1. COMPRESSED GAS CYLINDERS. IAW CFR Title 29, Part 1910.101, Compressed Gases, this training is required for employees who handle, use, fill, and/or store compressed gas cylinders and who offer compressed gas cylinders for shipment. This training will provide employees with a general knowledge of compressed cylinder types, uses, and markings, and the specific safety issues in handling and storing them. The training includes information regarding the characteristics of different types of gases and the necessity for adhering to prescribed safety rules and practice in storage, handling, use, and transportation of compressed gases in cylinders.
2. FIRST RESPONDER AWARENESS LEVEL. This training is for employees who are likely to witness or discover a hazardous substance release or who have been trained to initiate an emergency response sequence by notifying the proper authorities of the release. Compliance requirements are set forth in CFR Title 29, part 1910.120(q)(6)(i), as well as skill and knowledge levels required for all new responders before they are permitted to take part in actual emergency operations in an incident. Sufficient training includes but is not limited to:
1. An understanding of what hazardous substances are and the risks associated with them in an incident.
2. An understanding of the potential outcomes associated with an emergency created when hazardous substances are present.
3. The ability to recognize the presence of hazardous substances in an emergency.
4. The ability to identify the hazardous substance, if possible.
5. An understanding of the role of the first responder awareness individual.
6. The ability to realize the need for additional resources and to make appropriate notifications to the communications center.
3. HANDLING HAZARDOUS WASTE (HW). This training is specifically designed for workers who are involved in clean-up operations, voluntary clean-up operations, emergency response operations, and storage, disposal, or treatment of hazardous substances or uncontrolled hazardous waste sites. Topics include protection against hazardous chemicals elimination of hazardous chemicals, safety of workers, and the environment and OSHA regulations.
4. HAZARDOUS MATERIAL PREPARER CERTIFICATION (estimated training time – 80 hours). This training is required for all employees who perform handling, packaging and/or certifying HAZMAT and/or operating HW accumulation sites; preparing, verifying, and/or certifying HAZMAT shipping papers and related documents; and performing the function-specific duties set forth in DLAI 4145.3, Preparing Hazardous Materials for Military Air Shipments, Chapter 1 and Attachment 25. The initial training and the appointment order is required before the employee performs the requirements and refresher training and a new appointment order is required at 24-month intervals. If refresher training is not completed within the 24-month timeline the initial training must be retaken. Refresher training may be taken via Video Tele-Conference/Interactive Video Tele-Training (VTC/IVT) if available. The only sources that provide the approved required level of training are those identified in the Defense Transportation Regulation (DTR) Part II, Cargo Movement, Chapter 204-7, Training, DLAI 4145.3 Preparing Hazardous Material for Military Air Shipment, and DLAI 1307 Hazardous Material (HAZMAT) Training for Packaging and Transportation Personnel Process Guidance.
5. HAZARDOUS MATERIAL TRANSPORTATION. Current DoT regulations require initial and recurrent training of all employees who perform work functions covered by the Hazardous Materials Regulations (HMR; 49 CFR parts 171-180). Any employee whose work directly affects hazardous materials transportation safety is required to have training. Refresher training is required every two years. Department of Transportation (DoT) template training modules are available at http://www.phmsa.dot.gov/hazamat/training/publications/modules. These training modules meet the requirements for General Awareness Training as prescribed in Title 49 CFR, Part 172, Subpart H. The training includes but is not limited to:
1. HAZMAT identification
2. DoT Regulations
3. Shippers’ responsibilities including shipping papers, packaging, marking, labeling, and placarding.
4. Carrier’s responsibilities including loading, unloading, segregation, and separation.
6. RADIATION GENERAL AWARENESS COUESE. This training is a fundamental learning class to provide basic radiation safety information for all employees who could come in contact with a military commodity containing a radioactive component as part of their work function. This course will provide information on how to recognize a radioactive commodity, description of general safety precautions to be used when handling these commodities and actions to take when these commodities are received with potential damage to the source.is required for individuals who handle RAM.
7. RADIATION WORKERS (MONITORS). This training is required for individuals who handle RAM. Training includes the following:
1. Storage, transfer, and use of radiation and/or RAM.
2. Health protection problems associated with exposure to radiation and/or RAM, precautions or procedures to minimize exposure, and the purposes and functions of protection devices employed.
3. Applicable provisions of NRC regulations and licenses for the protection of personnel from exposure to radiation and/or RAM.
4. Employee’s responsibility to report promptly to the licensee any condition which may lead to or cause a violation of NRC regulations and licenses or unnecessary exposure to radiation and/or RAM.
