About this file

This Labor Law Addendum is an agreement between the County of Orange and an unnamed Vendor, modifying an existing Agreement for Vendor Services. The document details comprehensive labor law compliance requirements under New York State Labor Law, specifically Article 8, which governs worker protections, wage standards, and employment practices for public works projects. Key provisions include restrictions on work hours (no more than 8 hours per day or 5 days per week), requirements for prevailing wage rates, mandatory posting of wage information, non-discrimination in hiring, and safety certification requirements.

The addendum includes specific labor standards such as requiring vendors and subcontractors to pay prevailing wage rates set by the New York State Department of Labor, maintain detailed payroll records, and provide written notifications to workers about their wage rates and rights. For contracts exceeding $250,000, all laborers and mechanics must complete a 10-hour construction safety course. The document also mandates non-discrimination in hiring, with potential financial penalties for violations, and requires consideration of the vendor's financial capacity, performance history, and commitment to minority business engagement. If the contract value is over $500,000, vendors must participate in approved apprenticeship training programs with demonstrated efforts to attract minority apprentices.
