About this file
This is a Performance Work Statement (PWS) for HVAC ventilation system cleaning services at Building 950, Combat Arms Training Maintenance (CATM) Facility, JBSA-Lackland, Texas, under contract FA301626Q0197.
The contractor must provide comprehensive ventilation system cleaning, sanitization, and lead-dust mitigation services. Scope includes cleaning 119 register/vent openings, 87 small air returns, and 280 linear feet of trunk lines across 21 office spaces, 4 restrooms, 1 breakroom, and 1 great hall on both floors. All HVAC cleaning must comply with the latest National Air Duct Cleaners Association (NADCA) ACR Standard. Sanitization requires EPA-registered chemicals specifically formulated for commercial HVAC ductwork, with mandatory building evacuation during chemical application and one hour post-application. The contractor must establish continuous negative pressure with HEPA filtration (99.97% efficiency at 0.3-micron particle size) and deploy HEPA-filtered air scrubbers achieving minimum four air changes per hour in active work areas. Due to the CATM facility's lead contamination, the contractor must comply with OSHA Lead Standards (29 CFR 1926.62 and 1910.1025), utilizing wet-cleaning methods and specialized HEPA vacuums while prohibiting dry sweeping. All collected waste requires Toxicity Characteristic Leaching Procedure (TCLP) testing, with hazardous waste disposed through the base Environmental Office (802 CES/CEIE) and DLA Disposition Services if lead exceeds 5.0 mg/L regulatory thresholds.
Work must be performed after duty hours (3:00 p.m. to 10:00 p.m., Monday through Friday, exclusive of Federal holidays), with special scheduling available at no additional cost. The contractor must obtain NADCA company-level certification with at least one on-site supervisor holding current NADCA Air Systems Cleaning Specialist (ASCS) certification. All personnel require OSHA lead safety awareness training completed within 12 months and must obtain base security passes via Defense Biometric Identification System (DBIDS) vetting. The contractor is responsible for all equipment, supplies, tools, and labor; property protection during mobilization/demobilization; daily work area cleanup; and restoration to original condition. Government-furnished services include site preparation, designated personnel presence during after-hours operations, utilities access, and building evacuation coordination.

1.1.2. Sanitization, Deodorization, and Microbial Control
• EPA Registration Required: Any application of cleaning agents, bactericides, mold/mildew inhibitors, or sanitizers must utilize EPA-registered chemicals specifically formulated and labeled for use in commercial HVAC ductwork (both non-porous metal surfaces and porous fiberglass duct board).
• Application Protocol: Chemical application must follow manufacturer instructions in strict detail, including the provision of active exhaust ventilation as required.
• Occupant Safety: The contractor must coordinate all chemical application windows with the Contracting Officer's Representative (COR) to ensure all building occupants are evacuated from the facility during application and for a minimum of one (1) hour post-application.
1.1.3. Engineering Controls and Containment (Negative Pressure)
• HEPA Filtration: The contractor must ensure that any vacuum collection and air-handling equipment exhausting within the building envelope utilizes high-efficiency particulate air
(HEPA) filtration with a minimum certified collection efficiency of 99.97% at 0.3-micron particle size.
• Continuous Negative Pressure: The contractor must establish and maintain continuous negative pressure within the portions of the HVAC system being cleaned relative to the surrounding occupied indoor spaces. The contractor must verify and document negative pressure at representative locations during the cleaning process.
• Ambient Air Scrubbing: The contractor must deploy HEPA-filtered air scrubbers for ambient air cleaning as a supplemental engineering control. Ambient air cleaning must operate during and immediately after HVAC cleaning, achieving a minimum of four (4) air changes per hour (ACH) in the active work areas.
• Cross-Contamination Prevention: All contaminated materials, debris, and dust removed from the HVAC system must be double-bagged or placed in sealed, leak-tight containers prior to removal from the building envelope.
1.1.4. Hazardous Lead-Dust Mitigation (CATM Facility Requirement)
• Lead-Dust Awareness: Bldg. 950 is an active Combat Arms Training Maintenance
(CATM) facility. The contractor is notified that lead dust, heavy metal residues, and combustion byproducts are present within the HVAC system. All work must be performed in compliance with the OSHA Lead in Construction Standard (29 CFR
1926.62) and OSHA General Industry Lead Standard (29 CFR 1910.1025).

1.1.5. Waste Characterization and Disposal
• Testing and RCRA Compliance: All collected waste (filters, debris, protective sheeting, and personal protective equipment) must be treated as potentially hazardous lead waste.
The contractor must perform a Toxicity Characteristic Leaching Procedure (TCLP) test on representative waste samples.
• Disposal Manifesting: If lead concentrations exceed RCRA regulatory thresholds (5.0 mg/L), the contractor must manifest and dispose of the waste through the base
Environmental Office (802 CES/CEIE) and DLA Disposition Services. If TCLP testing confirms the waste is non-hazardous, disposal must occur off-base at a licensed municipal facility. No contractor-generated waste must be disposed of in standard installation dumpsters.
