EXECUTIVE SUMMARY

Powers Engineering and Inspection, Inc. was contracted by Weston Solutions to provide an API 653 Inspection for Tank 3 at the Creech Air Base in Indian Springs, NV.

The 18-ft dia. x 16-ft high was constructed in 1979 with a 0.250-in lap-welded bottom by Brown Tank and Steel. At the time of the inspection the tank was equipped with an external rafter, steel cone roof and an aluminum honeycomb floating roof. The tank was previously in JP-8 service and will be in Jet-A service after this out-of-service period.

The report and executive summary are based on field inspection and evaluation in accordance with the API 653 Standard. Before the tank is returned to service all the requirements of API 650 and 653 should be met.

Inspection Methods

Employed Results

1 Identify any current leak paths resulting from corrosion, internal or external.

API 653

Appendix G MFL (Magnetic Flux Leakage) bottom corrosion survey.

100% Visual Inspection (VT) of shell, annular plate, corner weld and all bottom welds for defects cracks or corrosion Digital Camera Documentation.

1.1 The 0.250-in bottom was inspected for soil side corrosion utilizing the MFE 2412 Mark II scanner.

1.2 Isolated areas of magnetic flux leakage were detected during the floor scan and were proved up with a UT scrub. All of these indications were from grinded down weld tear-outs with the exception of two areas of soil-side corrosion with a remaining thickness of 0.210-in and 0.190-in (see Bottom Layout Drawing). Next Inspection calculations have determined that if this corrosion is left unaddressed during this out-of-service period, these areas will not have corroded to 0.05-in or less. No corrective action is required.

1.3 100% visual inspection of the bottom was performed. No product-side pitting or weld defects were identified.

1.4 All areas inaccessible to the scanner were 100% UT scrubbed. No indication of soil-side corrosion was located.

1.5 The period-to-next formal API 653 Internal Inspection, utilizing the MRT method described in API 653 4th Edition may be extended to a maximum of 20 years per corrosion rate calculations if the bottom repairs are performed.

However, more stringent governing regulatory intervals of inspection may supersede this interval.

2 Identify any risk areas for future leak path development

Utilize Ultrasonic Testing (UT) to find areas of potential thinning or corrosion loss from internal corrosion.

Documentation of any brittle fracture concerns including nozzle weld spacing.

2.1 The external bottom extension-to-foundation caulking has several areas that have deteriorated. Consider replacing 100% of the bottom extension caulking.

2.2 A 2-in threaded plug is present beside the 36-in manway. If the component is no longer in use, remove the threaded plug and install a welded plug.

2.3 The sump was UT scanned along equally spaced sections along the circumference with an average wall thickness of 0.400-in.

2.4 The left-hand repad along the 24-in shell manway was installed without a tell-tale hole. Consider drilling a tell-tale hole in the repad.

2.5 The conduits along the tank shell are supported by uni-struts welded directly to the tank without the use of repads. No indication of preferred corrosion or other signs of a brittle fracture risk were identified. No corrective action is recommended.

2.6 The 4-in inlet nozzle has a non API 653 compliant thickened insert that was installed over a shell vertical weld. A slight inward distortion of the shell is present. Since the tank has been in operation at full fill height of 11-ft without an issue, no corrective action is required. Monitor this area for change.

2.7 The shell near the 6-in suction nozzle has a slight inward distortion. No signs of added stress were identified along adjacent shell and nozzle welds.

No corrective action is recommended. Monitor the condition for any change.

2.8 A pinhole is present on a shell horizontal weld at the intersection with a ladder support repad. Since the tank has been in service since 1979 with this condition at it’s full operating height, no corrective action is recommended.

BENICIA, CA 94510

Inspection Methods Employed

Results

Monitor the condition for any signs of change.

2.9 The rubber boot on the 4-in gauge pole on the cone roof is cracked and deteriorated. The component is going to be replaced during this out-of-service period.

2.10 Product is trapped under the striker plates for the floating roof legs along the bottom of the tank. Product is also present above some of the striker plates on the underside of the floating roof. The striker plates should be replaced with seal-welded repads or install Teflon tips on the bottom of the floating roof legs.

2.11 Metal to metal contact is possible between the internal piping components and their supports. Install U-bolts and Teflon pads between the piping and supports.

3 Settlement Survey of the shell base for settlement.

Survey of the bottom for settlement.

3.1 The maximum out-of-plane settlement was approximately 1.75-in, which is within acceptable limits of API 653 Appendix B calculations for differential settlement. See survey results. The original revision of this report had data points that did not fit well to the model curve. The results passed after shifting the actual data points on the x-axis to better fit the model planar settlement curve.

3.2 No significant edge settlement was identified.

3.3 The bottom is cone-down by approximately 2-in.

3.4 The seismic loads were calculated utilizing the latest API 650 Appendix E (ASCE 7/ IBC 2009 methods). The risk of damage from a seismic event is minimal for all fill heights.

4 Venting VT of existing roof vents

4.1 The tank is equipped with 2: 12x24-in open roof vents.

4.2 The cone roof is also vented with a 6-in PV vent and an 8-in open vent.

5 Access Structure

VT of existing access structure.

5.1 The handrails and upper platform have only minor coating failure.

5.2 The caged vertical safety ladder supports are attached to the shell with 6-in diameter seal-welded repads.

6 Cone Roof VT of existing roof

6.1 The tank is equipped with a steel cone roof with external rafters and appears to be in good condition.

6.2 The coating along the cone roof is in overall good condition with only minor, isolated areas of cracking type failure.

(recommendation) Replace all gaskets along the floating roof penetrations.

BENICIA, CA 94510

Page 6 of 17 Date Printed: 7/28/14 11:14 AM

11. (finding) No shell vent/overflows are present. Although a rim vent is present along the top angle, military guidelines may prefer shell vents. (recommendation) Install shell vents/overflows.

12. (finding) The tank is equipped with one 24-in manway and one 36-in manway. UFC requires two 36-in manways. (recommendation) Install two 36-in manways at ground level.

NON-MANDATORY ITEMS

13. (finding) No API 650 nameplate is present on the tank shell although one is located on the roof manway (recommendation) Install a properly mounted API650 nameplate above the 36-in manway.

14. (finding) A non API thickened insert was installed with poor weld spacing at an unknown time along the 4-in inlet nozzle. Presumably during installation of the insert, a slight inward distortion of the shell occurred. (recommendation) No corrective action is required because these items have been in service for some time, an indication that the brittle fracture risk is low.

15. (finding) A slight inward distortion of the shell is present around the 6-in suction nozzle.

(recommendation) No corrective action is required because these items have been in service for some time, an indication that the brittle fracture risk is low.

16. (finding) A pinhole was located at the intersection between a shell horizontal weld and the ladder support repad. (recommendation) Continue to monitor the condition for any signs of change.

Circumferential Distance (ft)

Base of Shell Elevation for 4 point Survey

The settlement for the tank is planer or roughly approximates the shape of a cosine curve.

The evaluation of this “out-of-levelness” or settlement, utilizing the criterion for “out-of-plane distortion” as described in API 653 Appendix B.3.2, indicates that the settlement is well within the acceptable limits.

Applicable Standards:

Shell settlement surveys were conducted in accordance with the requirements of API 653 Figure B-1. These surveys were evaluated in accordance with the API 653 Appendix B.2.2 and compared with the acceptance criteria outlined in API 653 Appendix B.3.2.
