| QUESTIONS AND ANSWERS BASOPS, YUMA RFP W5168W23R0004 | ||
| # | Questions | Answer |
Attachment A PWS 1.2 states, “The scope of this PWS is for real property facilities, installed equipment and ATEC property unless specifically stated otherwise.” Does the Government have workload data on other requirements not listed on the Real Property and Non-Real Property Technical Exhibits? | Refer to TE 47 and TE 48 for ATEC property data
PWS 7.5.2 and 7.5.3 both reference Contractor provided facilities. Is it the Government’s intent that the Contractor provide facilities off the installation? | The Government will provide the facilities listed in TE 4. Any additional facilities required shall be provided by the contractor. Refer to revised PWS paragraph 7.5.3
CLIN X007, X008, X011, and X012 have language along the lines of: “This CLIN will cover up to 50 additional workload above the optional amount.” No explanation of “50” is provided. Please clarify what the number “50” refers to – Hours, Projects, Work Orders, DMOs, FTEs, etc.? How does this apply to the 12-month period (e.g., 50 every month or for the year)? | The additional 50 refers to each additional DMOs.
We are unclear about how or where to price materials and ODCs. Does the Government intend to provide a Cost Reimbursable CLIN for Materials, such as fuel, and other ODCs? If not, please explain how and where the offeror is to price materials and ODC and whether they are subject to Fee? | Refer to updated CLS 400 for DMO material limit.
Will the Government please identify to the offerors how materials are to be procured for this program, e.g., Government sources funding and purchase, contractors sources funding and purchase, invoiced to the Government upon purchase or upon receipt from supplier or upon use, etc.? How are items for PMs, Work Orders, and Service Calls, like filters, belts, treatment chemicals, lube, repair parts, expensed to Government, e.g., upon use or upon receipt into Contractor Operated supply/bench stock/warehouse? | Refer to updated CLS 400 for DMO material limit.
DFARS 252.225-7048 requires the contractor “to register with the Department of State in accordance with the ITAR”. Will the Government identify the export-controlled “items” or “defense items” in the program or functional areas that the contractor is responsible to manufacture, export, or broker under Export Control? | This solicitation does not have any exporting requirements, however, we are required to include this clause in all solicitations and the contractor is required to flow-down this clause to all subcontracts.
DFARS 252.247-7023 indicates “Transportation of Supplies by Sea” must be through U.S. Flag vessels; however, we do not find any requirement for shipping materials or supplies to Yuma over a seaborn transport. Will the Government please explain what types of supplies and materials the Government anticipates the contractor will transport over sea routes for this program? | This clause is not applicable to this acquisiton and will be removed from solicitation.
DFARS 252.237-7024 identifies “essential contractor services/mission essential functions in this solicitation, however, no such services are identified in the basic PWS. Will the Government please explain and identify all the Essential Contractor Services and Mission Essential Functions required by this contract? | All services are considered mission essential.
This is an FFP contract. Does this mean that materials may be fully burdened with G&A and FEE as an ODC of the CLIN in which they are used/consumed? | All CLINS shall be all inclusive or material, fees, and labor with the exeption of PWO CLINs. Offerors are only required to propose a mark-up rate for PWOs CLINs.
As pictures cannot be edited without the source which is often not available, would the Government exempt pictures from the Times New Roman 10 pt requirement and instead allow them to be “easily readable?” | No
Because proposal instructions require submission of electronic files on a CD-ROM per L.2.1.8, would the Government instead consider allowing submission of the electronic proposal files using the DoD SAFE portal (https://safe.apps.mil)? | Section L, Paragraph 4.0 states that , The RFP will require proposals to be submitted via email or PIEE CCM module.
Offerors are to identify the digital volumes by file name but does not specify the file names. Would the Government provide the preferred file naming convention for each proposal file? | CCM will not accept attachment naming with spaces or special characters. Examples of acceptable naming convensions are: OfferorName_Vol_I_TAB_A_SF33 , OfferorName_Vol_I_TAB_D_Property_Management_Plan, OfferorName_Vol_II_TAB_A_Subfactor_1_Key_Personnel, OfferorName_Vol_III_PPQ_1.
Section 2.1.11.1 in the PWS states, “Key personnel identified below are required to have and maintain a Tier 3, Secret Security Clearance.” The key personnel identified are the Project Manager and GFEBS PM Coordinator Lead. Section 2.5.1.8 in the PWS states, “The Contractor shall ensure that Secret clearances are maintained throughout the period of performance for the following personnel: the PM, designated Alternate PMs and locksmith.” The GFEBS PM Coordinator Lead is not listed here. Would the Government please clarify whether the GFEBS PM Coordinator Lead requires a security clearance? | GFEBS PM Coordinator Lead does not require a security clearance.
