Davis-Bacon Wage Rates Summary
This is a Davis-Bacon Wage Rates attachment document for the City of Petersburg, Virginia, acting on behalf of Dinwiddie County, in connection with Invitation for Bid 114970 for Wilcox Lake Dam Overtopping Protection. The project requires installation of HydroTurf overtopping protection on approximately 27,500 square feet of the downstream face of Wilcox Lake Dam at Petersburg Legends Park. The scope encompasses site preparation with erosion and sediment control, demolition and excavation, installation of geomembrane systems by certified installers, PVC drainage pipe installation, placement of approximately 1,000 tons of stone drainage layer and 150 tons of Class I riprap, installation of 40 linear feet of chain link fencing, and construction of concrete anchor trenches and retaining walls. Sealed bids are due by 2:30 p.m. on April 7, 2026, with public bid opening on April 8, 2026. No mandatory site visit is required, though contractor familiarization is encouraged. Written questions must be submitted by March 30, 2026, at 12:00 p.m. Construction is scheduled for 180 consecutive calendar days from Notice to Proceed, with work permitted Monday through Friday from 7 a.m. to 7 p.m. Contract award is anticipated within 60 days of bid opening.
The contract will be awarded on a lump sum basis to the lowest responsive, responsible bidder. Contractors must comply with Davis-Bacon prevailing wage requirements, which are specified in this attachment document. Bidders must provide a bid bond of at least 5 percent of the bid amount and furnish Standard Performance and Labor and Material Payment Bonds each equal to 100 percent of the contract price. Liquidated damages for schedule delays are assessed at $300 daily for contracts exceeding $1,000,000, and the project scope suggests a contract value substantially exceeding this threshold. All labor, materials, equipment, and costs necessary for project completion must be included in the lump sum bid price. Contractors are responsible for obtaining all required City of Petersburg permits, including Land Disturbance and Building/Construction permits, with permit costs included in the bid. No set-asides or restrictions limiting bidder eligibility to specific enterprise classes are identified in the solicitation materials.
