About this file
This document is a Service Agreement for Firm Transportation Service between Florida Gas Transmission Company, LLC and the State of Florida, Department of Management Services. The agreement, designated as Contract No. 5626 with Amendment No. 3, establishes a transportation service for natural gas from February 28, 2024, through February 28, 2035. The contract defines the Maximum Daily Transportation Quantity (MDTQ) across three zones: Zone 1 with MOPS-Refugio FGT, Zone 2 with NGPL Vermilion, and Zone 3 with Transco/Citronelle FGT Capacity. The total MDTQ varies seasonally, ranging from 75 MMBtu in May-September and October to 300 MMBtu in November-March.
The agreement specifies that the shipper (State of Florida) will pay the transporter (Florida Gas Transmission Company) according to the rates established in the Rate Schedule FTS-1 as filed with the Federal Energy Regulatory Commission (FERC). The contract includes provisions for fuel reimbursement, delivery point pressures, and potential service modifications. The shipper has rights to request changes in primary receipt and delivery points, subject to the transporter's market division rules. The agreement supersedes a previous service agreement dated February 1, 1997, and allows for potential extensions or modifications based on market conditions and regulatory changes.
