EXECUTIVE SUMMARY
Powers Engineering and Inspection, Inc. was contracted by Weston Solutions, Inc. to provide an API 653 Inspection for Tank JAA at the Dobbins AFB in Marietta, GA.
The 25-ft dia. x 24-ft high, cone roof tank with an internal double deck pontoon floating roof was constructed in 1954 by NSI in accordance with API 12C 11th. A new cone down, 5/16-in thick double bottom was installed in 2002. The tank originally was an external floating roof tank and was converted to an internal floating roof. The tank was previously in Jet A product service.
The report and executive summary are based on field inspection and evaluation in accordance with the API 653 Standard. Before the tank is returned to service all the requirements of API 650 and 653 should be met.
In addition, according to API 653 6.3.1.1, routine inspections (in addition to formal API 653 inspections) using close visual inspection should be performed to determine the external condition of the tank on a periodic basis. If any leak paths or other adverse conditions are identified it should be documented and the authorized inspector notified.
Inspection Methods Employed Results
1 Identify any current leak paths resulting from corrosion (internal or external).
API 653 Appendix G MFL bottom corrosion survey.
100% Visual Inspection (VT) of shell, annular plate, corner weld and all bottom welds for defects, cracks or corrosion.
Digital Camera Documentation.
1.1 The 5/16-in double bottom was installed approximately 8-in above the old bottom in 2002. The tank bottom was inspected for soil-side corrosion utilizing the MFE 2412 Mark II scanner.
1.2 There were no significant findings of magnetic flux leakage detected during the floor scan and proved up with a UT scrub confirmed these findings. No corrective action is required.
1.3 100% visual inspection of the tank bottom was performed. No product-side pitting was identified
1.4 All areas inaccessible by the scanner were 100% UT
scrubbed. No indication of soil-side corrosion was identified.
1.5 The period-to-next formal API 653 Internal Inspection, utilizing the MRT method described in API 653 4th Edition may be extended to a maximum of 20 years per corrosion rate calculations. (However, more stringent governing regulatory intervals of inspection may supersede this interval).
2 Identify any risk areas for future leak path development.
Utilize Ultrasonic Testing (UT) to find areas of potential thinning or corrosion loss from internal corrosion.
Documentation of any brittle fracture concerns including nozzle weld spacing.
2.1 Several external components on the external tank which
includes the roof drain line and the external anti-rotation piping on the shell are currently unused. Consider removing these components.
2.2 The tank is equipped with tell-tales along the interstitial space between the new and old bottom.
2.3 The 2-in nozzle on the external shell is currently threaded.
Consider seal-welding this component.
2.4 The 30x1/2-in deep sump was inspected visually and UT
scanned along equally spaced sections along the circumference with an average wall thickness of 0.500-in.
2.5 UT readings were taken along each bottom plate (8 readings per plate) with an average bottom plate UT reading of 0.310 inches.
2.6 UT readings were taken along each the shell from the spiral stairway. Readings were approximately nominal with no significant metal loss identified. (See NDE report).
2.7 Currently, there are no repads installed on the shell
appurtenances, but the two 36-in manways are equipped with 0.375-in thickened inserts.
2.8 The 2: 6-in eternal shell nozzles connection appear to have a carbon steel to stainless steel. The dissimilar materials at the faying surface may cause galvanic corrosion. Consider installing a sealant at the faying surfaces to help prevent moisture intrusion.
2.9 The pressure relief valve is currently mounted in a horizontal position. Most pressure relief valves are designed to be installed
BENICIA, CA 94510
Page 3 of 12 Date Printed: 2/19/15 2:01 PM vertically for optimal performance and adequate drainage after a relief event. Consider modifying the pressure relief valve to a vertical orientation.
2.10 The external pipe support to foundation mounting for the 6-in nozzle appears to be broken. Consider repairing the pipe support.
3 Settlement Survey of the shell base for settlement.
Survey of the bottom for settlement.
3.1 The maximum out-of-plane settlement was measured at
approximately 0.75-in, which is within acceptable limits of API 653 Appendix B calculations for differential settlement. See survey results.
