Question and Answer Form Attachment L-1 N6134023R0068

Attachment L-1 Question Number

Subject (title) Question Question Reference (SOW, L&M, Page #s, etc.) Answers/Comments

1 Technician Nationality Is there a nationality restriction or requirement for technicians performing work on installations? The only requirement indicated in the PWS is the ability to read, write, speak and understand English. If they qualify for base access, is this sufficient?

PWS Para 3.4.4

See Attachment 1, Addendum A Paragraph 3.4.3. Contractor personnel will be required to meet requirements that make them eligible for a CAC. See OPM Memorandum Final Credentials Standards for Issuing Personal Identification Verification Cards under HSPD-12. If they qualify for base access, and are issued a US CAC they will be able to perform on installations.

Scope of Work for Mobile Trainers

Is the SOW for the mobile trainers just maintenance of the training effect (fire, smoke, maze, etc.) or are we also including the trailer (wheels, tires, brakes…) and prime movers?

PWS Para 1 The Contractor will be responsible for all maintenance. Yes, the Semi Truck tractor is included.

3 Shipping Charges Where are shipping charges for parts captured? RFP CDRL A007 has a cell for capturing shipping costs.

4 CPR Training Do technicians need to complete CPR training? PWS Para 4.1 Per PWS PARA 4.1 requires all technicians to be CPR qualified

5 Site Visits Will you provide guidance on the number of visits per site per year for maintenance and training (excluding repairs/upgrades)?

PWS Para 1 Government requirements will dictate the number of visits per site for maintenance.

A schedule will be worked out with all the CORS but will be subject to change as the needs of the Government changes.

6 Site Visits Will the awarded contractor conduct an assessment visit for each site to baseline trainer condition? If no, will you provide previous maintenance reports?

PWS Para 1

No, you can assess each trainer as you visit the site for the initial visit. Redacted CDRLs have been provided supporting the maintenance that has been performed for a twelve-month period. Any issues identified may be addressed during performance using the established hourly rates, along with the COST travel and material CLINs.

7 Site Visits Is the awarded contractor developing their own site visit schedule (for COR approval) or will the government provide a schedule?

PWS

Every attempt is made to develop a schedule, however, the schedule is subject to change as the needs of the Government change.

8 Incumbent Who is the incumbent contractor? Contract N61340-19-D-0002 with Kirila Fire Training JV, LLV (Cage: 83J32)

9 Past Performance Can work conducted by a branch office (OCONUS), qualify for previous experience even if they have a different CAGE/DUNS in SAM?

RFP Section L

No, Per Section L, Paragraph 1.1, work must have been performed under the CAGE/DUNS of the proposing Prime, Joint Venture, or Joint Venture team Member.

The Government will not evaluate past performance of proposed subcontractors, predecessor companies, key personnel (to include partnership owners), corporate parents, corporate affiliates, corporate subsidiaries, and corporate divisions.

10 Price Volume Will the PEW provided by the Government show how to calculate the composite labor rate? Section L, Attachment L-4

No, the Government does not dictate how the offerors shall develop the composite, escalated rates. The composite rates will be unique to each offeror. However, the rate is the sole rate that shall be paid on hourly basis throughout the contract and, therefore, should encompass any labor or management appropriate to facilitate performance in accordance with the PWS.

11 Preventative Maintenance In technical, does the requirement included annual or scheduled [preventative] maintenance of each training unit, or only unscheduled on-call maintenance (repair when called)?

Addendum A section 4, paragraph 4.6 pg. 5 The requirement requires all annual and Preventative maintenance for each training device to be completed as well as any unscheduled on-call maintenance.

Government estimated hours, along with travel account for this in the overarching estimate.

12 Attachment 4 Travel Service Authorization Form

Please confirm if the request or authorization occurs simultaneously? Attachment 4 This is a two-step process. The COR and Contractor engage in requirements, what's needed and potential schedules. The contractor completes the Attachment 4 and submits to COR. COR will review and submit to the task order manager for approval.

Additional approvals are required if other than economy flights are requested.

Therefore, this is a multi-step process, but will be efficiently executed, so this should not be a schedule driver.

Question and Answer Form Attachment L-1 N6134023R0068

13 Pinpoint Citations Are Service Life Extension Programs generally considered Depot Level Maintenance? Service Life Extension Programs (SLEPs) may be considered Depot Level Repairs under PWS Para 4.6.2.; however, Offerors are responsible for providing sufficient information to allow evaluators to make a relevancy determination. Section L, Part B Paragraph 1.1 states that “[w]ithin this volume the offeror shall include copies of:

the latest conformed Contract and the Performance Work Statement, Statement of Work, or other scope documentation required to make a relevancy determination.”

IAW Section L, Part B Paragraph 1.2 “Offerors are required to cite specific pinpointed page numbers and paragraphs within the substantiating documentation (conformed contract, PWS, etc.) so the Government may perform a comparison of the past performance contract’s product or service similarities to the instant solicitation’s work. While its entirely incumbent upon the contractor to validate that substantiating documents support scope, magnitiude, and complexity, some examples of documentation that may assist in this are things such as: subcontractor agreements or other agreements documenting what part of work was performed by offeror, CPARs or invoices that specifically support the detail of level of work performed, supporting appendices (this would be supporting the relevancy of scope magnitude or complexity), device descriptions, Government statement validating requirements, Price Breakout Worksheets, etc. If an Attachment L-3 element is not filled out completely with a description and SOW/PWS pin point references, or is marked N/A, then evaluators will assess that the contract reference did not demonstrate similarity in that element of the relevancy evaluation.”
