About this file
This document comprises technical specifications for a federal construction contract related to roof repairs at the Historic Savenac building located at Lolo National Forest. The solicitation number is 1240LU26Q00100, with work scheduled for April 2026.
The project encompasses two distinct work scopes: repairs to the administrative building roof and restoration work on the east cottage. For the administrative building, the contractor must remove damaged roofing materials, repair damaged rafters and sheathing, install new underlayment, and install Government-furnished metal shingles that match the historic character of the existing structure. For the east cottage, work includes removing and replacing a rotten sill log, repairing the concrete patio as necessary, and repairing or replacing siding while maintaining historic quality standards. The contractor is responsible for all labor, materials, equipment, and transportation, and must verify all measurements before ordering materials. A preliminary roofing conference with the Forest Service is required 10 days prior to commencing work.
The specifications detail extensive technical requirements across multiple sections: roof preparation and tear-off procedures (Section 070150.19), self-adhering sheet waterproofing installation (Section 071326), vapor retarders (Section 072600), shingles and underlayment (Section 073113), sheet metal flashing and trim (Section 076200), and roof specialties (Section 077100). Key requirements include weather-dependent work scheduling with no operations outside 7:00 a.m. to 6:30 p.m., 72-hour advance notice to the building occupant, full protection of adjacent structures and landscaping, and immediate disposal of demolished materials. The Government will furnish metal shingles; new shingles must match or closely match the color of existing shingles on the historic administrative building. Materials specified include Grace Ice & Water Shield underlayment, Owens Corning Deck Defense vapor retarder, ASTM-compliant roofing cement, and elastomeric flashing sealants. Roof sheathing replacement is limited to no more than 10 percent of overall roof area per building, with the Contracting Officer to be notified if additional damage is discovered.
