Personal Appearance Standards for Facility Protection Officers
This document is an attachment to a Request for Proposals issued by the State of Tennessee Department of General Services, Central Procurement Office, on behalf of the Department of Safety and Homeland Security, establishing comprehensive personal appearance and grooming standards for all uniformed and non-uniformed Facility Protection Officers (FPOs) providing services across multiple state regions. The standards govern hair styling requirements for both male and female officers, specifying that all hair must be natural in color and neatly groomed, with male officers required to maintain tapered hair that does not extend over ears, eyebrows, or collars, while female officers must wear hair that does not extend beyond the uniform collar and must ensure proper fit with headgear. Facial hair regulations prohibit beards and goatees for commissioned FPOs, require clean-shaven faces except for authorized mustaches and sideburns that must be short, neatly trimmed, and conform to specific dimensional limitations, and establish that handlebar-style mustaches are not permitted. The document further specifies jewelry restrictions limiting officers to one watch, two rings per hand on one finger each, non-visible necklaces, standard medical alert bracelets only, and one earring per ear for female officers only, with earrings not exceeding one quarter inch in diameter and limited to spherical shapes in silver, gold, or pearl colors.
Additional grooming standards address cosmetics, requiring conservative application to maintain professional appearance with false eyelashes prohibited and perfumes and makeup worn with restraint due to potential employee and guest allergies. Fingernail regulations mandate clean, neatly trimmed nails that do not interfere with duty performance, with polish limited to French manicure or neutral colors for female officers only, and no ornaments or stick-ons permitted. The standards categorically prohibit visible tattoos or brands while on duty and establish that all requirements apply uniformly to both armed and non-armed facility protection personnel serving under the contract effective January 1, 2027, with an initial thirty-six-month term renewable for up to two additional twelve-month periods.

PERSONAL APPEARANCE STANDARDS FOR ALL UNIFORMED& NON-
UNIFORMED FACILITY PROTECTION OFFICERS:
Hair styles - There are many hair styles that are acceptable for uniformed Facility Protection Officers (FPO). All FPO’ hair will be of a natural color, i.e., black, brown, blonde, grey and not such that would diminish the professional uniform appearance and is kept in a neat manner. Unnatural colors or glitter are prohibited. The acceptability of the style will be judged by the following standards:
a. Male FPO - Hair will be neatly groomed. Hair will present a tapered appearance and, when combed, will not fall over the ears or eyebrows or touch the collar, except for closely cut hair at the back of the neck. The bulk and length of hair shall not interfere with the normal wearing of the headgear. When wearing headgear, the hair on the sides will be styled close to the head in a manner so as not to protrude.
b. Female FPO - The hair will be neatly groomed and will be worn in a manner so that it does not extend beyond the bottom of the uniform collar. Female FPO’s issued headgearshall ensure that the length or bulk of the hair does not interfere with the proper wearing of the headgear. When wearing headgear, the hair on the sides will be styled close to the head in a manner so as not to protrude. Hair ornaments (such as combs, barrettes, etc.)
utilized to hold the hair in place shall conform with the uniform and not distract from the uniform.
c. Wigs and hairpieces are permitted only if they conform to the standards set forth in this regulation.

d. Sideburns are subject to the following guidelines: (1) Sideburns will be neatly trimmed and the base will be a clean shaven horizontal line; and (2) Sideburns will not extend downward beyond the middle of the ear canal and will be of an even width (not flared).
Jewelry:
a. FPO’s may wear watches;
b. Rings may be worn provided they are only displayed on one (1) finger of each hand and no more than two (2) rings per finger;
