About this file
This document is an attachment to a Request for Information (RFI) for Architect-Engineer (A-E) services to perform inspections, cleaning, and maintenance of Department of Defense (DoD) Petroleum, Oil, and Lubricant (POL) facilities in the Republic of Korea (ROK).
The A-E services required include Title I design services, Title II construction support services, and other related services such as fuel system analysis, pipeline safety studies, and pollution prevention activities. The key requirements are for out-of-service modified API internal inspections, out-of-service internal STI inspections, and in-service external API and STI inspections of aboveground and underground storage tanks at military installations throughout the ROK. The A-E contractor must provide qualified personnel, including a Site Superintendent/Site Safety and Health Officer, API/STI Inspector, and ASNT NDT Inspector, to coordinate, schedule, and execute the specified tank cleaning and inspection services. The government will use the responses to this RFI to determine market capabilities for these A-E services in the ROK.

AE ROK Sources Sought Attachment 1 The Air Force Installation Contracting Center (AFICC)/772d Enterprise Sourcing Squadron (772 ESS) and Air Force Civil Engineering Center (AFCEC), are seeking information from interested firms relevant to performing A-E services to conduct out-of-service modified API internal inspections, out-of-service internal STI inspection, and in-service external API and STI inspections at military installations throughout the Republic of Korea. The Government will request the Contractor to coordinate, schedule, and execute the specific type of tank cleaning and inspections services required.
“DoD POL system AE Services” includes renovation of facilities, demolition, and repair or replacement of Petroleum, Oil, & Lubricant (POL) Facilities. This includes Title I, Title II, and associated services defined below:
1. Title I Services include engineering and engineering-related services, to include such services as conducting field surveys and investigations to obtain design data, preparing contract plans, specifications, cost estimates, and estimated construction periods of performance. Title I services may include all aspects of design such as preparation and/or review of contract plans, specifications, scheduling, cost estimates, system commissioning services and preparation of operating and design manuals. Title I efforts also encompass those efforts required to support and develop design work, including American Petroleum Institute (API) or Steel Tank Institute (STI) inspections, planning and programming, program management, project scoping, studies, investigations, evaluations, consultations, conceptual design, value engineering, and operation, monitoring, topographic survey services, and infrastructure systems.
2. Title II Services, Designer of Record (DOR) Support, and Post Construction Award Services (PCAS) include construction support services that encompass a full range of disciplinary expertise and services to support various DoD POL Systems repairs, to include on-site construction oversight assistance, design reviews, assistance with quality assurance inspections, adherence to applicable specifications, construction schedule analysis, material submittal reviews, environmental submittal reviews, and other standard construction submittal reviews. Additionally, construction management services will coordinate with other Government agencies to obtain necessary permits, formal inspections, and final Government acceptance.
3. Other Services include specific services, but are not limited to, fuel system analysis, pipeline safety studies, optimization of systems at fuel facilities, and pollution prevention activities for DLA fuel facilities. Other services include design reviews, program management, incidental environmental compliance, scoping studies, investigations, evaluations, value engineering services, leak detection services, pipeline integrity testing, and inspections.
For FY25 and 26, Other Services are expected to include Cleaning and Inspection. The following provides a sample of typical requirements for execution of tank cleaning and inspection services for Modified API 653 and STI SP001 Storage Tanks:
a. Performance of out-of-service and/or in-service inspections on Aboveground Storage Tanks (ASTs) and/or Underground Storage Tanks (UST) identified in accordance with API 653 and STI SP001. Draining, cleaning, or taking the tank out of service is required for out-of-service internal inspections. Requirement includes provision of all labor, material, inspection equipment, scaffolding or manlift (if required), safety monitoring and supervision necessary to inspect each tank. Tank inspections have mandated dates that are either a regulatory requirement, UFC requirement, or a Best Management Practice (BMP). Therefore, extensive planning, scheduling and coordination with subcontractors and the applicable Air Force Base or Government Installation will be required to ensure work is completed in a timely manner by the specified dates.
b. Scheduling typically involves coordination with Base or Installation POL point-of-contact to ensure the availability of the fuel facility for assessment and/or inspection. Outages must be kept to a minimum. Prior to arrival at site, preparation and provision of an in-brief will be required that covers: (a) what type of inspection will be accomplished, (b) when inspection will occur, and (c) confirms the Base or Installation will be able to support the inspection on date discussed.
c. An inspection team consists of one Site Superintendent (SS) / Site Safety and Health Officer (SSHO), one API 653/STI Inspector, and one NDT inspector:
i. SS/ SSHO: Shall have at least five years serving as an on-site superintendent for API 653/STI SP001 Clean and inspections. Experience as an inspector, Quality Control Manager (QCM), Project Manager (PM), Title II Oversight Support, Liquid Fuels Maintenance (LFM) position in the military, Petroleum, Oil and Lubricants (POL) position in the military, Government/Military position, Reoccurring Maintenance & Repair (RM&R) or other role IS NOT acceptable experience. Accordingly, the on-site superintendent shall also have served as an on-site superintendent, from mobilization to demobilization for API 653/STI SP001 Clean and Inspection projects completed within the last 5 years. The superintendent's resume/work experience must not include a lapse in requirement experience (between projects) of more than six months within the last five years from the date proposals are due. Experience shall include all phases typical to cleaning and performing tank inspections, to include pre-mobilization activities, sequencing, scheduling, sub-contractor coordination, and reporting. As this position is dual hatted as the Site Safety and Health Officer (SSHO) the individual must also demonstrate one year of experience serving as an on-site SSHO. This position does not require DOD experience and can be fulfilled with API 653/STI SP001 commercial experience.
ii. API 653/STI SP001 Inspector: The Certified API 653/STI SP001 Inspector shall have at a minimum five years of experience inspecting fuel storage tanks of which at least two years will be related to inspection of DoD POL facilities.
iii. ASNT NDT Inspector: The ASNT NDE Certified Inspector shall conduct all NDE and be qualified to Level II or better by the American Society of Nondestructive Testing IAW ASNT SNT-TC-1A. The Certified NDE Inspector shall have at a minimum five years of experience inspecting fuel storage tanks of which at least two years will be related to inspection of DoD POL facilities. The NDT and API/STI inspector cannot be the same person.