5. The appropriate response to warnings made in the event of any unusual occurrence or malfunction that may involve exposure to radiation and/or RAM

8. RESOURCE CONSERVATION AND RECOVERY ACT (RCRA) FOR GENERATORS OF HAZARDOUS WASTE (HW). This training is for Contractor personnel with HW management duties. RCRA for Generators of HW training provides instruction on how to perform duties in a way that ensures compliance with HW management procedures relevant to the positions in which the employees are employed. Compliance requirements are set forth in CFR Title 40, Part 264.16, and include the following:
1. HW identification
2. Generator responsibilities
3. EPA identification numbers
4. Container management
5. Manifest systems
6. Preparedness and prevention
7. Record keeping and reporting
8. Land disposal restrictions
9. Contingency planning and emergency procedures
10. Where applicable, the training shall also include the following:
· Procedures for using, inspecting, repairing, and replacing facility emergency and monitoring equipment.
· Key parameters for automatic waste feed cut-off systems.
· Communications or alarm systems.
· Response to fires or explosions.
· Response to ground water contamination incidents.
9. RESPIRATOR TRAINING. The Contractor’s respirator training shall include the following:
1. Reason(s) the respirator is necessary and how improper fit, usage, or maintenance can compromise the protective effect of the respirator.
2. Limitations and capabilities of the respirator.
3. Effective use of the respirator in emergency situations, including situations in which the respirator malfunctions.
4. Hands-on demonstrations and practice in how to inspect, put on, determine proper fit, adjust, use, remove, and test the face-to-face seals of the respirator.
5. Procedures for maintenance and storage of the respirator.
6. How to recognize medical signs and symptoms that may limit or prevent the effective use of respirators.
7. Wearing the respirator in normal air for a long familiarity period.
8. Wearing the respirator in a test atmosphere.
9. In addition to annually, refresher training shall be administered when the following situations occur:
i. Changes in the workplace or the type of respirator render previous training obsolete.
ii. Inadequacies in the employee’s knowledge or use of the respirator indicate that the employee has not retained the requisite understanding or skill.
iii. Any other situation in which retraining appears necessary to attain safe respirator use.
10. CENTER FOR THE DEVELOPMENT OF SECURITY EXCELLENCE OPSEC AWARENESS: This training is required for all contractors that perform work on-site at a DLA or DoD facility, or for contractors that perform offsite and utilize Government resources or equipment to perform the contracted services. 11. UNAUTHORIZED DISCLOSURE OF CLASSIFIED INFORMATION FOR DOD AND INDUSTRY: This training is required for all contractors that perform work on-site at a DLA or DoD facility, or for contractors that perform offsite and utilize Government resources or equipment to perform the contracted services. This course provides an overview of what unauthorized disclosure is, including specific types of unauthorized disclosure and some common misconceptions about unauthorized disclosure. This course will also discuss the types of damage caused by unauthorized disclosure and the various sanctions one could face if caught engaging in unauthorized disclosure. 12. INSIDER THREAT AWARENESS: This training is required for all contractors that perform work on-site at a DLA or DoD facility, or for contractors that perform offsite and utilize Government resources or equipment to perform the contracted services. This course provides a thorough understanding of how Insider Threat Awareness is an essential component of a comprehensive security program. With a theme of, "If you see something, say something" the course promotes the reporting of suspicious activities observed within the place of duty. Using a few case study scenarios, the course teaches the common indicators which highlight actions and behaviors that can signify an insider threat. 13. INTRODUCTION TO INFORMATION SECURITY: This training is required for all contractors that perform work on-site at a DLA or DoD facility, or for contractors that perform offsite and utilize Government resources or equipment to perform the contracted services. This course provides an introduction to the Department of Defense (DoD) Information Security Program. Students will be provided with a basic understanding of the legal and regulatory basis for the program, how the program is implemented throughout the DoD and an introduction to the Information Security Program lifecycle. 14. EQUIPMENT OPERATION AND MAINTENANCE. This training is required for all Contractor employees who operate and maintain motor vehicles, MHE, crane, and rigging or other equipment with the required licensing, certification, or specialized training. Training includes but is not limited to the requirements identified in CFR Title 29, Part 1910.178; CFR Title 49; American Society of Mechanical Engineers (ASME) B30.13-1996, Storage/Retrieval (S/R) Machines and Associated Equipment; and DoD 4500.36, Management, Acquisition, and Use of Motor Vehicles, DLAI 4214, Support Equipment Management, and Federal, State and Local Laws. Refresher training is required at a minimum of every three years or when warranted IAW OSHA, DoD, and manufacturer’s guidance.
15. FEDERAL LOGISTICS DATA (FEDLOG). FEDLOG is a logistics information system published on CD-ROM or DVD-ROM by the Defense Logistics Information Service (DLIS) and allows the user to search for an item of supply even when the NSN is not known by using the item’s physical and performance descriptive values. FEDLOG is a tool used to perform the distribution services to identify and search data stored within the FLIS. This 8-hour course is designed to teach Contractor employees how to use this function. FEDLOG can be accessed through WebFLIS.
