About this file
This is a training guide attachment establishing minimum curricula requirements for Facility Protection Officers in Tennessee, developed by the Department of Safety and Homeland Security in accordance with state POST certification standards. The document outlines comprehensive training mandates covering firearms instruction (24 hours), intermediate weapons training (8 hours), emergency medical training (4 hours), patrol procedures (18 hours), interpersonal communications (4 hours), physical defense tactics (8 hours), criminal and constitutional law (14 hours), written communications (2 hours), human relations (2 hours), and criminal justice system overview (4 hours). Specific to firearms proficiency, candidates must fire a minimum of 1,000 rounds during basic training with individual qualification shots limited to 25 yards, demonstrate 75 percent accuracy in both daylight and darkness conditions, and complete a stress exertion course with laterally moving targets. Physical defensive tactics instruction must include handcuffing elements, while patrol procedures encompass officer survival, crime in progress response, crime scene evidence protection and chain of custody protocols, communication procedures, and crisis intervention for domestic disputes. Additional requirements mandate 40 hours of annual in-service training with eight hours dedicated to firearms, 32 hours of Tennessee Department of Safety and Homeland Security facility training prior to post assignment, and 16 hours of on-the-job training at a comparable post before assuming the assigned position within state facilities.
The training requirements directly correspond to the Facility Protection Services RFP 32110-22726, which requires contractor-employed FPOs to meet these exact curricula standards as a condition of contract performance. The incumbent contractor has provided services since January 2022 under Contract #73187, with historical data showing annual FPO hours ranging from 124,122 in 2022 to 301,314 in 2025. The contract effective date is January 1, 2027, with an initial 36-month term renewable for two additional 12-month periods, potentially extending to 60 months maximum. Proposals are due April 1, 2026, at 2:00 p.m. CST, with the pre-response conference scheduled for February 26, 2026, and notice of intent to award expected May 11, 2026. The estimated state liability during contract term is $50,000,000 with no guaranteed minimum purchase; the contractor assumes all costs including licenses, permits, background checks, training, equipment, and insurance.
