About this file
This document comprises Exhibits A and B of a temporary staffing services contract for the City of Milpitas, California. The City seeks to contract with multiple qualified temporary staffing vendors to provide personnel across a broad range of positions, including administrative, clerical, professional, technical, and trade-related services on an as-requested basis. The contract covers a four-year period spanning calendar years 2026 through 2029. Staffing firms must demonstrate expertise in sourcing, screening, and providing quality personnel within condensed timeframes and must comply with all local, state, and federal requirements regarding minimum wage and prevailing wage regulations as updated.
Exhibit A establishes the billing structure as time-and-materials based, with fees calculated on actual hours worked according to labor rate schedules that contractors must provide for each contract year. Contractors must specify billing rates and overtime rates for each personnel classification and provide a detailed description of overhead composition including hourly wages, benefits, and holiday costs. Exhibit B lists over seventy City job classifications for which contractors should identify comparable positions they can staff, or indicate N/A where services cannot be provided. The contract does not specify a maximum contract value, response deadlines, award date, or renewal options in the provided documentation.
