About this file
This is a Contractor Security Confidentiality and Non-Disclosure (CND) Agreement form issued by the California Department of Justice (DOJ) that contractors must complete and sign before accessing DOJ systems and information. The agreement establishes mandatory security protocols and confidentiality requirements for any person, company, vendor, or organization undertaking work for the DOJ, including access to sensitive law enforcement databases and information systems such as the California Law Enforcement Telecommunications System (CLETS), California Justice Information Systems (CJIS), and Law Enforcement Agency (LEA) systems. All contractors and sub-contractors must undergo background checks as a condition of initial or continued contractual engagement, with access granted only when authorized by DOJ management to fulfill specific contractual requirements.
The agreement imposes strict obligations on contractors regarding data protection, system security, and information handling. Contractors are prohibited from modifying, deleting, or destroying DOJ data; disclosing system access information; sharing network passwords; or removing work-related materials from DOJ facilities without written authorization. All contractors must use DOJ-owned or encrypted devices with anti-virus software when accessing sensitive information including Personally Identifiable Information (PII), HIPAA data, or criminal history records, and must maintain devices in locked or secure storage when unattended. Documents must be stored exclusively on DOJ-approved systems or secure physical locations, with cloud storage services, USB drives, and file-sharing platforms strictly prohibited. Contractors must immediately report security incidents and data breaches to the DOJ Information Security Office (ISO) and Network Information Security Unit (NISU), and upon contract conclusion, must return all equipment, materials, and documents within two working days or provide proof of destruction. Non-compliance may result in contract termination and civil or criminal action.

I recognize that criminal history record information and related data, by its very nature, is sensitive and has potential for great harm if misused. I acknowledge that access to criminal history record information and related data is therefore limited to the purpose(s) for which a government agency has entered in to the contract incorporating the Security Addendum. I understand that misuse of the system by, among other things: accessing it without authorization, accessing it by exceeding authorization, accessing it for an improper purpose, using, disseminating, or re-disseminating information received as a result of this contract for a purpose other than that envisioned by the contract, may subject me to administrative and criminal penalties. I understand that accessing the system for an appropriate purpose and then using, disseminating or re-disseminating the information received for another purpose other than execution of the contract also constitutes misuse. I further understand that the occurrence of misuse does not depend upon whether or not I receive additional compensation for such authorized activity.
