About this file
This is an Eligibility Verification form for the Community Microgrid Assistance Partnership RFP that must be submitted with proposals and does not count toward the defined page limit.
The form establishes eligibility criteria organized by topic areas. For Topic Areas 1-4, eligible submitting organizations are non-profit entities, energy cooperatives, state and local governmental entities, federally recognized American Indian and Alaska Native Tribes and villages, and Alaska Native village or regional corporations established under the Alaska Native Claims Settlement Act. For Topic Area 5, eligible submitters are U.S. companies located within the United States. All projects must represent communities or industries operating in remote, rural, or island regions of Alaska, Hawai'i, or the contiguous United States, with rural or remote areas defined as cities, towns, or unincorporated areas with populations not exceeding 10,000 inhabitants. U.S. Territories are not eligible.
Proposed projects must satisfy all three criteria: support an electrically isolated microgrid or set of consumers experiencing repeated and prolonged energy outages or poor energy supply; propose to reduce or stabilize energy costs; and provide energy services to areas where current residential electricity prices are 150% of the national average (26.17 cents per kWh as of January 2026) or 125% of state average costs, or alternatively provide justification that retail power cost does not accurately reflect high electricity costs. By submitting the proposal, applicants must affirm their willingness to provide information on current and future energy costs, availability, reliability, and power quality; share experiences and developed practices to accelerate microgrid advancement; and use certified, listed, or commercially available technology in project development. The form requires signature, printed name, title, company, and date from an authorized representative.

Any federally recognized American Indian and Alaska Native Tribes and villages, inclusive of any Alaska Native village or regional corporation as defined in or established pursuant to the Alaska Native Claims Settlement Act. (Topic area 1 through 4)
Or ____ U.S. company located within the United States (Topic area 5)
The communities represented or industries represented are: (initial as appropriate)

Or ____ From or directly representing specific U.S. business operating commercial or industrial facilities or commercial or industrial operations in remote, rural2 and island regions of Alaska, Hawai’i, or contiguous United States. (Topic area 5)
See Next Page for Additional Requirements
1 Infrastructure Investment and Jobs Act of 2021, Public Law No: 117-58 (11/15/2021), Section 40103(c) defines rural or remote areas as a “city, town, or unincorporated area that has a population of not more than 10,000 inhabitants.”
2 Infrastructure Investment and Jobs Act of 2021, Public Law No: 117-58 (11/15/2021), Section 40103(c) defines rural or remote areas as a “city, town, or unincorporated area that has a population of not more than 10,000 inhabitants.”
The proposed project intends to: (initial all)
____ Support an electrically isolated microgrid or set of consumers, government organizations, industry or national security assets that 1) is not electrically connected to an external electrical infrastructure or 2) is connected to existing electrical infrastructure but experiences repeated and prolonged energy outages3 or poor energy supply such that the implementation of a microgrid could increase power affordability, availability, or reliability.
____ Proposes to reduce or, at a minimum, stabilize energy costs.
____ Provides energy services to an area where current residential price of electricity (cents per kWh) are 150% of national average (26.17 cent per kWh based on January 2026 Energy Information Administration Average Price of Electricity to Ultimate Residential Customers4), 125% of state average cost for the state in which the project will be deployed (based on February 2026 (or more recent) Energy Information Administration Average Price of Electricity to Ultimate Residential Customers5) or the proposal provides justification that retail power cost is not an accurate assessment of high electricity costs (e.g. economic damages resulting from down time).
For Topic Area 5, the estimated price of power for potential microgrid being assessed (exclusive of outside support) is above these defined values.
By submitting this proposal, you are: (initial all) ____ Willing to provide information on current and future energy costs, availability, reliability and power quality to help demonstrate the improvements in energy service provided by the proposed project, allowing other communities, industries, or businesses to make more informed decisions.
____ Willing to share experiences, demonstrating common configurations or developed practices, that will accelerate the advancement or replication of microgrid energy systems.
___ Intend to use certified, listed, or commercially available technology in any project development.

3 An explicit requirement or definition for the length of a power outage that is required to meet these criteria is not provided because the impacts of an energy outage is very contextual and not well captured by standard power system reliability metrics. The offeror should provide this context as part of the project description as needed to justify meeting these criteria.
