The project includes site preparation with erosion and sediment control, demolition and excavation, installation of HydroTurf CS units by Watershed Geosynthetics with certified installers, installation of perforated and solid PVC drainage pipes with cleanouts, placement of approximately 1,000 tons of stone drainage layer and 150 tons of Class I riprap, installation of 40 linear feet of chain link fencing, and construction of concrete anchor trenches and retaining walls. Sealed bids are due by 2:30 p.m. on April 7, 2026, with public bid opening scheduled for 2:30 p.m. on April 8, 2026. Written questions must be submitted by March 30, 2026, at 12:00 p.m. No mandatory site visit is required, though contractor site familiarization is encouraged. Construction is permitted Monday through Friday from 7 a.m. to 7 p.m. for 180 consecutive calendar days from the Notice to Proceed, with contract award anticipated within 60 days of bid opening.
The contract will be awarded to the lowest responsive, responsible bidder on a lump sum basis, with a contract value anticipated to exceed $1,000,000 based on bonding requirements. Bidders must provide a bid bond of at least 5 percent of the bid amount and, upon award, furnish Standard Performance and Standard Labor and Material Payment Bonds each equal to 100 percent of the contract price. Contractors must comply with Davis Bacon prevailing wage requirements, 2020 VDOT Road and Bridge Specifications, Virginia Stormwater Management regulations, and OSHA requirements. Liquidated damages for schedule delays are assessed daily at $300. Contractors are responsible for obtaining all required City of Petersburg permits, including Land Disturbance and Building/Construction permits, with permit costs included in the bid price. No set-aside designations or restrictions limiting bidder eligibility are specified, and no incumbent vendors or current contractors are identified in the solicitation materials. Electronic submissions are permitted through Virginia's eVA portal, and a mandatory pre-construction meeting is required prior to work commencement.
