About this file
This document contains an amendment to a solicitation and questions and answers related to a past performance requirement. The solicitation is for a five-year cost-plus-fixed-fee completion contract awarded by USAID/Mozambique to establish a Monitoring, Evaluation, and Learning service activity. The objective is to provide continuous MEL support to the Mission and implementing partners through performance monitoring, reporting, evaluations, assessments, and studies. The activity will also provide periodic capacity building for USAID and partner staff in MEL skills and support the Mission's collaborating, learning, and adapting initiatives through specialized assistance. The questions and answers clarify that project staff are considered host country implementers, teaming agreements are not forbidden but exclusive ones are discouraged, and the past performance matrix attachment from USAID's website should be used and one page per project is defined as the standard page size.

ATTACHMENT 01 – Questions & Answers (2nd round)
QUESTION 1: C.3.3, Approach refers to key local entities, and defines that to include individuals. H.16 Maximizing Use of Local Entities indicates that the contract will channel most of the program implementation costs towards Host Country implementers. Could USAID please clarify if project staff who are host country nationals are considered Host Country Implementers?
RESPONSE TO QUESTION 1: Project staff are considered host country implementers.
QUESTION 2: Given the requirement to channel most of the program implementation costs and sub-contract to Host Country Implementers, and the limited number of such implementers qualified to receive USG funding, will USAID forbid bidders from establishing exclusive contracts/teaming agreements with local entities?
RESPONSE TO QUESTION 2: Although USAID discourage exclusive teaming agreement, we cannot prevent offerors from having exclusive teaming agreements.
QUESTION 3: Thank you for the additional guidance regarding Past Performance requirements provided in Amendment 01. To ensure compliance of our submission, will the government please clarify the page limits of the Past Performance Matrix (Attachment J.2)? Amendment 01 indicates the Matrix should not exceed one page per award. However, the format of the matrix is such that it exceeds the width of standard 8.5" X 11" page when horizontally aligned. How will USAID define "one page?" Will the government consider allowing bidders to use an alternate format containing the same information?
RESPONSE TO QUESTION 3: Please use Attachment J.2 Sample Contractor Performance Information – https://www.usaid.gov/documents/1868/past-performance-matrix https://www.usaid.gov/documents/1868/past-performance-matrix https://www.usaid.gov/documents/1868/past-performance-matrix https://www.usaid.gov/documents/1868/past-performance-matrix https://www.usaid.gov/documents/1868/past-performance-matrix
