Surveys made are required to determine that the material has been acceptably placed. At least one in-progress survey shall be made by the Contractor as determined appropriate by the Contracting Officer. Following placement, the cross-sections shall be approved by the Contracting Officer before proceeding with the next section of work. Approval of cross-sections based upon in-progress surveys shall not constitute final acceptance of the work.

A final as-built survey shall be performed after all riprap has been placed. Survey results shall include electronic scaled drawings of data submitted as cross-section plots. The Contracting Officer may also require the Contractor to submit survey field notes. For the purpose of coordinating with the Government, the Contractor shall schedule surveys during the normal business hours of Monday through Friday 7:00 a.m. to 3:30 p.m. Central Time with the exception of Federal Holidays.

1.12.2 Surveys of Excavated Areas

For surveys of excavation, the same procedures specified above shall be followed. The initial survey shall be taken after clearing and grubbing has been completed and prior to excavation. The final survey shall be taken after excavation and grading is complete. The volume of excavated material for payment shall be determined by the average end area method based on these two surveys. Survey results shall be submitted to the Government.

1.13 PRECONSTRUCTION COORDINATION CONFERENCE

After award of the contract but prior to commencement of any work at the site, the Contractor shall meet with the Contracting Officer at a Preconstruction Coordination Conference. The purpose of the conference is to acquaint the Contractor with the United States Army Corps of Engineers administrative policy, to give emphasis to certain contract requirements considered unique or distinctive and to introduce personnel who will be representing the Contractor and the USACE Resident Office. The Preconstruction Conference attempts to address significant elements of administrating the contract in sufficient detail to permit all parties to fully understand what is expected of them; to reach an understanding of the scope and conditions of the work; and to outline the authorities of all personnel involved in the work. It is also established at this meeting that the Government personnel will be fair but firm and in strict accordance with contract provisions in all dealings with the Contractor. A comprehensive conference does much to minimize many misunderstandings that might otherwise subsequently occur and facilitates the performance of the work. Major subcontractors who will engage in the work must also attend.

The Government will set the date and location for the Preconstruction Conference, establish the agenda, and provide meeting minutes. The Contractor should expect the Preconstruction Conference to take no less than 4 hours and no more than 8 hours

1.14 PARTNERING MEETING

In order to most effectively accomplish this contract, the Government urges the contractor to join the Government in establishing a cohesive and professional project management team. Through this "partnering" relationship both entities would strive to draw on the strengths of each

SECTION 01 00 00 Page 7 organization for the ultimate goal of assuring that the project's intended results of finishing on time and within budget are achieved using risk management. This endeavor seeks an environment that nurtures team building, cooperation, and trust between the Government and the Contractor. The partnering relationship would be bilateral in make-up, and participation will be totally voluntary

1.15 ANNUAL PARTNERING MEETING

If both the Contractor and the Government deems it necessary, the first step in initiating the concept would be a joint project management team "partnering" conference attended by multiple officers from each organization representing management and the key jobsite staff of each entity. The initial conference would be held at a time and date agreed upon by both parties. The Resident Engineer would chair the conference, establish its agenda, and distribute minutes of the meeting. A professional facilitator acceptable to both parties would lead the participants of the session through the steps of team building and the formation of a problem-solving mechanism within the group. The conference duration would be no more than one day. All costs in connection with rented facilities and the facilitator would be shared equally by the Government and the Contractor. Each organization would pay other costs of its respective employees attending the conference. Additional facilitated partnering sessions, following the same format as the initial session, could be held no less than annually, with each session lasting a full day. Implementation of the partnering concept and philosophy would be an on-going process.

1.16 QUALITY CONTROL MUTUAL UNDERSTANDING MEETING

After the Preconstruction Conference, before start of construction, and prior to acceptance by the Government of the CQC Plan, meet with the Contracting Officer and discuss the Contractor's quality control system.

Submit the CQC Plan prior to the Mutual Understanding Meeting. During the meeting, a mutual understanding of the system details must be developed, including the forms for recording the CQC operations, definable features of work, 3 phase inspection requirements submittal procedures, control activities, testing, administration of the system for both onsite and offsite work, and the interrelationship of Contractor's Management and control with the Government's Quality Assurance. Minutes of the meeting will be prepared by the Government, signed by both the Contractor and the Contracting Officer and will become a part of the contract file. There can be occasions when subsequent meetings will be called by either party to reconfirm mutual understandings or address deficiencies in the CQC system or procedures which can require corrective action by the Contractor.

1.17 ENVIRONMENTAL MUTUAL UNDERSTANDING MEETING

After the Preconstruction Conference, before start of construction, and prior to acceptance by the Government of the Environmental Protection Plan (EPP), meet with the Contracting Officer and discuss the details of the Contractor's environmental protection.