Ref.: “The Offeror shall include documentation regarding their relevant past performance as it directly relates to the work being procured under this solicitation. The Offeror SHALL NOT go back any farther than three (3) years for the submitted data from the date in Block 6 of the SF33.”
| Given the nature of this solicitation being set aside for small businesses and considering the Small Business Administration now uses a five (5) year averaging period to determine size standards for small businesses, will the government please change this requirement to ... “The Offeror SHALL NOT go back any further than five (5) years for the submitted data from the date in Block 6 of the SF33,” so as to give smaller small businesses an opportunity to propose as a sole offeror for this solicitation? | The RFP will require 5 years. | ||
Is an Organization Structure Change History only required for the prime offeror? | Yes |
A Specific Relevant Contract Reference Sheet was not included as an attachment with the draft RFP. Will the Government provide a Specific Relevant Contract Reference Sheet or are Offerors to use the Past Performance Questionnaire (Attachment T) for this purpose? | The sheet will be included in the RFP. |
Offerors shall submit a minimum of five and maximum of eight Specific Relevant Contract Reference Sheets. If a Prime Offeror was prime contractor on a relevant contract and was re-awarded the follow-on contract could this be counted as two Specific Relevant Contract Reference Sheets since they are technically separate contracts and performed within the required timeframe (one being completed and one ongoing)? Would citing a contract and its follow-on contract be viewed favorably in the evaluation? | It will be changed to 3 to 5 in the RFP. Yes, the Prime Offeror who is awarded the follow-on contract for the same requirement can count the follow-on contract as a separate contract. The contracts will be considered as two different contracts. |
Must each Specific Relevant Contract Reference include all CLSs pertinent to Yuma to be deemed relevant or could a Contract Reference that only includes one or some of the CLSs also be deemed relevant providing the experience cited for the particular CLS(s) is similar to Yuma in size, scope, and complexity? | Consideration will be given to criteria such as similarity, complexity, and diversity of tasks, type of effort, scope, value, and performance period. |
Is only one PPQ sufficient for each cited contract from a Government POC familiar with the contractor’s performance? | Yes |
A Security Clearance requirement for this program appears necessary; however, no DD Form 254 was provided with Draft documents. Will the Government please provide all bidders with a copy of the Draft DD Form 254? | A DD-254 is not required in this requirement. |
The CLS 411 Food Service Equipment list is referenced in Section 2.28.2 as being found in TE#05, Installed Building Equipment. However, we are unable to find any “food service-related equipment” for the preparation, processing, serving and food disposal. Will the Government please provide a list of food service-related equipment for items supporting the preparation, processing, serving and disposal of food? | TE #05 will be updated to include an inventory of food services equipment. |
The CLS 411 Food Service Equipment list states the contractor shall perform all food service equipment replacement, yet no equipment is identified that could become inactive and therefore require replacement. Will the Government please provide a list of equipment that is subject to replacement by the contractor when it becomes inactive in TE#05 and the historical workload for such work in TE#02? | See answer provided for question # 21 |
The Labor Categories identified in the Roll Up by CLS do not appear to include functional areas for Refuse Collection, Power Generation (other than Building Equipped Generators), Energy Management, Animal Control, POL, and Environmental Management. Will the Government please verify the exclusion of these functional areas in the Yuma BOSS program? | The labor categories identified in the staffing matrix correspond to the areas in which all performance on this contract occurs. For example, refuse collection occurs under CLS 403; animal control under CLS 510. Offerors should align proposed labor within the appropriate CLS. |
The PWS 1.1.k states in part, “Provide warehousing services to include purchasing of replacement furnishings and equipment.” PWS 2.2.9 states in part, “When all of the on-hand furniture has been issued, any new/additional furnishings will be procured by the Government.” These statements seem to contradict each other. Who is responsible for purchasing/procuring furniture for UPH? If this is a Contractor responsibility, what is the expected volume of the furnishings and will it be considered cost-reimbursable? | The government is responsible for purchasing/procuring furniture for UPH. Refer to revised Attachment C PWS 1.1.k |
