Training Guide Summary
Attachment F is a minimum curricula requirements document for the State of Tennessee Department of General Services and Department of Safety and Homeland Security's Facility Protection Services contract. The training guide establishes mandatory certification standards for Facility Protection Officers (FPOs) providing armed security at state-owned and state-leased facilities across multiple Tennessee regions. All FPOs must complete comprehensive initial training including 24 hours of firearms instruction with minimum 75% proficiency demonstration in both daylight and darkness conditions, 8 hours of intermediate weapons training (chemical spray and baton), 4 hours of emergency medical training covering basic first aid and CPR, 18 hours of patrol procedures addressing officer survival and crime response protocols, 4 hours of interpersonal communications, 8 hours of physical defense tactics including handcuffing, 14 hours of criminal and constitutional law, 2 hours of written communications, 2 hours of human relations covering domestic terrorism awareness, and 4 hours of criminal justice system overview. Additionally, FPOs must complete 40 hours of annual in-service training with a minimum of 8 hours dedicated to firearms recertification, 32 hours of Tennessee Department of Safety and Homeland Security facility-specific training prior to assignment, and 16 hours of on-the-job training at a comparable post before beginning work at state facilities. All instruction must be delivered by departmental and/or POST-approved instructors, with firearms training conducted by NRA-certified instructors qualified to teach Tennessee handgun permits.
The curricula requirements establish uniform professional standards for armed security personnel protecting state infrastructure, ensuring officers possess demonstrated competency in weapons handling, emergency response, legal authority constraints, and interpersonal engagement. Personnel firing handguns must demonstrate proficiency with department-approved weapons at distances not exceeding 25 yards, fire minimum 1,000 rounds during initial training (50 rounds per qualification), and successfully complete stress exertion courses featuring laterally moving targets. These comprehensive training requirements align with the contract's broader mandate that the successful contractor provide qualified supervisory and specialized personnel meeting documented qualifications, with contract managers requiring minimum five years of specialized experience and assistant contract managers requiring three years, ensuring adequate oversight and management capability across the multiple facility protection regions throughout Tennessee.
