The NQT is a .NET CORE v6.x web application with a React/Redux front-end that communicates with a middle tier and database components. It is designed for internationalization and deployment on Microsoft IIS and SQL Server. This solicitation is for two contracts to establish a team of contractors to carry out NAEP Data Collection tasks, including the NAEP Support & Service Center and Data Collection. The anticipated award date is November 2024 with a base period of 12 months and four 12-month option years. NQT Application Descriptive Overview The NQT application is a dot net CORE v6.x application. It is designed as a SPA (single page) application, utilizing the REACT/REDUX development framework for rendering the front end. The front end communicates to a compiled middle tier layer by requesting and receiving serialized data objects using JSON. The middle tier in turn makes lower-level requests of various data components such as the “orchestrator” – a collection of routines that compute raw statistics from the NAEP data store, and makes calls to the database server for meta data such as control text.

The NQT is designed for internationalization should it be requested – all controls and language text on screen is derived from the database and can support multiple languages.

The middle tier and lower components are written as dot net framework 4.x components. Some low-level components are shared among all the tools deployed on nationsreportcard.gov, and therefore are compiled to work with the lowest common deployment platform currently released.

The NQT application is designed to be deployed on a Microsoft IIS platform and requires Microsoft SQL Server 2017 or higher for database support.

All back-end code is written in the C# programming language, and the front end uses a mix of typed and untyped Javascript.

The first diagram describes the general deployment of the components of NQT and how they exist on production NCES equipment for the current nationsreportcard.gov, and the second diagram outlines the interface flow of the application from a user perspective.
