About this file

This is a Task Order (TO-003) for Medium Voltage Transformer Replacement under an IDIQ contract for Muirkirk Road Complex (MRC) Operations and Maintenance Support Services at the FDA facility in Laurel, Maryland. The order is structured as a Firm Fixed Price (FFP) lump sum contract for discrete, non-routine work and incorporates all standard terms by reference to the underlying IDIQ Performance Work Statement.

The scope requires replacement of a 36-year-old, 2000 KVA oil-filled hermetically sealed transformer serving the West side of MOD-1 that has experienced internal arcing, voltage fluctuations, and failed insulation testing per NETA-MTS 2019 standards. The contractor must provide all necessary materials, labor, permits, hauling, equipment, shipping, delivery, and supervision, including NETA-certified technician management of fluid removal, cable disconnection/reconnection, transformer rigging, and testing per ANSI/NETA ATS specifications. Additional requirements include OSHA-compliant crane safety procedures with signal person, Lock-Out-Tag-Out procedures on energized circuits, EPA-compliant disposal of transformer mineral oil, site inspection and rigging plan development, code compliance with FDA Design Guidelines and local/state standards, and one-year warranty on all materials and labor. The completion deadline is 45 calendar days from Notice to Proceed, with 14 days prior notification required for utilities shutdown. Deliverables include shop drawings and sketches, responses to FDA comments within seven days, pre-construction meeting documentation, NETA-certified test readings report, and final inspection request. The contract pricing structure uses CSI format with a single CLIN for the lump sum amount to be determined, with invoices required to include proof of completion and all task order-specific deliverables.

75F40126R00006 Attachment R3 MRC Non-Standard Repair (Sample) Muirkirk Road Complex (MRC) Operations and Maintenance Support Services

Task Order #3 — Medium Voltage Transformer Replacement (Sample)

Task Order Title: Medium Voltage Transformer Replacement Project IDIQ Contract No.: [Insert IDIQ Contract Number] Task Order No.: TO-003 Contractor: TBD Place of Performance: FDA Muirkirk Road Complex, MOD-1

(8301/8401/8501 Muirkirk Rd, Laurel, MD 20708) Type of Order: FFP (Firm Fixed Price) - aligns with IDIQ PWS §12.2

Use for discrete/non-routine work. Keep this TO short; defer to the IDIQ PWS for all standard terms, methods, qualifications, safety, and reporting.

1. Purpose & Authority

This task order (TO) issues non-standard work under the MRC O&M IDIQ pursuant to FAR 16.5 and IDIQ PWS §4

(Task Order Procedures). All applicable IDIQ terms are incorporated by reference.

2. Scope (TO-Unique Only)

Replace a 36-year-old, 2000 KVA oil-filled hermetically sealed transformer serving the West side of MOD-1 that has exhibited internal arcing, voltage fluctuations, and failed insulation testing per NETA-MTS 2019 standards. The replacement ensures reliable electrical infrastructure for mission-critical research operations.

2.1 Background

The MRC substation provides power via two Pepco feeders (14465 and 15951). The campus normally runs on two feeders to reduce load capacity on major electrical components (transformers, underground conductors, switchgears). Although the campus is designed to run on one feeder, ampacity ratings get very close to being out of design when operating large HVAC equipment such as chillers and air handler units (AHUs). The redundant electrical infrastructure is needed to support mission-critical research in MOD-1 and MOD-2, both of which house research animals and sensitive scientific equipment requiring reliable electrical systems. The existing transformer serving the West side of MOD-1 began internally arcing, causing major voltage fluctuations and triggering the building generator intermittently, requiring manual switching to one feeder serving both East and West sides of

MOD-1. Although oil analysis showed acceptable results, polarization index testing revealed brittle insulation out of tolerance per NETA-MTS 2019, with technician notation that "energization is not recommended." At 36 years old

(original 1984 installation), the oil-filled hermetically sealed transformer approaches end of its 40-year expected service life.
