About this file

This document is a justification for a brand name only procurement to replace light fixtures at Victorian Park. The National Park Service Pacific West Region requires Penn Globe drawing #677-15373F36 to match the lights installed in 2020 and maintain the historical appearance of the San Francisco Maritime National Historic Landmark District. Extensive market research was previously conducted which determined this brand and model closely resembles the original fixtures, can withstand the marine environment, improves energy efficiency, and meets dark skies requirements. No additional research is needed as this procurement is a follow-on project to replace the remaining 10 fixtures under solicitation 140P8623Q0050.

2) BRAND NAME description to meet the Park’s needs:

Penn Globe drawing #677-15373F36 is an exact match the lights that were installed in 2020, the purchase and installation of theses lights is a follow-on project to finish replacing worn out light fixatures in a historic area.

The Penn Globe drawing #677-15373F36 was originally chosen because it closely resembles the light fixtures that were originally installed it the historic district. To deviate from the current model would create a lack of consistency that would diminish the historic landscape and degrade the view scape which is unacceptable under the guidelines established in The Secretary of the Interiors Standards for Treatment of Historic Properties.

The minimal needs of the Government are an exact match per the judgement of the historical architects to the features, color, design characteristic and functionality of the Penn Globe, drawing #677-15373F36, thereby maintaining the historical appearance of the historic district.

3) Market Research conducted (efforts to obtain other light fixatures) or state reason for not conducting market research:

During the 2020 initial procurement extensive market research was conducted to determine which brand and fixature model would closely resemble the original fixatures, stand up to the harsh marine environment, improve the parks energy efficiency, and meet NPS’s Dark Skies design requirements. Penn Globe’s drawing #677-15373F36 was selected at that time.

No additional market research was conducted for this follow-on procurement.