How many productive hours a year does the Government define as an FTE? | All prospective Offerors shall consider the 11 holidays identified in 2.1.3.2 along with their respective company employee paid time off policies when determining productive hours and proposed FTEs. Any non-productive hours should be captured in the proposed fringe rates within the proposal. |
To determine the proper allocation of productivity and pricing for the Pricing Matrix, the number of employees by position is needed for each employee with less than 4 years, between 5-10 years, and 11+ years of service with the program. Will the Government please provide a seniority list of all union personnel, to include any personnel granted leaves of absence that may return to duty during the next contract cycle, or those employees in probationary status/temporary employees, by position, and number of years continued services? If unable to provide specific information, will the Government provide a composite productivity factor all bidders should use when pricing performance of the workforce for work attributable to the program? | Contractors will have to get this information directly from the local union. |
The DBA seems to pertain to residential type housing. Please verify what functions of the PWS or CLSs would apply to this DBA as the requirement for UPH seems to be a furnishings management operation. Is the contractor required to repaint over 200SF of rooms? We do not find this workload in any of the solicitation documents. Would the Government please explain the use of this DBA? | DBA-Residental will not be required. |
Will the Government please provide all Table Type formatted Technical Exhibits to offerors in a Microsoft Excel file format? | No |
It appears that the most recent workload available is from 2019-2021. Will 2022 workload data be available to bidders for comparison and bid purposes? | Updated data will be provided with solicitation. |
The Phase-In Plan shall be submitted for acceptance by the KO 10 calendar days after the beginning of the Period of Performance. Will the Government please explain what constitutes “beginning of the Period of Performance”, e.g., contract start date? Perhaps the Phase In Plan should be submitted after award announcement and 10-days before contract start or submitted during some type of pre-performance conference with the Government? | The period of performance start date will be the dates provided in section D of the SF-33. |
Are the Functions and Labor Categories provided in TE #22 mandatory? Do they follow CBA titles? Are the functions listed inclusive of all areas under this program that offerors are to bid? | Except for the key positions listed in the PWS, it is the responsibility of the Contractor to determine what labor catogaries are neccessary to complete all the required services. |
TE 37 PWO/IJO FY22 Number 1578Pw22 identifies a project to replace 9 power poles and 2 light poles at $86,155.00. We are unable to find any light poles or power poles in the TE42 GFE list? Who (Gov’t or Contractor) provides these Poles for the PWO/IJO? | The contractor is responsible to procure and provide all Material, Equipment, and Labor for PWO/IJO projects. |
Are contractor vehicles performing Government work allowed to use Motor Pool Fuel points? Are contractor work vehicles allowed to use AAFES gas station fuel points? | The government will provide GSA Fleet vehicles. Contractor owned vehicles are allowed to use the AAFES Fuel station. AAFES fuel station only provides unleaded fuel. Awardee will need to work with the Garrison to set up an account through DLA for the purchase of fuel from other fuel points on the installation. |
Will the government provide GSA leased vehicles for contractor use? As this contract will require a number of vehicles, the incumbent will have a distinct cost advantage. | The government will provide GSA Fleet vehicles. TE # 21 |
The PWS states, “The Contractor is responsible for warehousing, moving, and handling of various items of UPH Quarters…..and shall ensure a safe and clean environment for storage.” The PWS does not make reference to a UPH furnishings storage facility, nor does TE #4. Please identify where this facility is located and the amount of space available. | Bldg 103 is used to store UPH furnishings

Tyler will update TE#4
In the event that GFE is unavailable due to repair, specifically by LRC, will the government provide additional funding to the contractor to allow for procurement of additional equipment? If yes, how will that be accounted for as there are no reimbursable CLINs in the pricing structure? | The procedures in FAR Clause 52.245-1 applies. KO will make determination as to who will be responsible for providing replacement. If the Contractor is required to replace, then the contractor can provide a request for equitable adjustment.
