TECHNICAL SUPPORT FOR THE
SAXTON TRANSPORTATION OPERATIONS LABORATORY
Performance Work Statement (PWS) For:
Task Order 0001
Management, Operations, and Communications (MOC) support for the Saxton Transportation Operations Laboratory (Saxton Lab)
1.0 Task Order Overview
This is a services task order to provide Management, Operations, and Communications (MOC) support for the Saxton Transportation Operations Laboratory (herein referred to as either the Saxton Lab or STOL). All task order service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government as defined in this Performance Work Statement (PWS). The Contractor shall perform to the standards in this task order and in accordance with the IDIQ contract terms and conditions.
1.1 Background
The Office of Operations Research and Development (HRDO) performs transportation operations research and development (R&D) for the Federal Highway Administration. On-site R&D is conducted at the Saxton Lab, established at Turner-Fairbank Highway Research Center (TFHRC). Off-site R&D is also performed by Contractors at a variety of test tracks and research facilities. HRDO conducts transportation operations R&D based upon a national perspective of the transportation needs of the US. The Saxton Lab is comprised of office space with workstations for on-site research, a vehicle preparation garage, a network of connected road, traffic signal, and mobile sensing devices throughout the TFHRC grounds, a fleet of research vehicles, and connected systems at a variety of off-site test facilities, such as the Federal Law Enforcement Training Center in Cheltenham, MD. Collectively, these facilities provide an integrated environment that supports essential research, data collection, processing, and analyses, and the monitoring and control of field and mobile devices.
Saxton Lab resources are available for use by partners, consultants, faculty, and students supporting FHWA research projects, and other onsite or external researchers, to improve the consistency, quality, efficiency, transparency, and availability of research results and government deliverables.
The Saxton Lab provides FHWA researchers, other onsite researchers, and external customers with reliable, comprehensive, and accessible resources so that high-quality research can be conducted in a robust and cost-effective manner with close monitoring by FHWA staff and project managers. Operating and maintaining the Lab and all its associated resources is of critical importance to HRDO.
It is important that the results of work performed by HRDO and the Saxton Lab, including research data, be made available as broadly as possible to inform the public and private sectors of results and solutions. This will allow for the adoption of these results to improve the safety and operational efficiency of the Nation’s highway system and improve the mobility of people and goods and equitable access to transportation.
There is a need for an overarching Management, Operations, and Communications task order to enable the Contractor to ensure appropriate oversight and planning for individual task orders under the Indefinite Delivery, Indefinite Quantity (ID/IQ) Contract, to oversee the operations and maintenance of the laboratory facilities and equipment, and to manage a Communications, Outreach, and Marketing program in support of the Saxton Lab activities.
