18343 Guidelines on VMS Messaging during Non‐Recurring Events
12/31/2018 6/30/2021 Firm Fixed
Non‐recurring events represent a change in the normal operation of the transportation system and temporarily reduce the roadway capacity and reliability such that travelers experience unexpected and often significant delays. These events may be related to traffic crashes or incidents, inclement weather, construction, or planned and unplanned special events. These events slow the flow of traffic and may present a dangerous situation for travelers. It is during these unexpected and temporary events that traveler information is most needed. Specifically, it is vital that information communicated to travelers effectively promotes desired changes in traveler behavior to improve safety and the flow of the transportation system during these nonrecurring events.
Overall, the objectives of this project will be to:
• Conduct a series of mini‐studies aimed at filling gaps in knowledge pertaining to VMS during non‐recurring events.
• Conduct a verification study to confirm the effects of messages on driver behavior
• Use the results of the mini‐studies, verification study, and previous research to generate a guidelines document on VMS messages during non‐recurring events

18345 Smartphone‐Based Mid‐Block Pedestrian Crossing In Vehicle Warning ‐ Phase 2
9/13/2018 4/30/2020 Firm Fixed
The objective of this project is to assess the Smartphone‐Based Mid‐Block Pedestrian Crossing In‐ Vehicle Warning application capability in a real‐world environment. This effort shall help to understand the feasibility of smartphone/cellular‐based alerts at mid‐block crosswalks, including human factors considerations, by assessing performance under varying crosswalk conditions (e.g., roadway geometry, speed, pedestrian volumes, etc.) that are present in a real‐world environment, which was not tested in Phase 1. In addition, this project aims to prepare for future work, including identification of research needs and considerations for testing at a larger scale (e.g., in a university setting).
This project is focused on continued exploration of smartphone‐based capabilities that rely upon cellular data communications (as opposed to Bluetooth, Wi‐Fi, etc.) to relay pedestrian intent to back‐office infrastructure systems which in turn support the in‐vehicle component. While not intended as a substitute for field infrastructure in all scenarios, there is a desire to explore potential for safety enhancements where installation of equipment may not be feasible or warranted. The expectation in this project is that applications in vehicles and pedestrian mobile devices would utilize a cellular data connection as during Phase 1. However, field equipment may be utilized during the project for the purposes of data collection, measurement, etc.
The primary desired outcomes from this project include:
‐ Characterization (including quantitative measures such as compliance rates, and user acceptance, and supporting data/results) of the mid‐block pedestrian crosswalk application in differing realworld environments ‐ Identified considerations and needs for additional technical and non‐technical research (safety, architecture, scalability to multiple locations, responsibilities, etc.) which are sufficiently addressed to conduct further research testing in a larger scale environment (e.g., local agency or university), or identified and characterized sufficiently to enable further research to assess potential safety‐of‐life issues that may impact widespread deployment of similar applications ‐ Dissemination of findings to other related efforts (standards, other pedestrian projects, etc.) and developers/agencies considering pedestrian applications

18404 Feasibility of Cloud‐Based Real‐Time Traffic Signal Applications
9/24/2018 12/31/2020 Time & Material
The objective of this project is to characterize and assess the Real‐Time Traffic Signal data (primarily focused on Signal Phase and Timing but including other signal‐related data) currently being provided by VDOT through three related communications approaches (SPaT through DSRC broadcast at several intersections, VCC Cloud/Mobile App, and the SmarterRoads portal for the wider signal data covering the Northern Virginia traffic operations district). This project will use the resulting assessment to determine and document the feasibility (and extent) of supporting differing connectivity‐ based safety, mobility, and environmental applications that utilize real‐time traffic signal data from infrastructure. The results from this project should provide representative measures (accuracy, latency, reliability, etc.) quantifying the real time traffic signal data an agency is providing and showing what it can support (application potential). This information can support both agency (VDOT and others) and developer understanding of alternatives for decision‐making and investment planning. The measures, processes, and analysis approach should be developed and documented to enable, with tailoring, their potential use at other agencies beyond VDOT.
This project is focused on infrastructure‐based traffic signal data provided to vehiclesm devices (signal data coming from infrastructure systems that is intended for use by vehicle‐based or mobile device applications), and does not consider any data that may be sent from vehicles to infrastructure. Where data is provided via an Internet portal (SmarterRoads) or smartphone app (VCC Cloud/Mobile), the expectation is that applications in vehicles and mobile devices would access through a cellular data connection.
The primary desired outcomes from this project include:
