About this file

This is a Justification Restricting Competition (Document Number 26-117) for a sole source contract action.

The United States Naval Academy (USNA), Division of Information Technology Services, is procuring Microsoft Software Solutions license renewals and support services through the NAVSUP Fleet Logistics Center (FLC) Norfolk. The current contract (N0018925P0366) with Bell Techlogix, Inc., a large business, was awarded on 1 August 2025 on a sole source basis and expires 31 July 2026. The renewal contract will run from 1 August 2026 through 31 July 2027. The procurement includes software licenses, maintenance, services, and technical support for SQL Server, Visio Pro, Enterprise Server, Project, Active Directory, and Microsoft 365, provided through the Maryland Educational Enterprise Consortium (MEEC). The licensing will support 2,363 education-qualified users and 4,702 full-time students. The supplies table lists 23 line items with varying quantities, including education licenses (AAD-38400-M at 2,363 units) and student licenses (multiple items ranging from 20 to 94,520 units). Funding will be provided by FY26 Navy Operations & Maintenance appropriations, which are currently unavailable but anticipated. The statutory authority for this sole source action is 41 U.S.C. 1901 (simplified acquisition procedures), citing Bell Techlogix, Inc. as the exclusive authorized reseller of Microsoft products for MEEC members. The justification notes that a Sources Sought Notice was posted 6 March 2026 with closing date 11 March 2026, receiving only one response from a vendor deemed incapable of providing the required supply. The contracting officer determined the anticipated cost to be fair and reasonable. Upon MEEC contract expiration on 31 July 2028, the requirement will be subject to competitive re-solicitation per University System of Maryland Procurement Policies and Procedures.

8. Actions to Remove Barriers to Future Competition.

The MEEC contract with Bell Techlogix, Inc. is scheduled to expire on 31 July 2028. Upon expiration, the requirement will be subject to a competitive re-solicitation process in accordance with the University System of Maryland (USM) Procurement Policies and Procedures. All eligible vendors will be afforded the opportunity to compete for the subsequent five-year contract with Microsoft.

As stated in Paragraph five (5), NAVSUP FLC Norfolk does not intend, at this time, to compete future contracts for the types of supplies/services addressed herein. Should a viable alternative source become available, NAVSUP FLC Norfolk will assess the feasibility of introducing competition for future requirements.
