after service 95% of the time. The Government provides utilities (electrical power, water, and sewer) at no cost and is responsible for disabling electrical power to systems prior to cleaning and restoring systems to operational status upon completion. The contractor must attend any post-award conference at no additional cost and, if the aggregate contract value exceeds $1 million, will be subject to Contractor Performance Assessment Reporting System (CPARS) evaluation at least annually and upon contract completion.
