SECTION C - DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

FORT MEADE BOXES

STATEMENT OF WORK

C.1. BACKGROUND

The Library of Congress (LC) is the nation's repository for vast amounts of material, in various media from all over the world. This accumulation of material has caused a storage shortfall. To alleviate this growing problem, LC stores books in an environmentally controlled, high density, off-site storage facility. The goal of this project is to provide the boxes and corrugated board that will last decades to protect the Library’s books in an environmentally controlled storage facility.

The Library intends to purchase corrugated acid-free, lignin-free containers (henceforth known as Fort Meade Boxes) described below in Section C.3 - Contractor Requirements.

C.2. SCOPE

The Collections Management Division (CMD) requires the fabrication and timely delivery of lidded boxes manufactured of acid free /lignin free Corrugated B-Flute board which will hold approximately 18 inches of upright books for long term storage. The books to be boxed are from collections still in use; therefore, the storage boxes will be in active use for retrieving and returning books. The boxes will be stored, one high, on shelves and will not be stacked when loaded.

C.3. CONTRACTOR REQUIREMENTS

The contractor is required to provide boxes to be used for the storage of books, in varying dimensions, constructed of single wall B-flute corrugated board, with handles, as described below. All boxes will be constructed with attached lids and will have handles. The number and sizes of boxes to be provided will be stipulated on individual Task Orders throughout the life of the contract.

C.3.1 The boxes must be COLOR TAN, MANILLA or BUFF manufactured using acid-free, lignin-free, buffered corrugated board that meets all of the chemical, physical, and performance requirements listed in Library of Congress Specification 600-612 – 16 Specifications for Single wall B-Flute Corrugated Board for Protective Enclosures. A copy of the specification is attached as Attachment J1. The specification is also available to the public in full text at:

http://www.loc.gov/preservation/resources/specifications/index.html. In the event of a conflict between Attachment J1 and the public version of the specification, Attachment J1 shall control.

C.3.2 After being folded, each box shall be fitted with a handle inserted into the short end of the box to pull the filled box off the shelf onto an adjacent platform. Handles must not break when submitted to cold temperatures (50 °F / 30% relative humidity). The handle must be able to support the tension to move one box fully loaded according to the weight capacity listed in Attachment J2. The handles shall not deform, pull-through, or wear down by fatigue through continued use. Handles specification are detailed in Attachment J2.

C.3.3 Boxes must be delivered flat on pallets, without curling, bending, crushing or other damage, which will interfere with the performance of the box. Boxes must be made with the highest skill, ensuring clean scored lines which fold properly and easily without buckling or requiring re-scoring. The boxes must have square corners and rest flat without rocking after assembly. The lids must rest level in place so as not to catch on the underside of the upper shelf. Exterior surfaces shall be smooth and free of protrusive elements so that nothing catches or complicates retrieval off and onto the shelf.

C.3.4 The box design must match exactly what is currently being used at the Library of Congress. The vendor must comply with the outer and inner dimensions of the boxes, when folded, as described in Attachment J2 Table 1.

Manufactured flat and folded boxes must not exceed the outer dimensions stipulated in Attachment J2 Table 2.

C.3.5 The contractor shall provide boxes for this contract manufactured according to the dimensions shown in the table below for 10 (ten) different sizes. Sizes A through E are designed to be provided in two different heights, designated as H for the highest size and L for the lowest size.

C.3.6 – Design expertise services: The contractor shall be responsible for the overall design and performance of the boxes to meet the needs and specifications required and outlined by LOC. LoC must have direct access to the designers if needed. The contractor shall:

- devote highly specialized individual attention to meet the contract requirements as well as manufacturing small and large quantities of boxes.

- assign personnel to work with the Library of Congress staff throughout the entire project to resolve any inconsistencies, as needed.

- provide advanced box industry expertise in developing a box to meet LoC needs and to devise the most appropriate box for the recommended need, keeping in mind the weight of the filled container, final center of gravity, ease of handling, ease for the future user of the box as well as the assembler and long-term use of the box.

- provide expertise in designing the handle connection to the box to prevent failure of the connection over time and prevent damage to box and/or books stored within boxes.

- provide expertise in recommending the handle including composition, longevity projection and the strength of handles for maximum weight load of each box (See Appendix II – tables 1, 2 and 3.

- provide CAD generated designs of the boxes on paper and for the final design, on computer discs / electronic format.

- complete project and deliver boxes within the specified period