16. FINANCIAL AIRLIFT CLEARANCE TRANSPORTATION SYSTEM (FACTS). FACTS is a system used to request airlift clearance IAW DTR, Part II, Cargo Movement. FACTS provides the ability to view the entire flow of DoD sustainment cargo in near real-time which enables decision makers to control the flow of sustainment material into APOEs. FACTS is an integrated database that uses quick reference files to ensure compliance with DTR formats and Service-unique air-eligible cargo movement criteria. It generates challenge messages from the respective Service-ACA to consignees and consignors on ATCMDs. 17. GLOBAL FREIGHT MANAGEMENT (GMF) SYSTEM. The Global Freight Management System is an automated DoD-wide freight traffic management system. SDDC has developed the GFM system as a web-based DoD-wide freight traffic management system with a carrier tender database as an integral part. Access to GFM is through the Electronic Transportation Acquisition (ETA). A training tutorial is available on-line at https://eta.sddc.army.mil/default.asp?fa+freight.
18. INTEGRATED BOOKING SYSTEM. IBS training is a self-taught course available via the Electronic Transportation Acquisition (ETA) website https://eta.sddc.army.mil/ETASSOPortal.Dafault.aspx. Instructions for accessing the website are located in the Technical Library.
19. PACKAGING TRAINING. Packaging training is required for all employees who have current or anticipated assignments involving preservation, packaging, and marking, quality control, packaging instruction, or other related fields. The following courses are available through the US Army Ammunition Center and School at McAlester, OK, http://ammo.okstate.edu/.
1. Military Preservation and Packaging for Storage and Shipment (Course No. PACK-1A-DL). This course provides in-depth training in the application of military packaging policy criteria and packaging specifications and standards to real world scenarios. The course focuses on military packaging and preservation methods that include; cleaning and drying processes, preservation materials and application, cushioning, unit and intermediate packing methods, military marking and labeling, outer packing procedures, palletized and unitized loads, containerization, and blocking and bracing. This course is a web-based course only and is a prerequisite to the Military Preservation and Packaging for Storage and Shipment-Phase 2 (Course: PACK 1-B. Access to this training requires registration to the Army Knowledge Online (AKO).
2. Military Preservation and Packaging for Storage and Shipment-Phase 2 (Course: PACK 1-B) onsite 80 hours. The course provides in-depth, hands-on practical experience in applying military packaging policy criteria and packaging specifications and standards to real world scenarios. The course focuses on military packaging and preservation methods that include cleaning and drying processes, preservation materials and applications, cushioning, unit and intermediate packing methods, military marking and labeling, outer packing procedures, palletized and unitized loads, containerization, and blocking and bracing. This course is required for personnel who perform preservation, packaging, and packing and is only provided on site at the US Army Ammunition Center and School at McAlester, OK.

20. PACKAGING RADIOACTIVE MATERIAL. This course includes HAZMAT classification, HW labeling, types of packaging and containers, packaging and container limits, radiation level standards, reporting and record keeping requirements, NRC requirements and disposal of RAM. The initial training is required before the employee assumes his/her position and refresher training is required every two years.
21. U. S. Bank Freight Payments (estimated training time – 90 minutes). This training is required for employees performing traffic management functions. U. S. Bank Freight Payments is available via a web-based self-taught course located at http://www.powertrackglobal.com/training.aspx . The 90-minute training session consists of interactive demonstration of the U. S. Bank Freight Payments service.
22. Information Security (INFOSEC). IAW Department of Defense Manual 5200.01, Volumes 1 thru 4. Training time is 60 minutes or less.
23. WEBFEDERAL LOGISTICS INFORMATION SYSTEM (WebFLIS) (estimated training time – 4 hours. The Federal Logistics Information System via the World Wide Web (FLIS) is a 4 hour course essential for all Contractor employees who perform receiving, storage, issue, and packaging functions. WebFLIS provides read only access to information housed within the Federal Logistics Information System (FLIS). Access can be obtained at http://www.dlis.dla.mil/training/crslogrun.asp
24. WEB SUPPLY DISCREPANCY REPORTS (WEBSDR). WebSDR training is available online at http://www.dla.mil/j-6/dlmso/eApplications/Training/websdr/WebSDR_Training.ppt.
25. WIDE AREA WORKFLOW Invoice, Receipt, Acceptance and Property Transfer (iRAPT). WAWF is secure web-based system for electronic invoicing and receipt and acceptance enabling electronic form submission, of invoices, government inspection and acceptance documents.
