About this file
This document contains an amendment to a solicitation and questions and answers related to a federal contract opportunity issued by USAID Mozambique. The amendment provides responses to questions on past performance requirements for the Monitoring, Evaluation, and Learning activity contract. Offerors must submit a past performance matrix by February 17, 2022 listing up to four projects of the prime contractor and two projects of any major subcontractors from the last five years. The questions and answers clarify that a second past performance annex with the technical proposal is not required, the acceptable formats for the past performance matrix, and page limits. The five-year cost-plus-fixed-fee contract will provide monitoring, evaluation, and learning support services to USAID Mozambique and its implementing partners on an ongoing basis.

ATTACHMENT 01 – Questions & Answers
GENERAL QUESTION 1: Is Management Systems International, Inc. (Contract ID:
AID656C1700002) the incumbent vendor or is this considered a new requirement?
RESPONSE TO GENERAL QUESTION 1: This is considered a new requirement.
GENERAL QUESTION 2: On page 89, section 1, USAID states that bidders “must submit a Past Performance Matrix (Attachment J.2) that lists up to four (4) projects of the prime and up to two
(2) projects each of any major subcontractors of most recent (within the last 5 years)” while page 90, section 5, List of Past Performance Information states that “the offeror must provide a list of all its contracts, grants, or cooperative agreements involving similar or related programs during the past three years (not to exceed 1 page per award)”.
RESPONSE TO GENERAL QUESTION 2: To the extent that the guidance on pages 89 and 90 conflict, please follow the guidance contained on page 89.
GENERAL QUESTION 3: In addition to Attachment J.2 – Past Performance Matrix, which must be submitted by February 17, are bidders required to submit a second past performance annex as part of the technical proposal due by March 28? If yes, what format should bidders use for the annex?
RESPONSE TO GENERAL QUESTION 3: Offerors are not required to submit a second past performance annex as part of the technical proposal due on March 28, 2022.
GENERAL QUESTION 4: For completing Attachment J.2 – Past Performance Matrix, can you please confirm that bidders should provide up to four (4) projects of the prime and up to two (2) projects each of any major subcontractors?
RESPONSE TO GENERAL QUESTION 4: Yes. Offerors should provide up to four projects of the prime and up to two projects each of any major subcontractor.
GENERAL QUESTION 5: Should the projects included in Attachment J.2 – Past Performance Matrix be within the last 3 or 5 years?
RESPONSE TO GENERAL QUESTION 5: Projects included in Attachment J.2 – Past Performance Matrix should be within the last 5 years.
GENERAL QUESTION 6: Is there a page limit for Attachment J.2 – Past Performance Matrix?
RESPONSE TO TECHNICAL QUESTION 6: The page limit for the past performance matrix is one page.
TECHNICAL QUESTION 7: Can USAID please confirm that the acceptable formats for Attachment J.2 – Past Performance Matrix are Microsoft Word (.DOC) and Adobe Acrobat (.PDF)?
RESPONSE TO GENERAL QUESTION 7: USAID confirms that the acceptable formats for Attachment J.2 – Past Performance Matrix are Microsoft Word (.DOC) and Adobe Acrobat (.PDF).
GENERAL QUESTION 8: Per page 88, section L.6.1, Past Performance, should bidders include an additional past performance narrative within the technical proposal submitted by March 28? Is there a page limit, and will this section count towards the 20-page limit of the technical proposal?
RESPONSE TO GENERAL QUESTION 8: There is no need to re-submit an additional past performance narrative with the technical proposal submitted on March 28. 2022.
GENERAL QUESTION 9: Section L.4.h (Past Performance Information, page 83), Section L.6.1 (Past Performance, pages 88-89) and Section L.6.1.f.5 (Authorized Annexes, List of Past Performance Information, page 90) describe how offerors should submit past performance. We have the following related questions:
a. Could USAID please confirm that the Past Performance Matrix (Attachment J.2, described in Section L.4.h.1 on page 83 and L.6.1 on page 89) is different from the List of Past Performance Information (Annex 5, described in Section L.6.1.f.5 on page 90)?
b. Could USAID please confirm that the Past Performance Matrix (Attachment J.2) and the List of Past Performance Information (Annex 5) are the two documents that should be included in the Contractor Performance Information submission on February 17, 2022?
c. On page 88, the RFP specifies that: “The offeror should describe experience implementing activities of similar size and scope” and that “this section complements Annex 5.” Could USAID please clarify whether offerors should include Past Performance as a section of the technical proposal following the Personnel and Management Structure in addition to including the Past Performance Matrix (Attachment J.2) and the List of Past Performance Information (Annex 5)?
d. On page 90, the RFP specifies that, in the List of Past Performance Information (Annex 5): “The offeror must provide a list of all its contracts, grants, or cooperative agreements involving similar or related programs during the past three years.” Given that offerors may have an extensive list of similar or related programs active during the past three years, would USAID please consider limiting the list to the 5 most relevant contracts, grants or cooperative agreements? 5 most recent is to be considered
RESPONSE TO GENERAL QUESTION 9(a): The past performance matrix is different in format than the list of past performance information, although they may have some overlapping information.
RESPONSE TO GENERAL QUESTION 9(b): USAID confirms that the Past Performance Matrix (Attachment J.2) and the List of Past Performance Information (Annex 5) are the two documents that should be included in the Contractor Performance Information submission on February 17, RESPONSE TO GENERAL QUESTION 9(c): Offerors do not need to resubmit past performance information as a section of the technical proposal.
RESPONSE TO GENERAL QUESTION 9(d): USAID agrees to limit this list to the five most recent contracts, grants, or cooperative agreements.
GENERAL QUESTION 10: Section L.6, Technical Proposal (Volume I), page 86, states that the “technical proposal must not exceed 20 pages. This limitation does not include the cover letter, executive summary, table of contents, acronym list, and annexes.” Section L.6, page 87, then states the “technical proposal must include the following, in the order presented below:
a. Cover Sheet (not to exceed 1 page)
b. Table of Contents (not to exceed 1 page)
c. Executive Summary (not to exceed 2 pages)
d. Technical Approach (not to exceed 13 pages)
e. Personnel and Management Structure (not to exceed 2 pages)”
Given that the Cover Sheet, Table of Contents and Executive Summary are not included in the 20-page limit for the technical proposal, the RFP only outlines 15 required pages for the technical proposal (13 pages for Technical Approach and 2 pages for Personnel and Management Structure). Could USAID kindly clarify how Offerors should use the remaining 5 pages of the technical proposal? We respectfully suggest allotting extra pages to the Personnel and Management Structure to allow offerors sufficient space to fully address the points in Sections L and M.
RESPONSE TO GENERAL QUESTION 10: The cover sheet and table of contents are included and count toward the page limit - USAID will enlarge the personnel and management page limit to 3 pages instead of 2, resulting in a total page limit of 20 pages.
GENERAL QUESTION 11: I am in the Business Development team at XXXX. USAID/Mozambique recently released an RFP for a Monitoring, Evaluation and Learning platform, which contained an embedded link to the CDCS. This link brought me to your restricted access Google doc, where I requested access.
Due to the restriction on the link provided, I sourced the CDCS from the USAID website.
RESPONSE TO GENERAL QUESTION 11: There appears to have been an error with the link. USAID acknowledges that sourcing the CDCS from the website is fine.