3.2 No significant edge settlement was identified.
3.3 The shell was inspected for verticality and distortion. No significant distortion was identified.
3.4 The tank bottom was measured approximately 1-in cone
down.
3.5 The seismic loads were calculated utilizing the latest PI 650 Appendix E (ASCE 7/IBC 2009 methods). The risk of damage from a seismic event is minimal for all fill heights.
4 Venting VT of existing roof vents. 4.1 The tank is equipped with 2: 4-in vent on the internal floating roof.
5 Access Structure
VT of existing access structure.
5.1 The tank is equipped with a spiral stairway and a rolling ladder to access the internal floating roof. The current spiral stairway is non OSHA compliant. The handrail height is 26-in.
Approximately at the midway point of the spiral stairway, external piping penetrates and goes through the steps. The piping could potentially be a safety concern as it is in direct passage of the stairway. Consider installing OSHA compliant spiral stairway.
5.2 Access to the internal floating roof is via a rolling ladder.
6 Roof VT of existing roof. 6.1 The tank was converted from an external floating roof to an internal floating roof. An extension was added to the shell along with a cap on the roof.
7 Floating Roof VT of existing floating roof. 7.1 The tank originally was built with an external floating roof, but was modified to an internal floating roof. An extension was installed on the shell along with a roof.
7.2 The floating roof seals were removed during the time of the inspection. Before the tank is placed back in service, the floating roof seals and penetration gaskets should be replaced.
7.3 The floating roof is supported by 3: 3-in roof legs with 4in sleeves. The lower leg is measured at 42-in and the upper sleeve at 32-in. The roof legs sit on 28-in diameter repads.
7.4 The floating roof is equipped with 7: 24-in pontoon hatches.
All the pontoons were visually inspected. No seeps or repairs were noted.
7.5 The rim spacing were measured approximately between 7.5-
in to 8.75-in.
7.6 Monitor the floating roof to ensure no water infiltrates through the roof onto the floating roof.
8 Tank gauging overfill protection
VT of existing systems.
Is a clay valve present?
Is the preferred gauging system present?
8.1 The tank level gauge is Varec level gauge with a float system.
8.2 An 8-in diameter partially slotted gauge pole hatch is utilized for manually gauging the tank. The gauge pole is equipped with bottom connection angles which restrain vertical and horizontal movement. The support is attached to 16-in seal-welded repads.
9 Coatings VT of existing coatings 9.1 The overall status of the tank coatings are generally in good condition. Minor coating failures were identified on the external tank and access structures.

ACTION OR CRITICAL ITEMS
REQUIRED REPAIRS PRIOR TO RETURN TO SERVICE
(MANDATORY)
Listed below are critical findings noted during the inspection that would prevent Tank JAA from returning to service.
1. (finding) The external floating roof primary and secondary seals were removed before the inspector’s arrival. In addition, the penetration gaskets should be removed and replaced.
CONSIDERATIONS OR RECOMMENDED REPAIRS
RECOMMENDED REPAIRS PRIOR TO RETURN FOR SERVICE
(NON-MANDATORY/NEAR FUTURE)
2. (finding) The current spiral stairway has a rail height of approximately 26-in at the halfway point and non-compliant steps. The stairway has a piping penetrating through the steps at the halfway point. This piping could potentially be a safety issue as it is in the direct passage of the stairway. Consider installing an OSHA approved spiral access stairway.
3. (finding) Consider installing repads on the spiral stairway.
4. (finding) Several components, including an old anti-rotation piping on the external shell and roof drain line on the floating roof are currently unused. Consider removing these components during this out-of-service period.
5. (finding) The 2: 6-in external shell nozzles appear to have a connection with dissimilar materials. The difference in materials has a possibility of causing galvanic corrosion.
Consider installing a sealant at the faying surfaces to help prevent intrusion of moisture.
6. (finding) The pressure relief valve is currently in a horizontal position. Consider modifying to a vertical orientation for proper performance and adequate drainage after a relief event.
7. (finding) The external pipe support to foundation mounting appears to be broken. Consider repairing the pipe support.
