About this file

This solicitation requests corrugated acid-free, lignin-free storage boxes to house books at the Library of Congress' off-site storage facility. Offerors must provide boxes in sizes A through E, as defined in the attachments, with attached lids, handles, and color-coded markings. Boxes must be designed for maximum internal space and ease of book insertion while withstanding the specified maximum weight limits. Offers are due by January 22, 2024. The Library of Congress seeks a single-award IDIQ contract to meet its long-term storage needs.

FORT MEADE BOXES

REQUIREMENTS

DESIGN AND CONSTRUCTTION

(2018)/bh

1. Manufactured Box Size:

The manufactured boxes must not exceed the outer dimensions specified for each size in Table 3 - Outer Dimensions of Box Sizes A through E, High and Low, while remaining within the allowed tolerance. The small tolerance allowance of plus or minus allows only for the box to be smaller.

2. Box Design (see drawing)

The boxes must:

- Have the initials LC cut into the front, not top, of the lid by perforations, which are large enough to allow air passage. If necessary, the holes should be punched through multiple layers to ensure air passage. The letters should be 2 inches high. The front of the box is the long, opening side of the box.

- Take up as little space as possible

- Provide the maximum amount of internal space as possible

- Have a level surface on the inside of the bottom of the box

- Must slide easily on and off shelves with no resistance from design or board

- Direction of flutes should make the strongest box

- Support the weight of the books stored in each box without failing during usage. The box should be designed to maintain its usefulness for long-term storage. The weight of the books will increase as the books increase in size. See Table 3 Maximum Weight of Books in Each Size --- B--e--easy to assemble by one person without additional tools and equipment

- Provide ease of book insertion and retrieval. The design should have sides, which are low enough for book retrievers to be able to easily read the bar code label adhered to the cover of the book.

- The front wall of the box should not be higher than 3" for A through C and 4" for D and E

- Provide enough blank space on short sides of box for a label, which is 4" High and 3" Wide on either the attached lid or the box base, never on the unattached lid.

- Be the most cost effective box as possible without sacrificing strength and functionality.

- Box design has to match exactly what is currently being used at the Library of Congress.

Vendor must comply with the outer and inner dimensions of the boxes, when folded, as listed in section Table 2 for all box sizes. Manufactured and folded boxes must not exceed the outer dimensions specified in section Table 2.. Images below:

3. Lid Design A through E sizes: attached lid

- Lids should add as little width and height to the box as possible because structurally they do not support the books. The ideal would be a maximum of one .board thickness extra on top and two on the sides. A maximum of two board widths would be considered if the design proves efficient for board use and space occupation.

- Lids must rest in place and stay level. If the lid is not level, it is likely to catch on the upper shelf as the box is pulled off the shelf, leading to breakdown of the box.

- Overlapping sides of the lid must not scrape hand knuckles when grasping the handle.

- Sides of the lid must not protrude or project in such a way that the edges catch on adjacent boxes during shelving and retrieval

- The lids should not impede the work of the book packers or retrievers

4. Handles Handles must be the most cost effective choice which meet the strength requirements to pull filled boxes of each box size (see Table 3 Maximum Weight of Books in Each Size) without deforming, pulling through, or wearing down by fatigue through continued use.

Preferably made of flexible heavy duty plastic. See image below.

5. Marking Each size will follow a pre-existing marking pattern already used by LoC in order to identity boxes dimensions when flat, as follows:

A Low NONE A High BLACK B Low BLUE B High DARK GREEN C Low PURPLE C High WHITE D Low BROWN D High LIGHT GREEN E Low YELLOW E High PINK