Because Mission Capability is not a part of the FAR Part 15.3 trade-off analysis; what type of Strengths and Weaknesses specifically in a Past Performance 5-page write-up is the Government looking for when assessing the PP-Price trade off of the winner? (e.g., Do Exceptional or Outstanding CPAR Evaluation Area ratings score equal to Satisfactory ratings?; Does Quality, Schedule, Cost Control, Management, Small Business Subcontracting or Regulatory compliance rate higher or equally in each CPAR?; Is only 80% or more of similar performance rewarded with a higher confidence rating?) How do the CPAR Evaluation Area ratings impact the Past Performance-Price Trade-Off Integrated Assessment discussed in Section M, Para 1.0.2? | The 80% performance requirement is no longer part of the solicitation. Section M. 2.2.1 The Past Performance evaluation will assess the relative risks associated with an Offeror’s (including parent or affiliated or predecessor company or Joint Venture prime partner companies) likelihood of success in performing the solicitation’s requirements as indicated by that Offeror’s record of past performance. Performance risk is assessed at the factor level after evaluating aspects of the Offeror’s recent past performance and focusing on performance that is relevant to the services being procured under this solicitation. Offerors are cautioned that in conducting the performance risk assessment, the Government is not limited to data provided in the Offeror’s proposal, and may also use data obtained from other sources, such as the Contractor Performance Assessment Reporting System (CPARS) or similar systems and State Department Watch Lists. The areas of Past Performance in CPARS to be reviewed in the evaluation process include:
• Business Relations
• Quality of Service
• Schedule
• Cost Control
• Customer Satisfaction
The Table appears to show that only the Organization and Staffing has a page limit of 100 pages. Can the Gov't confirm that it actually for the Whole Volume II Mission Capability. And will the Government consider extending the proposal 15 additional pages for this volume since it is as 1.5 line spacing to allow contractors ample room to respond to the RFP? | 100 pages is for the entire Volume II. We will change the requirement to single line spacing.
Can the Government confirm if the Table of Contents is excluded from the page count? | Yes
May the Resumes be excluded from the page count? With the 1.5 line spacing the resumes could be 3 pages to provide substantial background documentation of experience | The maximum page count for Volume II will remain at 100 pages. Resumes are considered part of the 100 page limit. Spacing has been changed to single line spacing.
Under L.6.3.3 it is referencing Attachment J forms. Where does Attachment K forms belong? | Attachment K shall be included in Volume II.
Volume II Past Performance, can the Gov't confirm that the following sheets are to be included: Cover Page and Cross Reference Matrix. As Section L.2.1.2 states they should be in each volume. Section L.7.2.1 does not include these two sheets. | Volume III, Past Performance shall have both a cover page and cross reference matrix. Section 2.1.2 requires a cover page in each Volume, however the sections that provide the Volumes requirements will specify the specific documentation that is needed for that Volume.
Normally contractors provide a Cover Letter with the proposal. Are we to include this letter and if yes, can it be excluded from the page count? | Cover letter is not required but if provided will be included in the page count.
These two sections seem to differ, can the government provide clarity. One section state we are to describe the role of the Offeror and each subcontractor, teaming partner, and/or joint venture partner that the Offeror is required to provide Past Performance Specific Relevant Contract Reference Sheets for the past performance experience in accordance with Past Performance Attachment. Basically, can the Gov't confirm that the 4th row on table is actually the summary page as per 7.3.2.2? | Updated table will be provided.
If Contractors do not have any subcontractors that will perform 10% of the Technical work; how do we meet the minimum of 5 projects required under L.7.3.2.6? It appears that L.7.3.2.6.1 states we submit only 3 for the Prime entity. Can the Gov't confirm the minimum requirement for past performance. | Contractors will be required to provide 3 to 5 past performance projects. The minimum for prime and subcontractors was removed.
The PWS states, “The waste shall be disposed of at a Subtitle “D” Municipal Solid Waste (MSW) landfill located in the State of Arizona and approved and fully permitted by the Department of Environmental Management or YPG’s local landfill.” Does this mean that the waste must be deposited at EITHER a Subtitle “D” Municipal Solid Waste (MSW) landfill located in AZ and approved and fully permitted by the Department of Environmental Management OR YPG’s local landfill? That is, are there two choices (Subtitle D landfill or YPG landfill)? | Yes. The Contractor is authorized to use YPG's local landfill which does not have fees or Subtitle D Landfill.
Can the Gov't confirm if we are to include the Cover Page, Table of Contents, Cross Reference Matrix, and Glossary in this volume, as it does not appear to be listed under Section L.8.2.2 | The only required document for this volume is the pricing matrix.
Can the Gov't confirm that the Workload in TE-48 ATEC Mission Non-Real Property Work Load History are annual or monthly amounts? | Work Load History in TE 48 is annual
Can the Gov't confirm that the equipment listed in TE-32 (Heavy Equipment) will be replaced by Gov't or contractors expense once it needs to be replaced | Equipment in TE 32 will be replaced by the Government subject to the availability of funds
Can the Gov't confirm that the Labor Categories listed in TE-22 are the only labor titles required for this effort? It will be up to the contractor to decide the number of each. | Except for the key positions listed in the PWS, it is the responsibility of the Contractor to determine what labor catogaries are neccessary to complete all the required services.
