About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition (Simplified Acquisition Procedures) for maintenance and calibration of specific laser wire marking machines. The USCG requires on-site, biannual maintenance and calibration of two laser wire marking machines: the Nova 840i Laser Wire Marking Machine and the 800LC Laser Wire Marking Machine, both located in the ALC's Wiring Harness Shop. Spectrum Technologies Ltd. is the suggested source and Original Equipment Manufacturer (OEM), with a CAGE Code of U9945, located in Bridgend, United Kingdom.

The procurement includes two each of the machines, their services, and maintenance parts kits (part numbers SA6964 and SA6970). These laser wire marking machines are used to indelibly mark aircraft wire and cable without damaging the insulating material during aircraft wiring harness assembly and repair. The justification is based on Spectrum Technologies Ltd. being the intellectual property owner with exclusive technical data rights, making them the only vendor capable of maintaining, calibrating, and repairing these specific machines. The contracting officer will determine fair and reasonable pricing through market research, comparison with similar industry items, and other specified price determination methods.
