About this file
This document contains questions and answers regarding solicitation number 030ADV24R0011 from the Library of Congress seeking corrugated acid-free, lignin-free storage boxes. The Library of Congress requires contractor support to provide corrugated storage boxes to store books in an off-site, environmentally controlled storage facility. The boxes must match the Library's existing design and folding process exactly as specified in Appendix II. Pricing is firm fixed for each year of the five-year contract term as proposed by offerors, with no entitlement to future price escalations. Physical box samples must be submitted with proposals. Offers are due by January 22, 2024 at 5:00 PM Eastern Time. The Library provided historical order quantities but noted these are not guaranteed minimums.

Q&A – 030ADV24R0011
Question 1: May we ask for historical reference on quantities, if not prognostication of yearly values?
Answer 1: See below table. Please note that these quantities are historical quantities and should
NOT be taken to indicate future promised order quantities. This is not a guarantee. The Library is under absolutely no legal obligation to purchase any items other than the one-time minimum guaranteed purchase established under the IDIQ. Pricing shall not be predicated on the quantities in the chart below, as it is an estimate only, and is absolutely not a guarantee of any quantities to be purchased.

Question 2: When receiving pallets of 250 boxes or less, can you tell the maximum number pallets preferred at one time?
Answer 2: No more than 50 pallets for per shipment.
Question 3: Is there any requirement that the handles be shipped with each pallet of boxes?
Answer 3: Handles may be shipped in a separate box on a separate pallet if necessary.
Question 4: We saw that you want the pallets shipped with the boxes shipped flat on the pallets with 250 boxes per pallet. We did not see the expected yearly quantity per size.
Answer 4: See the answer to question 1, above.
Question 5: Will the contractor be required to place to colored marking on each box prior to the assembly/set up at LOC? If so, have you specified the nature of the marking?
Answer 5: Yes, color marking is required. Yes, please refer to Appendix II “5. Marking” page #4 in the SOW. Adhesive must be archival in nature as stated in Appendix I 2.12, “The adhesive must not soften or run. The adhesive must not cause the stock to become transparent or alter the color of the stock. The adhesive must not yellow, discolor, or fail (causing delamination) over time. The adhesive should not contain sulfur, iron, copper, or other ingredients that may be detrimental to photographic materials. The adhesive should not contain or generate oxidants.
Pressure-sensitive or rubber-based adhesives are not acceptable. The adhesive must not extend beyond the joined area.”
Question 6: Will you be able to provide a picture or two of assembled boxes from a couple angles?
Answer 6: Yes, see below. The current boxes are imprinted with the LC color scheme.
Question 7: You've indicated that the boxes should be exactly as the ones most recently produced. Will LOC entertain an improvement in design?
Answer 7: No.
Question 8: C.3.4 of the RFQ states that the design must match what is currently being used exactly. I will ensure that all inside and outside dimensions when folded will meet the requirements outlined. However, without having a physical copy of what is currently being used or a drawings with dimensions, the fold may not be identical. Is this okay that the folding process/instructions may not be the same as long as folded inner and outer dimensions are the same? If not are we able to get a physical copy of the current boxes or dimensions on a drawing?
Answer 8: The LOC cannot provide physical versions of the boxes. The dimensions are outlined in the solicitation. The folding box design in Appendix II must remain the same.
Question 9: To support the most accurate pricing are you able to provide a range if not the exact expected quantities?
Answer 9: See above response to Offeror 1.
Question 10: The contract is to be quote for 5 years. Is the government's expectation to keep the same unit pricing for the five years or will contractors be entitled to material escalations throughout the 5-year contract?
Answer 10: The awardee will not be entitled to price escalations once the contract is signed. Any and all pricing escalations between years must be agreed upon before both parties sign the contract. Offerors must submit firm fixed prices for each year of the contract. These prices may escalate throughout the five-year contract term (e.g., $1 for the first year, $2 for the second, etc.)
but firm fixed prices for each year and each item must be proposed by each Offeror in their proposal and are not subject to future changes. The Contractor is responsible for proposing prices
(with or without escalation) through the end of the 5-year contract.
Question 11: Will shipping be reimbursed?
Answer 11: No. Shipping, handling, materials, and all other overhead costs (material, labor, etc.)
shall be built into the per-unit price.
Question 12: Are physical samples truly required to be sent in for testing?
Answer 12: Yes, in accordance with the solicitation, physical box samples shall be submitted or your proposal shall be determined non-responsive.