Grounds - TE-15 Grounds Inventory appears to be missing. | The government will provide TE #15, Grounds inventory.
Annex H, Para 2.26, TE-XX swimming pool listing appears to be missing or can the Gov't provide what TE number is to be listed? | Swimming pool is listed in TE 01. Updated annex H will be provided in the solicitation.
Can the Government provide the food service equipment listing? | See answer provided for question # 21
Most of the equipment in the Horizonal Maintenance is GFE. It is a common practice for this equipment to be in LRC Maintenance for extended periods of time. If the contractor is required to lease equipment to meet mission requirements, will the government re-imburse the contractor and if so, what will be the procedures for reimbursement? Recommend the Government require the contractor to furnish all of the equipment? | TE #42 provide a listing of the GFE that will be furnished for the contractor to use. If these equipment is not available for contractor use; The KO will make a determination as to who will be responsible for furnishing the equipment. If the KO deside that it is the responsibility of the Contractor to replace, the Contractor will be able to submit a request for equitable adjustment.
This solicitation requires the contractor to furnish all vehicles. YPG is a remote location and fuel will be critical. Will YPG allow the contractor to install a gasoline fuel point at Howard and the KOFA Administrative Area? | The government will provide GSA Fleet and Heavy Equipmnet as noted in TE #32. Fuel cards will be provided. Fuel points are located on WCA and KCA.
Instructions to the offerors, Volume III – FACTOR 2: PAST PERFORMANCE, para. 7.3.1 states,” the offeror SHALL NOT go back in farther than three (3) years for the submitted data from the date in Block 6 of the SF33.” The normal period for PAST PERFORMANCE IS FIVE (5) YEARS in the most recent Army DPW solicitations in this standard format. Why was this requirement changed to three (3) years in this solicitation? Most contracts are issued for five years. To submit a minimum of five contracts seems to be is a very difficult standard and is very restrictive for this size standard. Request the Army consider changing this standard to five (5) years from the date on the SF 33. | RFP will be changed to reflect 5 years with at least 12 months of completed performance. Offerors are required to provide 3 to 5 Specific Relevant Contract Reference Sheet.
The PWS states, “The Contractor shall not co-mingle or transport MSW refuse with off-post generated MSW refuse.” Please describe the circumstances whereby such co-mingling might occur, i.e., how would the Contractor come in contact with off-post generated MSW? | Attachment D Annex E paragraph 1.3 has been deleted. Please see revised Attachment D Annex E 1.0.
IMCOM FACILITY MAINTENANCE INSTRUCTIONS, identifies a DMO as unscheduled maintenance of work 32 hours or less. This definition does not identify a limit of liability for materials on a DMO. The current contract has a limit of liability of materials on a DMO. Please provide a material limit of liability of materials or provide a material estimate in the workload data for DMOs exceeding $5,000. | Refer to updated CLS 400 for DMO material limit.
Will the contractor PWO and OWO mark up rates be evaluated? If so, how will they be evaluated and to be determined fair/reasonable? | Yes it will be evaluated and rate will be compared on the base of competition.
Please verify the sweepers in TE 32 are functional and are adequate to perform the required sand removal | The Street Sweepers listed on TE #32 are functional and able to provide sand removal. They are not able to sweep cantonment areas that require gutter/Curb cleaning.
Will contractors be allowed to ask additional questions, once the final RFP has been issued? If so, will we have ample time to re-evaluate the RFP prior to submission of final questions? | No, solicitation will not be opened for another round of questions.
Is the WinEst Estimating System provided by the Government? | The contractor will be responsible to provide WinEst Estimating System.
The impact of the COVID-19 epidemic beginning in March 2020 resulted in a general slow-down of Government and commercial contracting opportunities for all businesses for almost two years. Therefore, it is less likely that a small business would have recent relevant experience of the scope and scale required for the work being procured under this solicitation within the past three (3) years. | RFP will be changed to reflect 5 years.
There is no requirement to perform preventative maintenance of ATEC assets listed in TE #47. Please confirm that the 24 A/C units and 22 ice machines listed in TE #47 are not to be included in Preventive Maintenance Orders, and that these items will only be serviced under DMO’s. | ATEC Assets will not be required to perform Preventative Maintenace and will be serviced/repaired under an DMO.

