About this file
This document is an Attachment I - Design Guidelines for a Municipal Service Center Microgrid and Backup Power project for the City of Thousand Oaks. The design guidelines outline comprehensive requirements for a contractor to design, construct, and commission a microgrid system, battery energy storage system (BESS), and generator at the Municipal Service Center. The project involves detailed specifications for site improvements, electrical infrastructure, design submittals, construction processes, equipment installation, testing, and operational requirements. The contractor will be responsible for providing complete architectural, engineering, and consulting services to construct the project in accordance with applicable building codes, city guidelines, and industry standards.
The project requires the contractor to submit detailed design documents at multiple stages (30%, 60%, 90%, 100% draft, and 100% final) for city review, with all system design documents to be prepared and stamped by California-licensed engineers. The contractor must provide a 15-year manufacturer warranty for the BESS, guaranteeing at least 85% battery storage capacity after 10 years and 70% after 15 years. Additional requirements include submitting Rule 21 interconnection applications to Southern California Edison (SCE), completing utility grid interconnection, providing comprehensive operator training, and ensuring all electrical equipment meets SCE's interconnection standards. The project also mandates strict quality control, safety protocols, site restoration, and comprehensive documentation throughout the design and construction phases.
