ATTACHEMENT 1

Following the USG’s designation of ISIS-Mozambique (IS-M) as a Foreign Terrorist Organization and a Specially Designated Global terrorist, USAID/Mozambique seeks additional information on:

· the possibility of intentional or inadvertent engagement with ISIS-M by USAID implementing partners operating in Cabo Delgado or other regions affected by IS-M, and

· steps partners may be taking to mitigate that risk.

Please provide your responses to the questions below, and feel free to include additional pages if you need more space.

0. Do you anticipate implementing specific USAID-financed activities that would be especially vulnerable to diversion to ISIS-Mozambique?

(Examples include: provision of food, tools, or other in-kind assistance to individuals or families; cash-for work; other activities providing commodities or services that could be transferred to or appropriated by ISIS-Mozambique) appropriated by ISIS-Mozambique)?

If you answered YES to this question, please attach details on what steps you intend to take, if any, to prevent either: a) knowingly providing material support or resources to ISIS-Mozambique, or b) making or receiving of any contribution of funds, goods, or services to or for the benefit of ISIS-Mozambique or Abu-Yasir Hassan.

0. In addition to any activities listed in question 2, are there any other reasons for you to suspect that USAID-financed activities might encounter ISIS-Mozambique, or individuals or entities affiliated with ISIS-Mozambique or Abu-Yasir Hassan?

(Examples: operation in areas with high IS-M presence or areas under IS-M control; travel on roads controlled by IS-M; activities in specific areas with a higher probability of IS-M attacks)