Is the Government allowing the incoming contractor to gain access to all of these processes and methodologies? Will the Government allow the incoming contractor access to any of its COCO software? | The Contractor shall, upon the Contracting Officer’s written notice, (1) furnish phase-in, phase-out services for 60 days and (2) negotiate in good faith a plan with a successor to determine the nature and extent of phase-in, phase-out services required. The plan shall specify a training program and a date for transferring responsibilities for each division of work described in the plan, and shall be subject to the Contracting Officer’s approval. The Contractor shall provide sufficient experienced personnel during the phase-in, phase-out period to ensure that the services called for by this contract are maintained at the required level of proficiency. |
Is the Government going to provide a “Specific Relevant Contract Reference Sheet” template with the final solicitation? | Yes.
Prime Offerors may submit 3 past performance references so long as the subcontractor performing a minimum of 10% provides an additional 2 references. Can the Government confirm subcontractor past performance reference count towards the 5 references required by the Offeror? | No limit.
The PWS states, “The Waste Management Plan shall detail how waste generated during operations, maintenance, and repair (OM&R) activities is handled, how waste volumes are estimated and how waste materials are disposed in a manner that achieves the Army waste diversion goals of fifty percent (50%) landfill diversion.” Waste diversion is supported to large extent by chipping/shredding trees, limbs, board lumber, bushes, etc., into gardening mulch. Neither TE #32 nor TE #42 contains a wood chipper, but both TEs contain a crawler mulcher. Will the mulcher satisfy the requirement to maximize diversion as regards wood debris? Is there a chipper that was omitted from the list in error? | The mulcher will satisfy this requirement. A wood chipper will not be provided.
Many Contracting Offices will not provide responses to Past Performance Questionnaires when there is a completed CPAR on file. Will the Government consider allowing Offerors to submit CPARS in lieu of Past Performance Questionnaires? | No
Two (2) sheets from each subcontractor who will be completing 10% or more of the technical work. – This requirement appears to be overly restrictive and reduces competition. Will the Government consider removing the amendment from 2 references for subcontractors to a minimum of 1 and a maximum of 2? | The minimum amount for Subcontractor reference count has been removed.
Two (2) sheets from each subcontractor who will be completing 10% or more of the technical work. – This requirement does not meet the industry standard for major subcontractors and requiring a past performance citation. Will the Government consider changing the requirement from 10% to 20% as is the industry standard for a significant subcontractor on virtually all DOD BOSS Contracts (i.e., NAVFAC, ACE, USAF)? | No.
The paragraph states, “Limits on Specific Contract Reference Sheets are as follows…” and then says three sheets for prime, team, and/or joint venture, then two sheets from each subcontractor performing at least 10% of technical work. As up to eight contracts are allowed for past performance, please clarify how “limits” applies to prime, team, subcontractor contract submissions. | The minimum limits has been removed.
The paragraph references Attachment Q. Please confirm that the questionnaire is Attachment T. | The Past Performance Questionnaire is Attachment T.
Please confirm that the format for the Past Performance Questionnaire (Attachment T) should be used for Specific Relevant Contract Reference Sheets and that the referenced sheets are not a different attachment. | The past performance questionaire and Specific Relevant Contract Reference Sheet are two different documents. The Past Performance Questionaire is attachment T and the Specific Relevant Contract Reference sheet is attachment V.
The solicitation states sheets shall be in accordance with the Past Performance Questionnaire (Attachment T). As the PPQ form includes information to be filled out by evaluators, please confirm that in the submission of specific relevant contract reference sheets only information for the form’s sections one and two are required. | All information required on the Specific Relevant Contract Reference sheet is attachment V is to be filled out.
The position GFEBS Program Manager Coordinator Lead is not included in this listing. Please clarify whether this key personnel position crosswalks to a position on the list. | GFEBS Program Manager Coordinator Lead does not crosswalk into TE #22. GFEBS Program Manager Coordinator Lead is a requirement per the PWS.
We request that insertion of graphics combining images and text, with indexed and searchable figure identifiers, be allowed as jpegs. | JPEG will be permitted for graphics, charts, combining images and text as long as the caption/heading is searchable.
Please clarify whether the Government requires any data for OWOs and PWOs to be recorded in GFEBS. If not, is all tracking for OWOs and PWOs accomplished through DA Forms 4283 and spreadsheets (Technical Exhibit 39 as example)? | GFEBs is YPG's and the ARMYs record keeping database. All documentation, labor, material, and cost must be entered into GFEBS.
